Edison claims they have representatives at their resource centers providing "customer resiliency kits" with flashlights and other items for power outages and other emergencies and a list of these locations on their website. However I went to the one near my home repeatedly during the recent shut offs and they were never there. I called them several times to see when they'd be there but they couldn't tell me when. Just that in the future if they come to this area, that's the location they'll be at and said I can go to Idyllwild or San Jacinto because that's where they are. But I don't have a way to go out there so I was never able to get any help from them.
