<p class="wp-block-paragraph">LOS ANGELES (AP) — The chair of former President Donald Trump&#8217;s 2017 inaugural committee was arrested Tuesday on charges alleging he secretly conspired to influence U.S. policy to benefit the United Arab Emirates, even while he was seeking a position as an American diplomat.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/elections-north-america-donald-trump-ap-top-news-paul-manafort-6dd33b4234634079821e5825f112e85b">Tom Barrack, 74, of Santa Monica, California,</a>&nbsp;was among three men charged in federal court in Brooklyn, New York, with acting as unregistered foreign agents as they tried to influence U.S. policy on the UAE&#8217;s behalf while Trump was running in 2016 and later while he was president.</p>



<p class="wp-block-paragraph">Besides conspiracy, Barrack was charged with obstruction of justice and making multiple false statements during a June 2019 interview with federal agents. Also charged in a seven-count indictment were Matthew Grimes, 27, of Aspen, Colorado, who is a former executive at Barrack’s company, and Rashid al Malik, 43, a businessman from the United Arab Emirates who prosecutors said acted as a conduit to that nation&#8217;s rulers.</p>



<p class="wp-block-paragraph">Prosecutors said the crimes struck at “the very heart of our democracy.”</p>



<p class="wp-block-paragraph">Barrack and Grimes were arrested in Southern California while al Malik was at large, believed to be living somewhere in the Middle East, authorities said.</p>



<p class="wp-block-paragraph">At an initial hearing in Los Angeles federal court, Barrack&#8217;s lawyer, Ronak D. Desai, agreed that his client could remain detained until a hearing next Monday after prosecutors submitted written arguments saying he should be denied bail as a risk to flee.</p>



<p class="wp-block-paragraph">U.S. Magistrate Judge Patricia Donahue called Grimes a “serious risk of flight” and also ordered him detained pending a hearing Monday.</p>



<p class="wp-block-paragraph">Attorney Michael Freedman, representing Grimes, said his client had no criminal history, no longer worked for Barrack&#8217;s company and doesn&#8217;t have the access investigators allege he once had.</p>



<p class="wp-block-paragraph">“He is a fairly low-level individual in all of this,” Freedman said.</p>



<p class="wp-block-paragraph">Neither of the men were required yet to enter a plea.</p>



<p class="wp-block-paragraph">One of Trump&#8217;s close personal friends for decades, Barrack is the latest in a long line of the former president&#8217;s associates to face criminal charges, including his&nbsp;<a href="https://apnews.com/article/joe-biden-donald-trump-elections-campaigns-baghdad-a6741e5cf9032ce004c8f6751b3cc968">former campaign chair</a>, his former&nbsp;<a href="https://apnews.com/article/donald-trump-courts-crime-politics-russia-f12c47c41699f46e5412f4a50224cba3">deputy campaign chair</a>, his former&nbsp;<a href="https://apnews.com/article/steve-bannon-trump-pardons-broidy-66c82f25134735e742b2501c118723bb">chief strategist</a>, his former&nbsp;<a href="https://apnews.com/article/donald-trump-pardon-michael-flynn-russia-aeef585b08ba6f2c763c8c37bfd678ed">national security adviser</a>, his former&nbsp;<a href="https://apnews.com/8b9d39ea54374ae296a9a8401bf58cb8">personal lawyer</a>&nbsp;and his company’s longtime&nbsp;<a href="https://apnews.com/article/trump-organization-allen-weisselberg-charges-ad7350d4f85f295eeb753658e786cd88">chief financial officer</a>.</p>



<p class="wp-block-paragraph">Barrack raised $107 million for Trump&#8217;s inaugural celebration, which was scrutinized both for its lavish spending and for attracting numerous foreign officials and businesspeople looking to lobby the new administration.</p>



<p class="wp-block-paragraph">While the indictment made no allegations of wrongdoing by the inaugural committee, or by Trump, it said Barrack boasted that he had been a 30-year partner of Trump and could help the UAE get more influence in the U.S.</p>



<p class="wp-block-paragraph">“The defendants repeatedly capitalized on Barrack’s friendships and access to a candidate who was eventually elected President, high-ranking campaign and government officials, and the American media to advance the policy goals of a foreign government without disclosing their true allegiances,&#8221; Acting Assistant Attorney General Mark Lesko said.</p>



<p class="wp-block-paragraph">Barrack has denied any wrongdoing.</p>



<p class="wp-block-paragraph">“Mr. Barrack has made himself voluntarily available to investigators from the outset. He is not guilty and will be pleading not guilty,&#8221; a spokesperson said.</p>



