<p class="wp-block-paragraph">BANGKOK (AP) —&nbsp;<a href="https://apnews.com/hub/gavin-newsom" target="_blank" rel="noreferrer noopener">California Gov. Gavin Newsom</a>&nbsp;had a surprise meeting with&nbsp;<a href="https://apnews.com/hub/xi-jinping" target="_blank" rel="noreferrer noopener">Chinese leader Xi Jinping</a>&nbsp;in Beijing on Wednesday after being warmly welcomed by other senior leaders in a display of friendliness that stands in sharp contrast to the dialogue between&nbsp;<a href="https://apnews.com/article/biden-xi-meeting-apec-san-francisco-003d5f6ff7a7ad712b4011c9d76f9c9e" target="_blank" rel="noreferrer noopener">the United States</a>&nbsp;and China in recent years.</p>



<p class="wp-block-paragraph">The governor is on a weeklong tour of China, where he plans to push for climate cooperation. Newsom’s trip as governor, once considered routine, is drawing attention as it comes after years of&nbsp;<a href="https://apnews.com/article/china-russia-putin-xi-a1bb97bae7fc78bacd237b70bee27fa1" target="_blank" rel="noreferrer noopener">heightening tensions</a>&nbsp;between the U.S. and China.</p>



<p class="wp-block-paragraph">“I’m here in expectation, as you suggest, of turning the page, of renewing our friendship and reengaging (on) foundational and fundamental issues that will determine our collective faith in the future,” Newsom said in brief opening remarks ahead of his meeting with Wang Yi, China’s top diplomat, earlier in the day.</p>



<p class="wp-block-paragraph">Though Newsom was in China to promote cooperation in curbing <a href="https://apnews.com/hub/climate-change" target="_blank" rel="noreferrer noopener">climate change</a>, Chinese officials took the opportunity in welcome speeches ahead of the closed-door meetings to talk about <a href="https://apnews.com/article/un-china-global-south-general-assembly-d8620e4502757c4de9ab41543f14eccb" target="_blank" rel="noreferrer noopener">U.S.-China relations</a>. Wang is preparing to visit the U.S. on Thursday.</p>



<p class="wp-block-paragraph">Newsom and Xi discussed ways to “accelerate our progress on climate in meaningful and substantive ways,” the California governor said at a news conference, but did not mention more specifics.</p>



<p class="wp-block-paragraph">They also talked about fentanyl, a synthetic drug and leading killer of young people in the U.S., and&nbsp;<a href="https://apnews.com/article/china-us-schumer-fentanyl-23f910a17cfb961a7605e2c68ef0455b" target="_blank" rel="noreferrer noopener">China’s role</a>&nbsp;in combating the transnational shipping of precursor chemicals, Newsom said.</p>



<p class="wp-block-paragraph">According to China’s state broadcaster CCTV, Xi told Newsom: “I hope your visit will enhance mutual understanding between the two sides and play a positive role in expanding cooperation between China and California and promoting the healthy and stable development of Sino-U.S. relations.”</p>



<p class="wp-block-paragraph">Xi may attend the Asia-Pacific Economic Cooperation summit in San Francisco next month and meet with U.S. President Joe Biden, although China has not formally confirmed his attendance.</p>



<p class="wp-block-paragraph">Newsom is visiting&nbsp;<a href="https://apnews.com/article/property-taxes-hong-kong-policy-d40297025237be0b52901da3c99df314" target="_blank" rel="noreferrer noopener">Hong Kong</a>, Beijing, Shanghai and the provinces of Guangdong and Jiangsu. At a speech at Hong Kong University on Monday, he promised to continue to cooperate on climate change regardless of the outcome of the next U.S. presidential election.</p>



<p class="wp-block-paragraph">He said he raised human rights issues with Wang and the two also discussed Taiwan, a red-line issue for Beijing. China claims the self-ruled island as part of its own territory.</p>



