<p class="wp-block-paragraph">WASHINGTON (AP) — The House voted overwhelmingly Tuesday to prevent a&nbsp;<a href="https://apnews.com/article/government-shutdown-mccarthy-congress-republicans-732baaa19c91f981e492fd0e6a76aba8" target="_blank" rel="noreferrer noopener">government shutdown</a>&nbsp;after new Republican Speaker&nbsp;<a href="https://apnews.com/hub/mike-johnson/" target="_blank" rel="noreferrer noopener">Mike Johnson</a>&nbsp;was forced to reach across the aisle to Democrats when hard-right conservatives revolted against his plan.</p>



<p class="wp-block-paragraph">The bipartisan tally — 336-95 with 93 Republicans voting no —showed Johnson’s willingness to leave his right-flank Republicans behind and work with Democrats to temporarily keep government running — the same political move that cost the last House speaker,&nbsp;<a href="https://apnews.com/article/mccarthy-gaetz-speaker-motion-to-vacate-congress-327e294a39f8de079ef5e4abfb1fa555" target="_blank" rel="noreferrer noopener">Kevin McCarthy,</a>&nbsp;his job just weeks ago.</p>



<p class="wp-block-paragraph">This time,&nbsp;<a href="https://apnews.com/hub/mike-johnson/" target="_blank" rel="noreferrer noopener">Johnson</a>&nbsp;of Louisiana appeared on track for a temporarily better outcome. His approach, which the Senate is expected to approve by week’s end, effectively pushes a final showdown over government funding to the new year.</p>



<p class="wp-block-paragraph">“Making sure that government stays in operation is a matter of conscience for all of us. We owe that to the American people,” Johnson said earlier Tuesday at a news conference at the Capitol.</p>



<p class="wp-block-paragraph">The new Republican leader faced the&nbsp;<a href="https://apnews.com/article/government-shutdown-congress-budget-e7d934001b1e00817deb8f33a2b6852f" target="_blank" rel="noreferrer noopener">same political problem</a>&nbsp;that led to McCarthy’s ouster — angry, frustrated, hard-right GOP lawmakers rejected his approach, demanded budget cuts and voted against the plan. Rather than the applause and handshakes that usually follow passage of a bill, several hardline conservatives animatedly confronted the speaker as they exited the chamber.</p>



<p class="wp-block-paragraph">Without enough support from his&nbsp;<a href="https://apnews.com/article/house-speaker-mike-johnson-conservatives-republicans-92b118abced14e4b221f3ab0daf4e757#:~:text=WASHINGTON%20(AP)%20%E2%80%94%20New%20House,that%20toppled%20previous%20House%20speakers." target="_blank" rel="noreferrer noopener">Republican majority</a>, Johnson had little choice but to rely on Democrats to ensure passage to keep the federal government running. Shortly before the Tuesday evening vote, House Democratic leaders issued a joint statement saying that the package met all their requirements and they would support it.</p>



<p class="wp-block-paragraph">Johnson’s proposal puts forward a unique — critics say bizarre —&nbsp;<a href="https://apnews.com/article/government-shutdown-congress-budget-mike-johnson-d942acf1a8b163f0b52f209da42953c6" target="_blank" rel="noreferrer noopener">two-part process</a>&nbsp;that temporarily funds some federal agencies to Jan. 19 and others to Feb. 2. It’s a continuing resolution, or CR, that comes without any of the&nbsp;<a href="https://apnews.com/article/government-shutdown-mccarthy-house-republicans-spending-cuts-deff84c0e2ff7d3bd076b8c38e14cca4" target="_blank" rel="noreferrer noopener">deep cuts</a>&nbsp;conservatives have demanded all year. It also fails to include President Joe Biden’s request for&nbsp;<a href="https://apnews.com/article/joe-biden-ukraine-israel-budget-3762a0bdf00653e3c8a38175d3c3d3cb" target="_blank" rel="noreferrer noopener">nearly $106 billion</a>&nbsp;for Ukraine, Israel, border security and other supplemental funds.</p>



