A carjacking suspect was shot and wounded Tuesday, June 18, during a confrontation with Riverside police officers just west of the downtown area.

The shooting occurred at about 10:30 a.m. in the 6600 block of Palm Avenue, near Central Avenue, according to the Riverside Police Department.

Officer Ryan Railsback told City News Service that two Problem-Oriented Policing unit officers were conducting a carjacking investigation and received word that the two suspects involved the alleged theft were on Palm.

“The officers had learned this was a potential place where the suspects hang out, and they happened to come across them there,” Railsback said.

He said that as the two lawmen approached the vehicle, the two alleged thieves — identified only as men in their 40s — were exiting the car, and “one of the suspects produced a firearm, at which point an officer-involved shooting occurred.”

The gunman was struck by the officer’s bullets, while his cohort was not hit, according to Railsback, adding that neither officer was injured.

The police officers’ identities were not released.

“The suspect was taken to a hospital, where he is in stable condition,” Railsback said.

The other man was taken into custody without incident.

Railsback said they would likely be booked on suspicion of carjacking, as well as possibly weapons allegations and, “depending on how the suspect’s firearm was used,” assault with a deadly weapon on a peace officer or attempted murder of a peace officer.

The officer involved in the shooting has been placed on paid administrative leave pending the outcome of an investigation.

The victim had exited the business and was in the parking lot when an adult male suspect pointed what appeared to be a handgun at him and ordered him to walk to the victim’s vehicle. The victim complied with the order and entered the driver seat of his vehicle with the suspect in the passenger seat. The suspect continued to point the handgun at the victim and ordered him to drive onto the 60 Freeway. The victim initially complied; however, he later physically fought back and escaped from the vehicle. The suspect drove away in possession of the victim’s vehicle. The victim sustained minor injuries while escaping his captor.

At 11:30 p.m., deputies assigned to the Perris Sheriff’s Station located the victim’s vehicle near Perris Boulevard & Harley Knox Road, Perris. Deputies conducted a high-risk traffic stop and detained the lone occupant, Jesus Gaytan, a 47-year-old resident of Moreno Valley, without incident.

On June 17, 2023, at 7:51 p.m., deputies from the San Jacinto Sheriff’s Station responded to the area of State Street and Ramona Expressway, San Jacinto, for a report of a carjacking that just occurred. A resident called 911 to report he had just been carjacked at gunpoint by a man who arranged to purchase his car, which was listed for sale on Craigslist. The victim met the buyer and allowed him to take a test drive to the shopping center at State Street and Ramona Expressway. When the test drive was completed, the suspect brandished a gun and ordered the victim to get out of the car. The suspect fled the area in the victim’s car. Hemet-San Jacinto Sheriff’s detectives assumed the investigation and later identified the suspect as Samuel James Wilson, a 24-year-old white male resident of Cherry Valley. An arrest warrant was issued for Wilson, and on June 19, 2023, Los Angeles County deputies assigned to the Lakewood station arrested Wilson in the stolen car.

On Tuesday, June 20, 2023, at 3:51 p.m., deputies spoke with a carjacking victim in the lobby of the Perris Station. The victim stated about 12:41 p.m., she was in her vehicle on the side of the road near Nuevo Road and Pico Avenue in Nuevo when an older white male adult, between 50-60 years old, walked up and pointed a silver handgun at her demanding her vehicle. The suspect drove away in the victim’s vehicle, leaving her at the side of the road. A police report was taken, and the license place of the victim’s vehicle was flagged as stolen.

On Thursday, June 22, 2023, about 2:15 p.m., deputies from the Perris Station received an alert of the stolen vehicle near Hwy 74 x Pico Avenue in Nuevo. Perris deputies located and stopped the vehicle near the 23000 block of Pico Avenue in Nuevo. The driver, Terry Chappell, a 71-year-old resident of Washington state, was detained and brought to the Perris Station. Chappell was positively identified as the suspect that stole the victim’s vehicle using a handgun. The victim’s vehicle was processed for evidence, but the handgun was not located. A records check revealed Chappell was a sex registrant out of Washington state, and he was in violation for failing to register with the local authorities. Chappell was later booked into the Cois Byrd Detention Center for Carjacking, Possession of Stolen Property, and Failure to Register as a Sex Offender. This investigation is ongoing.