<p class="wp-block-paragraph">“I expressed my support for the One-China policy &#8230; as well as our desire not to see independence,” Newsom said, referring to the official U.S. policy that recognizes&nbsp;<a href="https://apnews.com/article/china-politics-xi-jinping-foreign-relations-0b9a867861c719456778bf5a8eee95ca" target="_blank" rel="noreferrer noopener">the Communist Party</a>&nbsp;as the ruling government of China. Officially, the U.S. does not recognize Taiwan but is its biggest unofficial ally.</p>



<p class="wp-block-paragraph">Wang, the head of the Communist Party’s office of foreign affairs, said he knows Newsom’s trip attracted plenty of critics but that he views the trip positively.</p>



<p class="wp-block-paragraph">“But I think time and facts will certainly prove that your visit to China is in line with California people’s wishes and in line with the American people’s interests and the expectations of the global society.”</p>



<p class="wp-block-paragraph">Newsom also met Wednesday with Vice President Han Zheng, who greeted him with a wide smile and called him an “old friend.” Han is a past member of the Politburo Standing Committee, an elite group of leaders within the party.</p>



<p class="wp-block-paragraph">“The China-U.S. relationship is the most important bilateral relationship in the world, and the sub-national cooperation is an indispensable part to facilitate the sound and steady growth of China-U.S. relations,” Han said. “I’m sure your weeklong trip will inject positive energy to the development of the China-U.S. relationship.”</p>



<p class="wp-block-paragraph">The governor met as well with the head of China’s National Development and Reform Commission, a Cabinet-level agency responsible for economic policies. They signed a memorandum on deepening cooperation in environmental issues.</p>



<p class="wp-block-paragraph">Governors of California, which has an economy larger than most countries, have a long history of climate collaboration with China. Democrat&nbsp;<a href="https://apnews.com/article/2ef803fb9ae54221a5e452ab9ebf9344" target="_blank" rel="noreferrer noopener">Jerry Brown</a>&nbsp;and Republican Arnold Schwarzenegger also traveled to China to swap knowledge on reducing air pollution and emissions.</p>



<p class="wp-block-paragraph">Since leaving office, Brown launched the California-China Climate Institute at the University of California, Berkeley.</p>

<p class="wp-block-paragraph">BEIJING (AP) — Prospects for a renewed high-level military dialogue between China and the U.S. remain dim, with Beijing saying their defense chiefs will not hold a bilateral meeting while both are attending a weekend security conference in Singapore.</p>



<p class="wp-block-paragraph">Foreign Ministry spokesperson Mao Ning on Tuesday blamed the U.S., saying Washington should “earnestly respect China’s sovereignty and security interests and concerns, immediately correct the wrongdoing, show sincerity, and create the necessary atmosphere and conditions for dialogue and communication between the two militaries.”</p>



<p class="wp-block-paragraph">Mao gave no details, but&nbsp;<a href="https://apnews.com/article/china-taiwan-us-relations-ambassador-b599541d7af42fff9fa2783030c7c824">tensions between the sides have spiked</a>&nbsp;over Washington’s military support and sales of defensive weapons to self-governing Taiwan, China’s assertions of sovereignty to the contested South China Sea and its flying of a suspected spy balloon over the U.S.</p>



<p class="wp-block-paragraph">U.S. Defense Secretary Lloyd Austin is scheduled to address the Shangri-La Dialogue on Saturday, while Chinese Defense Minister Gen. Li Shangfu will speak at the gathering on Sunday.</p>



<p class="wp-block-paragraph">Austin met privately with Li’s predecessor, Wei Fenghe, at last year’s Shangri-La Dialogue,&nbsp;<a href="https://apnews.com/article/lloyd-austin-united-states-asia-singapore-beijing-b36d53453acd9b9ac29a79630f45867e">which appeared to do little to smooth relations</a>&nbsp;between the sides. In his address to the forum, Wei accused the U.S. of seeking to contain China’s development and threatening to assert its claim to Taiwan by military force.</p>