<p class="wp-block-paragraph">“We’re not surrendering,” Johnson assured after a closed-door meeting of House Republicans Tuesday morning, vowing he would not support another stopgap. “But you have to choose fights you can win.”</p>



<p class="wp-block-paragraph">Johnson, who&nbsp;<a href="https://apnews.com/article/mike-johnson-donald-trump-2024-c0d8304f44bd7158415ac80673eb8c7f" target="_blank" rel="noreferrer noopener">announced his endorsement Tuesday of Donald Trump</a>&nbsp;as the Republican nominee for president, hit the airwaves to sell his approach and met privately Monday night with the conservative Freedom Caucus.</p>



<p class="wp-block-paragraph">Johnson says the innovative approach would position House Republicans to “go into the fight” for deeper spending cuts in the new year, but many Republicans are skeptical there will be any better outcome in January.</p>



<p class="wp-block-paragraph">The House Freedom Caucus announced its opposition, ensuring dozens of votes against the plan.</p>



<p class="wp-block-paragraph">“I think it’s a very big mistake,” said Rep. Chip Roy, R-Texas, a member of the hard-right group of lawmakers.</p>



<p class="wp-block-paragraph">“It’s wrong,” said Rep. Andy Ogles, R-Tenn.</p>



<p class="wp-block-paragraph">It left Johnson with few other options than to skip what’s typically a party-only procedural vote, and rely on another process that requires a two-thirds tally with Democrats for passage.</p>



<p class="wp-block-paragraph">Democratic leader Hakeem Jeffries in a letter to colleagues noted that the GOP package met the Democratic demands to keep funding at current levels without steep reductions or divisive Republican policy priorities.</p>



<p class="wp-block-paragraph">“Extreme MAGA Republicans have repeatedly demonstrated that they cannot govern without House Democrats,” Jeffries said on NPR. “That will be the case this week in the context of avoiding a government shutdown.”</p>



<p class="wp-block-paragraph">Winning bipartisan approval of a continuing resolution is the same move that led McCarthy’s&nbsp;<a href="https://apnews.com/article/kevin-mccarthy-republican-lawmakers-house-opponents-33c7d984964916f29d548b5b1dfe508b" target="_blank" rel="noreferrer noopener">hard-right flank</a>&nbsp;to oust him in October, days after the Sept. 30 vote to avert a federal shutdown. For now, Johnson appears to be benefiting from a&nbsp;<a href="https://apnews.com/article/house-speaker-johnson-israel-ukraine-9148bd12c1bfda97c3eff03cb1c6a4be" target="_blank" rel="noreferrer noopener">political honeymoon</a>&nbsp;in one of his first big tests on the job.</p>



<p class="wp-block-paragraph">“Look, we’re going to trust the speaker’s move here,” said Rep. Drew Ferguson, R-Ga.</p>



<p class="wp-block-paragraph">But Rep. Marjorie Taylor Greene, R-Ga., a McCarthy ally who opposed his ouster, said Johnson should be held to the same standard. “What’s the point in throwing out one speaker if nothing changes? The only way to make sure that real changes happen is make the red line stay the same for every speaker.”</p>



<p class="wp-block-paragraph">The Senate, where Democrats have a slim majority, has signaled its willingness to accept Johnson’s package ahead of Friday’s deadline to fund the government.</p>



<p class="wp-block-paragraph">Senate Republican leader&nbsp;<a href="https://apnews.com/hub/mitch-mcconnell" target="_blank" rel="noreferrer noopener">Mitch McConnell</a>&nbsp;called the House package “a solution” and said he expected it to pass Congress with bipartisan support.</p>



<p class="wp-block-paragraph">“It’s nice to see us working together to avoid a government shutdown,” he said.</p>