He was contacted on Facebook Messenger by a juvenile who arranged to meet at the above location. Two juvenile suspects met with the victim and demanded his keys. When the victim refused, both suspects produced firearms. One suspect struck the victim several times, threatened to kill him, and again demanded his keys. The suspects fled in the victim’s vehicle but quickly abandoned it near the 74000 block of Jeri Lane in the city of Palm Desert. The suspects left that location on foot but were arrested near Gerald Ford Dr and Shepard Ln. Two firearms were later recovered near the area the vehicle was abandoned.

Both suspects were also identified as being involved in another carjacking that occurred in the City of La Quinta on April 11, 2023, at about 12:37 am (LA231010001). The victim suffered moderate injuries and was treated and released from a local hospital. Both juveniles, age 16, were booked into juvenile hall for carjacking, assault with a deadly weapon, criminal threats, and illegally possessing firearms. Due to the suspects’ ages, their names will not be released.

On April 11, 2023, at 12:37 AM, Thermal Station patrol deputies responded to the 47700 block of Dune Palms Road in the city of La Quinta, reference a carjacking of a 75-year-old female. The investigation revealed the victim was in the area when she was approached by two Hispanic male subjects. One was armed with a semi-automatic firearm, who demanded her vehicle and purse. The suspects fled in the victim’s black Camaro, followed by a white Lincoln sedan. The victim was not injured during the carjacking. The vehicles fled westbound on Highway 111. The investigation was assumed by the Thermal Station Special Investigations Unit.

While canvassing the area of Highway 111, Palm Desert Station patrol deputies spotted the vehicles turning northbound on Village Court, in the city of Indian Wells. The deputies attempted to stop the vehicles in the 44600 block of Village Court. The Camaro failed to yield and fled westbound on Highway 111, the Lincoln rammed a Sheriff’s patrol unit, disabling both vehicles. The suspects fled into the nearby residential area. A perimeter was quickly set by both Palm Desert Station and Thermal Station patrol units. The Riverside County Special Enforcement Bureau (SEB) responded and conducted a yard-to-yard search of the residential area.

At 7:04 AM, SEB personnel located the suspects in the 74900 block of Verbena, in the city of Palm Desert. They were taken into custody without incident. They were identified as David Reyes, 18-year-old male of Palm Desert, and Daryl Urbano, 18-year-old male of Coachella. The victim’s Camaro was located in the 69100 block of Dinah Shore, in Cathedral City, unoccupied.

The Thermal Station Special Investigation’s Unit continued the investigation and identified the outstanding suspects as a 16-year-old Hispanic male of Cathedral City and a 16-year-old Hispanic male of Thousand Palms, who were later arrested in Palm Desert after another carjacking.

The suspects, Jabari Walker, a 22-year old resident of Palm Desert and Antionette Sanchez, a 21-year-old resident of Bermuda Dunes, approached the victims while they were seated in their Camry. Walker and Sanchez pepper sprayed and assaulted the victims, pointed a handgun at them, then forcibly removed them from their Camry. Walker and Sanchez then drove away in the victim’s Camry.

About 5:30 AM, deputies assigned to the Moreno Valley Station responded to an unrelated armed carjacking of a Toyota Tundra in the area of Ironwood Avenue and Matthews Road. Deputies found the Camry driving away from the newly carjacked Toyota Tundra, which was parked near the scene of the crime. Deputies attempted to stop the Camry; however, the suspects drove away at a high rate of speed. Deputies initiated a vehicle pursuit, which continued until the suspects collided with an unrelated citizen’s vehicle at the intersection of Pigeon Pass Road and Ironwood Avenue. The citizen sustained minor injuries in the collision. Both Sanchez and Walker ran from the collision, but were captured by deputies after a short foot pursuit. Walker was found with a loaded handgun in his possession.