<p class="wp-block-paragraph">Chinese leader Xi Jinping and U.S. President Joe Biden&nbsp;<a href="https://apnews.com/article/biden-taiwan-indonesia-xi-jinping-government-and-politics-961bb4680962cc53b4375af3bcbc4927">met on the sidelines</a>&nbsp;of the Group of 20 meeting of large economies in November in Indonesia, but contacts have proceeded only sporadically since then, with only side meetings on neutral territory.</p>



<p class="wp-block-paragraph">Secretary of State Antony Blinken canceled a visit to Beijing in February after the U.S. shot down a Chinese spy balloon that had crossed the United States. He later met with the Communist Party’s senior foreign affairs adviser Wang Yi in Austria.</p>



<p class="wp-block-paragraph">China refused to take a phone call from Austin to discuss the balloon issue, the Pentagon said. Always beset by mistrust and accusations, communications on the military level have yet to show signs of improvement.</p>



<p class="wp-block-paragraph">Beijing also was angered by Taiwanese President Tsai Ing-wen’s April stopover in the U.S. that included an encounter with House Speaker Kevin McCarthy. China’s People’s Liberation Army holds military exercises and sends fighter jets, drones and ships near the island to advertise its threat to attack and wear down Taiwan’s defenses.</p>



<p class="wp-block-paragraph">China also protests movements of U.S. Navy ships and aircraft through the Taiwan Strait and close to Chinese-held islands in the South China Sea, dispatching its own ships and planes and raising the possibility of confrontations or collisions.</p>

<p class="wp-block-paragraph">BEIJING (AP) — The Chinese government sharply criticized COVID-19 testing requirements imposed on visitors from China and threatened countermeasures against countries involved, which include the U.S. and several European nations.</p>



<p class="wp-block-paragraph">“We believe that the entry restrictions adopted by some countries targeting China lack scientific basis, and some excessive practices are even more unacceptable,” Foreign Ministry spokesperson Mao Ning said at a daily briefing Tuesday.</p>



<p class="wp-block-paragraph">“We are firmly opposed to attempts to manipulate the COVID measures for political purposes and will take countermeasures based on the principle of reciprocity,” she said. Mao did not specify what steps China might take.</p>



<p class="wp-block-paragraph">The comments were China’s sharpest to date on the issue. Australia and Canada this week&nbsp;<a href="https://apnews.com/article/politics-health-covid-19-pandemic-china-disease-outbreaks-b737daff7bc8da5a79c8b306395d1995?ref=biztoc.com">joined a growing list of countries</a>&nbsp;requiring travelers from China to take a COVID-19 test prior to boarding their flight, as China battles a nationwide outbreak of the coronavirus after abruptly easing restrictions that were in place for much of the pandemic.</p>



<p class="wp-block-paragraph">Other countries including the U.S., India, Japan, South Korea and several European nations have announced tougher COVID-19 measures on travelers from China amid&nbsp;<a href="https://apnews.com/article/health-china-disease-outbreaks-covid-19-pandemic-guangzhou-01318eb4fc58a0515d8e8bd1577e385d">concerns over a lack of data</a>&nbsp;on infections in China and&nbsp;<a href="https://apnews.com/article/science-health-china-covid-306b688d84e31a9462f82d0ead1f4584">fears that new variants</a>&nbsp;may emerge.</p>



<p class="wp-block-paragraph">China has had some of the toughest entry requirements for people arriving from abroad. It is about to drop a mandatory five-day quarantine for all arrivals but will still require a negative COVID-19 test within 48 hours of the flight.</p>



<p class="wp-block-paragraph">White House press secretary Karine Jean-Pierre said “there’s no cause for retaliation” by Beijing for countries “taking prudent health measures to protect their citizens” with COVID-related restrictions on travelers coming from China. She added that restrictions were “based on public health and science.”</p>



<p class="wp-block-paragraph">“This is something that all of us, (and) other countries are doing to make sure that we are protecting our citizens here,” Jean-Pierre said.</p>