<p class="wp-block-paragraph">Prosecutors said Barrack also provided UAE government officials with sensitive information about developments within the Trump administration — including how senior U.S. officials felt about the&nbsp;<a href="https://apnews.com/article/bahrain-turkey-dubai-boycotts-iran-97a7ecfa9643021e990a00e0aa0651c1">Qatari blockade conducted by the UAE and other Middle Eastern countries.</a></p>



<p class="wp-block-paragraph">“Worse, in his communications with Al Malik, the defendant framed his efforts to obtain an official position within the Administration as one that would enable him to further advance the interests of the UAE, rather than the interests of the United States,” prosecutors wrote in a letter seeking his detention.</p>



<p class="wp-block-paragraph">When Barrack tried to get Trump to appoint him as either the U.S. ambassador to the UAE or as special envoy to the Middle East, he wrote al Malik &#8216;that any such appointment ‘would give ABU DHABI more power!’&#8221; prosecutors wrote.</p>



<p class="wp-block-paragraph">Barrack served as an informal adviser to Trump’s campaign in 2016 before becoming the inaugural committee chair. Beginning in January 2017, he informally advised senior U.S. government officials on Middle East foreign policy, prosecutors said.</p>



<p class="wp-block-paragraph">Bill Coffield, an attorney for al Malik — who was not in custody Tuesday — said his client had cooperated extensively with the office of special counsel Robert Mueller and that there was “nothing new here.” He said al Malik had simply tried to foster a good relationship between the country where he was born and the U.S., where he lived and worked for years, &#8220;both of which he loves.”</p>



<p class="wp-block-paragraph">At the court proceedings Tuesday, Assistant U.S. Attorney Mack Jenkins said al Malik fled the United States three days after a 2019 interview with the FBI.</p>



<p class="wp-block-paragraph">Phone and email messages sent to the UAE Embassy in Washington were not immediately returned.</p>



<p class="wp-block-paragraph">Noting that Forbes estimated Barrack&#8217;s net worth at $1 billion in March 2013 and his access to a private plane, prosecutors called him “an extremely wealthy and powerful individual with substantial ties to Lebanon, the UAE, and the Kingdom of Saudi Arabia” who poses a serious flight risk in a letter filed prior to his appearance.</p>



<p class="wp-block-paragraph">They said the evidence against him was “overwhelming” and his risk of fleeing was higher because he’d traveled extensively, taking more than 75 international trips in the last five years.</p>



<p class="wp-block-paragraph">Authorities cited several specific instances when Barrack or others allegedly sought to influence U.S. policies, noting that, in May 2016, Barrack inserted language praising the UAE into a campaign speech Trump delivered about U.S. energy policy and arranged for senior UAE officials to receive an advanced draft.</p>



<p class="wp-block-paragraph">Throughout 2016 and 2017, Barrack and Grimes received talking points and feedback from senior UAE officials in connection with Barrack&#8217;s national press appearances, prosecutors said.</p>



<p class="wp-block-paragraph">They said that after one appearance in which Barrack repeatedly praised the United Arab Emirates, Barrack emailed al Malik, saying: “I nailed it. . . for the home team,” referring to the UAE.</p>



<p class="wp-block-paragraph">Prosecutors also asked that Grimes be held without bail, citing the seriousness of the crimes, overwhelming evidence of guilt, his access to Barrack&#8217;s fortune and significant ties to countries without extradition treaties with the United States.</p>



<p class="wp-block-paragraph">In his statement, Lesko characterized the alleged conduct as “nothing short of a betrayal of those officials in the United States, including the former President.”</p>

<p class="wp-block-paragraph">WASHINGTON (AP) — Biden administration officials are insisting that&nbsp;<a href="https://apnews.com/article/iran-election-ebrahim-raisi-judiciary-turnout-middle-east-4d60554fd608a5dea2c76a303ec352d8">the election of a hard-liner as Iran’s president</a>&nbsp;won’t affect prospects for reviving the faltering 2015 nuclear deal with Tehran. But there are already signs that their goal of locking in a deal just got tougher.</p>



<p class="wp-block-paragraph">Optimism that a deal was imminent faded as the latest talks ended Sunday without tangible indications of significant progress. And on Monday, in his first public comments since the vote, incoming Iranian President&nbsp;<a href="https://apnews.com/article/iran--president-elect-ebrahim-raisi-biden-63db1fbbdb1ff9fe40aca40f3f8046a2">Ebrahim Raisi</a>&nbsp;rejected a key Biden goal of expanding on the nuclear deal if negotiators are able to salvage the old one.</p>



<p class="wp-block-paragraph">At the same time, Raisi is likely to raise Iran&#8217;s demands for sanctions relief in return for Iranian compliance with the deal, as he himself is already subject to U.S. human rights penalties.</p>



<p class="wp-block-paragraph">“I don’t envy the Biden team,” said Karim Sadjapour, a senior fellow at the Carnegie Endowment for International Peace who has advised multiple U.S. administrations on Iran. “I think the administration now has a heightened sense of urgency to revise the deal before Raisi and a new hard-line team is inaugurated.”</p>