<p class="wp-block-paragraph">But McConnell, R-Ky., has noted that Congress&nbsp;<a href="https://apnews.com/article/mcconnell-ukraine-russia-senate-israel-bf8dc4899d1e99fd186028a387023b57" target="_blank" rel="noreferrer noopener">still has work to do</a>&nbsp;toward Biden’s request to provide U.S. military aid for&nbsp;<a href="https://apnews.com/hub/russia-ukraine" target="_blank" rel="noreferrer noopener">Ukraine</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/israel-hamas-war-live-updates-11-13-2023-b5c94b23717f5f2d8d19414baf8d7caa" target="_blank" rel="noreferrer noopener">Israel</a>&nbsp;and for other needs. Senators are trying to devise a separate package to fund U.S. supplies for the overseas wars and to bolster border security, but it remains a work in progress.</p>



<p class="wp-block-paragraph">If approved, passage of the continuing resolution would be a less-than-triumphant capstone to the House GOP’s first year in the majority. The Republicans have worked tirelessly to cut federal government spending only to find their own GOP colleagues unwilling to go along with the most conservative priorities. Two of the Republican bills collapsed last week as moderates revolted.</p>



<p class="wp-block-paragraph">Instead, the Republicans are left funding the government essentially on autopilot at the levels that were set in bipartisan fashion at the end of 2022, when Democrats had control of Congress but the two parties came together to agree on budget terms.</p>



<p class="wp-block-paragraph">All that could change in the new year when 1% cuts across the board to all departments would be triggered if Congress failed to agree to new budget terms and pass the traditional appropriation bills to fund the government by springtime.</p>



<p class="wp-block-paragraph">The 1% automatic cuts, which would take hold in April, are despised by all sides — Republicans say they are not enough, Democrats say they are too steep and many lawmakers prefer to boost defense funds. But they are part of the debt deal&nbsp;<a href="https://apnews.com/article/joe-biden-debt-ceiling-budget-signing-f78a000d83cf85ffbaa2d08637844053#:~:text=The%20final%20agreement%2C%20passed%20by,election%20%E2%80%94%20and%20restricts%20government%20spending." target="_blank" rel="noreferrer noopener">McCarthy and Biden struck</a>&nbsp;earlier this year. The idea was to push Congress to do better.</p>



<p class="wp-block-paragraph">The legislation also extends farm bill programs through September, the end of the current fiscal year. That addition was an important win for some farm-state lawmakers. Rep. Mark Pocan, D-Wis., for example, warned that without the extension, milk prices would have soared and hurt producers back in his home state.</p>



<p class="wp-block-paragraph">“The farm bill extension was the biggest sweetener for me,” said Pocan.</p>

<p class="wp-block-paragraph">WASHINGTON (AP) — The House voted Friday to reinstate tariffs on solar panel imports from several Southeast Asian countries after&nbsp;<a href="https://apnews.com/article/biden-technology-environment-global-trade-ca939bfc5a428c6692beb3e7b4bf715b">President Joe Biden paused them</a>&nbsp;in a bid to boost solar installations in the U.S., a key part of his climate agenda.</p>



<p class="wp-block-paragraph">The 221-202 vote sends the measure to the Senate, where lawmakers from both parties have expressed similar concerns about what many call unfair competition from China. Biden has vowed to veto the measure if it reaches his desk.</p>



<p class="wp-block-paragraph">The House vote would overturn Biden’s action last year pausing threatened tariffs that had&nbsp;<a href="https://apnews.com/article/climate-biden-science-business-environment-7ffde796e44ccca24d0e2eecd3abfef4">led to delays or cancellations of hundreds of solar projects across the United States.</a></p>



<p class="wp-block-paragraph">Twelve Democrats joined 209 Republicans to support the override measure. Eight Republicans and 194 Democrats opposed it.</p>



<p class="wp-block-paragraph">Some U.S. manufacturers contend that China has essentially moved operations to four Southeast Asian countries — Thailand, Vietnam, Malaysia and Cambodia — to skirt strict anti-dumping rules that limit imports from China.</p>



