The San Jacinto Planning Commission adjourned at 6:37 p.m. Tuesday with two annexation recommendations sitting in front of the City Council. Neither vote redrew the city limit.

The regular meeting opened at 6 p.m. Sept. 22 at the Community Center, 625 S. Pico Ave. Chair Patricia Scott presided with Commissioners Michelle Peterson and Taurus Jones. Commissioners Awad and Gagnepain were absent.

Both public-hearing motions carried 3-0. Commissioner Jones moved each item; Commissioner Peterson seconded. Ayes: Jones, Peterson, Scott. Nays: none. Abstain: none.

Assistant Planner Matthew Kramer presented Annexation A / P22-004. Chair Scott opened the public hearing at 6:15 p.m. and closed it at 6:29 p.m. The applicant was present and agreed with the conditions.

The packet staff report puts the site south of Ramona Expressway between Alessandro Avenue and Vernon Avenue, in the city’s sphere of influence and still unincorporated — two parcels on 43.68 acres.

The Sept. 17 agenda recommended that the commission adopt Planning Commission Resolution No. 26-03, recommending a package of steps to the City Council. Tuesday’s AgendaLink minutes narrative does not name Resolution 26-03.

What the commission did pass, 3-0, was a motion to: determine the project will not have a significant effect on the environment with mitigation and adopt a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program under CEQA; authorize annexation of the two parcels on 43.68 acres into San Jacinto, subject to Riverside Local Agency Formation Commission review and approval; approve a lot line adjustment between the two parcels, subject to LAFCO approval of the annexation and final adoption; and approve Tentative Tract Map 34271, subdividing 41.74 acres into 151 residential lots for 151 single-family detached residences plus seven lettered lots for onsite roadways, a detention basin, parks and landscape, subject to recommended conditions and to LAFCO approval and final adoption.

The tract map covers 41.74 acres. The annexation described in the motion is 43.68 acres on two parcels. City Council still has to act, and the annexation, lot line adjustment and tract map are each written as subject to LAFCO where the motion says so.

Kramer then presented Annexation B / P22-084. Applicant Steve Rawlings was present and agreed with the conditions of approval. Scott opened and closed that hearing at 6:29 p.m. There were no public comments.

The Sept. 17 agenda recommended Planning Commission Resolution No. 26-04 recommending action to the City Council. The minutes narrative does not name 26-04.

Jones moved, Peterson seconded, and Scott, Peterson and Jones voted aye. The 3-0 motion was to determine the project is exempt from CEQA under Guidelines section 15183 as consistent with General Plan policies for which an environmental impact report was certified, and to authorize annexation of 94 parcels on 143.62 acres within the city’s sphere of influence.

The packet locates that ground generally south of Bergin Street, north of Artesia Street, east of San Jacinto Avenue and west of Alessandro Avenue.

Alessandro Avenue shows up in both staff reports — P22-004 on the unincorporated ground south of Ramona between Alessandro and Vernon, P22-084 on the larger sphere piece between Bergin and Artesia. Only P22-004 carries a tract map and a mitigated negative declaration in the motion. P22-084 is the section 15183 file: 94 parcels, no map in the motion text.

None of that finishes an annexation. Council and, where the motions require it, Riverside LAFCO still have to act.

The applicant seeks a Conditional Use Permit and Site Plan and Design Review to expand the existing 44-bed Bradley Gardens facility to 103 beds on APN 435-330-003 at W. 7th Street and S. Grand Avenue, according to the CEQAnet project description. The project would demolish an existing 1,074-square-foot maintenance and storage building and construct an approximately 17,372-square-foot single-story addition providing 43 additional skilled-nursing and short-term psychiatric beds, and would convert an existing 2,596-square-foot vacant office building into a 16-bed psychiatric health facility, the posting states.

CEQAnet lists the site as about 2.98 acres, zoned Industrial Light with an Industrial General Plan designation, and lists San Jacinto Elementary School among nearby schools. The development-types summary on the posting states 59 new beds and about 100 new employees.

A Planning Commission hearing notice has not been issued in the materials reviewed for this brief.

Mayor Pro Tem Sanchez requests that the council AUTHORIZE the mayor to sign and transmit a letter to Governor Gavin Newsom requesting a veto of Senate Bill 1087 (Cabaldon). The staff report states SB 1087 proposes changes to California’s regional transportation planning and Sustainable Communities Strategy framework under Senate Bill 375; bill title language in packet materials includes transportation planning, sustainable communities strategies, and transportation funding programs.

Discussion. For Tract 31886 Landscape and Irrigation Improvements (SJ-545), staff recommends approving plans and specifications; awarding the construction contract to the lowest responsible bidder submitting a responsive bid, Conserve LandCare, for $986,944.25; allocating 8% of the total bid ($78,955.54) for administration, inspection, and testing; allocating 10% of the total bid ($98,694.43) for construction contingencies; and authorizing the Interim City Manager to execute the construction contract. The staff report states nine bids received Aug. 27, 2026, ranged from $986,944.25 to $1,953,649.88.

All-f und revenues total approxi mately $81.5 million, with the budget drawing roughly $4.8 million from one-time fund balance to close the gap between projected revenues and expend itures.

Tax revenues — the largest revenue source — are projected at $52.57 million, up 11.3 percent from the FY24 amended figure of $47.22 million, acco rding to the Cle arGov budget po rtal main tained by the city.

No Significant Staffing Increases

City-wide positions increased by just one full-time equivalent employee year-over-year — consisting of two temporary part-time Of fice Specialists in the Public Works department, funded through the American Rescue Plan Act and approved in December 2024. No additional positions were recommended for the new fiscal yea r.

The General Fund encompasses the city’s core operations: Police, Fire, Library, Pl anning, Building, Code Compliance, Engineering, and general administration. Measure U, the voter-ap proved half-cent sales tax for public safety, operates in its own stand-alone fund (Fund 115) established in FY2021-22 for separate tracking and trans parency.

Back ground and Vote

The budget was adopted following a council workshop on March 14, 2025 and two Measure U Citizen Oversight Committee workshops. The council vote, taken at the June10 regular meeting, was 5-0 with Mayor Jackie Peterson, Mayor Pro Tem Kr upa, and Council Members Clark, Lodge, and Males all voting yes. No members abstained or were absent, acco rding to city records from that meeting.

The budget includes funding for the rehabilitation of St. John’s Place and an increase in insurance liability premiums, both approved by the council during budget adoption.

Staff Report No. 26-279 asks the council to introduce Ordinance No. 2081 by title, waive full reading, and return it for second reading and adoption. The agenda recommendation line says Sept. 22. The staff report’s discussion section says Sept. 23. This newspaper will not lock either date until the council states one on the record.

The ordinance would amend Chapter 58 to match the Riverside County Habitat Conservation Agency’s 2026 nexus study, which that agency’s board adopted July 9, 2026. The city’s posted fee table and the Sept. 8 packet list:

Individual single-family residence on a single legally created lot: $250 flat, unchanged.

Agricultural development: $500 per gross acre. Staff says that simplifies a prior formula of $100 or 1 percent of valuation, capped at $500 an acre.

All other development: $900 per gross acre, up from $500. Surface mining stays on a separate calculation.

Qualifying nonprofits may still get up to a 75 percent reduction.

If adopted, the updated fees would take effect 60 days later under Government Code section 66017, staff wrote. Beginning July 1, 2027, the ordinance would allow annual CPI-U adjustments for the Los Angeles-Riverside-Orange County region.

Staff wrote there is no direct General Fund impact. Fees are paid by applicants and remitted to the regional habitat agency.