<p class="wp-block-paragraph">French Prime Minister Elisabeth Borne defended the tests. Starting Wednesday, anyone flying from China to France will have to present a negative virus test taken within the previous 48 hours and be subject to random testing on arrival.</p>



<p class="wp-block-paragraph">“We are in our role, my government is in its role, protecting the French,” Borne said Tuesday on France-Info radio.</p>



<p class="wp-block-paragraph">The U.K. will require that passengers from China take a COVID test before boarding the plane from Thursday. Transport Secretary Mark Harper said the requirement is for “collecting information” because Beijing isn’t sharing coronavirus data.</p>



<p class="wp-block-paragraph">Health officials will test a sample of passengers when they arrive in the U.K., but no quarantine is required for those who test positive, he said.</p>



<p class="wp-block-paragraph">“The policy for arrivals from China is primarily about collecting information that the Chinese government is not sharing with the international community,” Harper told the LBC radio station on Tuesday.</p>



<p class="wp-block-paragraph">Sweden’s Public Health Agency said Tuesday that it had urged the government to require travelers from China to present a recent negative COVID-19 test.</p>



<p class="wp-block-paragraph">The statement from the agency comes as Sweden, which has taken over EU’s rotating presidency, has&nbsp;<a href="https://apnews.com/article/politics-health-china-europe-european-union-efc7a23f79beea4ac2dc313b18df45f2">called a meeting of the EU’s crisis management mechanism</a>&nbsp;for Wednesday to try to agree on a common European line.</p>



<p class="wp-block-paragraph">The Swedish government “is preparing to be able to introduce travel restrictions. At the same time, we are conducting a dialogue with our European colleagues to get the same rules as possible in the EU,” Justice Minister Gunnar Strömmer said in a statement.</p>



<p class="wp-block-paragraph">Austria, too, plans to test the wastewater of all planes arriving from China for new variants of the coronavirus, the Austria Press Agency reported Tuesday, following a similar announcement by Belgium a day earlier.</p>



<p class="wp-block-paragraph">Chinese health officials said last week that they had submitted data to GISAID, a global platform for sharing coronavirus data.</p>



<p class="wp-block-paragraph">The versions of the virus fueling infections in China “closely resemble” those that have been seen in different parts of the world between July and December, GISAID said Monday.</p>



<p class="wp-block-paragraph">Dr. Gagandeep Kang, who studies viruses in the Christian Medical College of Vellore in India, said that the information from China, albeit limited, seemed to suggest that “the pattern was holding” and that there wasn’t any sign of a worrisome variant emerging.</p>



<p class="wp-block-paragraph">Mi Feng, the spokesperson for China’s National Health Commission, said Tuesday that authorities maintain an open and transparent attitude. He noted that they had held two technical exchange meetings with the WHO last month on the overall situation, medical treatment, vaccination and other issues.</p>

<p class="wp-block-paragraph">Hong Kong Chief Secretary Eric Chan said in a Facebook post that the government had written to various consulates on Monday to express its concerns over the “unnecessary and inappropriate” rules.</p>



<p class="wp-block-paragraph">Some experts have questioned the effectiveness of the testing. Kerry Bowman, assistant professor at the University of Toronto’s Temerty Faculty of Medicine, said that people can test positive long after entering the country.</p>



<p class="wp-block-paragraph">The requirement is “not based on science at this point,” he said after Canada announced measures last weekend.</p>



<p class="wp-block-paragraph">China, which for most of the pandemic adopted a “zero-COVID” strategy that imposed harsh restrictions aimed at stamping out the virus,&nbsp;<a href="https://apnews.com/article/health-business-china-covid-economy-e5559f6062cf052a71ad6ba1ceece693">abruptly eased those measures</a>&nbsp;in December.</p>



<p class="wp-block-paragraph">Chinese authorities previously said that from Jan. 8, overseas travelers would no longer need to quarantine upon arriving in China, paving the way for Chinese residents to travel.</p>