<p class="wp-block-paragraph">A <a href="https://apnews.com/article/climate-biden-asia-environment-42a392471ac9dee06d6e643574c04860">Commerce Department inquiry</a> last year found likely trade violations involving Chinese products. Biden halted the tariffs for two years before the Commerce investigation was completed. The White House said Biden’s action was “necessary to satisfy the demand for reliable and clean energy” while providing “certainty for jobs and investments in the solar supply chain and the solar installation market.″</p>



<p class="wp-block-paragraph">Before Biden acted, the threat of tariffs from the Commerce Department inquiry had led to delays or cancellations of hundreds of solar projects in the U.S. as investors moved to protect themselves against potential penalties as high as $1 billion that could be imposed retroactively.</p>



<p class="wp-block-paragraph">The U.S. industry argues that imports of solar panels are needed as solar installations ramp up to meet increased demand for renewable energy. Solar power is a key part of Biden’s goal to achieve 100% clean electricity by 2035.</p>



<p class="wp-block-paragraph">Rep. Jason Smith, R-Missouri, said Friday that restoring the tariffs would hold China accountable while protecting U.S. jobs and workers. Tariffs would protect American manufacturers who are facing unfair competition from China, which is subsidizing its panels and selling them at low prices, Smith said.</p>



<p class="wp-block-paragraph">“These trade abuses are well-known to all of us in this chamber,″ said Smith, chairman of the tax-writing House Ways and Means Committee.</p>



<p class="wp-block-paragraph">“By shipping its products through Cambodia, Malaysia, Taiwan and Vietnam, (Chinese officials) have set up a scheme that cheats American workers and consumers,″ Smith said. “We know there’s wrongdoing going on. We know China is cheating, and that’s precisely why members of both parties were stunned and disappointed when the White House made the misguided decision″ to halt the tariffs for two years.</p>



<p class="wp-block-paragraph">Rep. Earl Blumenauer, D-Ore., said the House action would “punish U.S. workers” and the solar industry “and set us back on our climate goals.″</p>



<p class="wp-block-paragraph">Rep. Judy Chu, D-Calif., said the two-year pause was “not a perfect solution,″ but offered “a short-term bridge” as the U.S. solar industry moves to produce more solar panels at home.</p>



<p class="wp-block-paragraph">The White House said Biden’s action boosted an industry crucial to his climate change-fighting goals while not interfering with or shutting down the Commerce investigation. Biden does not intend to extend the tariff suspension when it expires in June 2024, the White House said.</p>



<p class="wp-block-paragraph">Gregory Wetstone, president and CEO of the American Council on Renewable Energy, said that if enacted, the House proposal — and its retroactive tariffs — “would have a devastating impact on U.S. solar deployment.″</p>



<p class="wp-block-paragraph">Many new solar projects have already been delayed due to a global shortage of photovoltaic panels, Wetstone said. The House measure puts tens of thousands of good-paying jobs at risk and could seriously undermine the success of&nbsp;<a href="https://apnews.com/article/technology-science-congress-climate-and-environment-f084d23d61ebb068068d4aa92c82fdbb">the landmark climate law enacted last year</a>&nbsp;“even as scientists’ warnings about the impacts of global climate change are increasingly dire,″ he said.</p>



<p class="wp-block-paragraph">The renewable group and others in the industry say they are working to increase U.S. manufacturing of solar modules, cells and other components, but said the industry needs time to scale up.</p>



<p class="wp-block-paragraph">Jason Grumet, CEO of the American Clean Power Association, said imposition of retroactive tariffs would result in thousands of American solar projects being delayed or canceled, “leading to bankruptcies, job loss and increased energy costs.″</p>



<p class="wp-block-paragraph">The Coalition for a Prosperous America, a lobbying group that represents domestic manufacturers, along with farmers, ranchers and labor organizations, applauded the House vote.</p>



<p class="wp-block-paragraph">“The facts are clear: Commerce confirmed that China is illegally violating U.S. trade law, and the Biden administration’s misguided rule protects them,″ said Michael Stumo, the group’s CEO.</p>