<p class="wp-block-paragraph">President Joe Biden and his team have made a U.S. return to the deal one of their top foreign policy priorities. The deal was one of President Barack Obama’s signature achievements, one that aides now serving in the Biden administration had helped negotiate and that Donald Trump&nbsp;<a href="https://apnews.com/cead755353a1455bbef08ef289448994">repudiated and tried to dismantle</a>&nbsp;as president.</p>



<p class="wp-block-paragraph">Despite Raisi&#8217;s impending presidency, Biden administration officials insist prospects for reaching an agreement are unaltered. They argue that Iran’s Supreme Leader Ayatollah Ali Khamenei, who signed off on the 2015 deal known as the Joint Comprehensive Plan of Action, or JCPOA, will make any final decisions regardless of who is president.</p>



<p class="wp-block-paragraph">“The president’s view and our view is that the decision leader is the supreme leader,” White House press secretary Jen Psaki said Monday. “That was the case before the election; it’s the case today; it will be the case probably moving forward.”</p>



<p class="wp-block-paragraph">“Iran will have, we expect, the same supreme leader in August as it will have today, as it had before the elections, as it had in 2015 when the JCPOA was consummated for the first time,&#8221; State Department spokesman Ned Price said.</p>



<p class="wp-block-paragraph">But hopes for substantial progress fizzled last week ahead of the Iranian election amid a flurry of speculation about the impact of the vote on the indirect talks between Iran and the U.S. in Vienna. Diplomats and others familiar with the talks had thought the last round, the sixth, could produce at least a tangible result even if it fell short of a full deal.</p>



<p class="wp-block-paragraph">Now, that round has ended and a seventh round has yet to be scheduled as Raisi, Iran’s conservative judiciary chief, brandished an absolute rejection of anything more than Iran’s bare minimum compliance with the 2015 agreement in exchange for a lifting all of U.S. sanctions.</p>



<p class="wp-block-paragraph">In his public comments Monday, Raisi brushed aside U.S. calls for Iran to agree to follow-on discussions on expanding the initial nuclear deal to include its ballistic missile program and its support for regional groups that the U.S. designates terrorist organizations.</p>



<p class="wp-block-paragraph">“It’s nonnegotiable,” Raisi said&#8217;</p>



<p class="wp-block-paragraph">Iran experts agree it will be a tough, if not impossible, for Biden to get Iran to go beyond the nuclear agreement.</p>



<p class="wp-block-paragraph">“I’m very skeptical that once we’ve lifted the sanctions to get them to return they’ll feel any incentive to come back and negotiate more concessions,” Sadjapour said. “And, if we coerce them with sanctions to come back to the table, they’ll argue that we’ve abrogated our end of the nuclear deal. Again.”</p>



<p class="wp-block-paragraph">Critics of the nuclear deal maintain that the administration has already given away too much in exchange for too little by signaling its desire to repudiate Trump&#8217;s repudiation of the nuclear deal. And, they say that even if Iran agrees to some sort of additional talks, the pledge will be meaningless.</p>



<p class="wp-block-paragraph">“It was pretty obvious that the Iranians were never gong to negotiate in good faith beyond the JCPOA,” said Rich Goldberg, a Trump administration National Security Council official who has espoused a hard line on Iran.</p>



<p class="wp-block-paragraph">“But now, even if the administration gets some sort of face-saving language from the Iranians about future talks, Raisi has already said they&#8217;re not interested. The jig is up,” he said. “You can’t come back to a skeptical Congress, allies and deal opponents and say the promise means anything it means when Raisi has already said it doesn’t.”</p>



<p class="wp-block-paragraph">But administration officials are adamant that as good as the nuclear deal is, it is insufficient and must be improved on.</p>



<p class="wp-block-paragraph">“We do see a return to compliance as necessary but insufficient, but we also do see a return to compliance as enabling us to take on those other issues diplomatically,” Price said, adding that the point had been made clear to the the Iranians “in no uncertain terms.”</p>



<p class="wp-block-paragraph">An additional complication is that Raisi will become the first serving Iranian president sanctioned by the U.S. government even before entering office, in part over his time as the head of Iran’s internationally criticized judiciary — a situation that could complicate state visits and speeches at international forums such as the United Nations.</p>



<p class="wp-block-paragraph">Psaki and Price both said that the U.S. will continue to hold Raisi accountable for human rights violations for which he was sanctioned by the Trump administration.</p>



<p class="wp-block-paragraph">Trump withdrew from the nuclear deal in 2018 and set about a “maximum pressure” campaign on Iran that included re-instating all the sanctions eased under the agreement along with adding a host of new ones.</p>