<p class="wp-block-paragraph">“Congress should never sit idly by and fail to respond to attacks on American industries and workers by any administration — regardless of party,″ Stumo said. The tariff suspension is “a permanent giveaway to China,″ he said, “not a ‘temporary bridge.’ ”</p>

<p class="wp-block-paragraph">The U.S. House moved urgently to head off the looming nationwide rail strike on Wednesday, passing a bill that would bind companies and workers to a proposed settlement that was reached in September but rejected by some of the 12 unions involved. The measure passed by a vote of 290-137 and now heads to the Senate. </p>



<p class="wp-block-paragraph">If approved there, it will be signed by President Joe Biden, who urged the Senate to act swiftly. “Without the certainty of a final vote to avoid a shutdown this week, railroads will begin to halt the movement of critical materials like chemicals to clean our drinking water as soon as this weekend,” Biden said. “Let me say that again: without action this week, disruptions to our auto supply chains, our ability to move food to tables, and our ability to remove hazardous waste from gasoline refineries will begin.” Business groups including the U.S. Chamber of Commerce and the American Farm Bureau Federation have warned that halting rail service would cause a $2 billion per day hit to the economy. </p>



<p class="wp-block-paragraph">The bill would impose a compromise labor agreement brokered by the Biden administration that was ultimately voted down by four of the 12 unions representing more than 100,000 employees at large freight rail carriers. The unions have threatened to strike if an agreement can’t be reached before a Dec. 9 deadline. Lawmakers from both parties expressed reservations about overriding the negotiations. And the intervention was particularly difficult for Democratic lawmakers who have traditionally sought to align themselves with the politically powerful labor unions that criticized Biden’s move to intervene in the contract dispute and block a strike. </p>



<p class="wp-block-paragraph">House Speaker Nancy Pelosi responded to that concern by adding a second vote Wednesday that would add seven days of paid sick leave per year for rail workers covered under the agreement. However, it will take effect only if the Senate goes along and passes both measures. The House passed the sick leave measure as well, but by a much narrower margin, 221-207, as Republicans overwhelmingly opposed it, indicating that prospects for passage of that add-on are slim in the evenly divided Senate. The call for more paid sick leave was a major sticking point in the talks. The railroads say the unions have agreed in negotiations over the decades to forgo paid sick time in favor of higher wages and strong short-term disability benefits. </p>



<p class="wp-block-paragraph">The head of the Association of American Railroads trade group said Tuesday that railroads would consider adding paid sick time in the future, but said that change should wait for a new round of negotiations instead of being added now, near the end of three years of contract talks. The unions maintain that railroads can easily afford to add paid sick time at a time when they are recording record profits. Several of the big railroads involved in these contract talks reported more than $1 billion profit in the third quarter. “Quite frankly, the fact that paid leave is not part of the final agreement between railroads and labor is, in my opinion, obscene,” said Rep. Jim McGovern, D-Mass. “It should be there and I hope it will be there at the end of this process.” Most rail workers don’t receive any paid sick time but they do have short-term disability benefits that kick in after as little as four days and can replace some of their income for a year or more. </p>



<p class="wp-block-paragraph">Rail workers do receive vacation and personal leave days, but workers say it’s difficult to use those for illnesses because they must typically be approved far ahead of time. Republicans also voiced support for the measure to block the strike, but criticized the Biden administration for turning to Congress to “step in to fix the mess.” “They’ve retreated in failure and they kicked this problem to Congress for us to decide,” said Rep. Sam Graves, R-Mo. Republicans criticized Pelosi’s decision to add the sick leave bill to the mix. They said the Biden administration’s own special board of arbitrators recommended higher wages to compensate the unions for not including sick time in its recommendations. “Why do we even have the system set up the way it is if Congress is going to come in and make changes to all of the recommendations?” Graves said. </p>



<p class="wp-block-paragraph">Pelosi sought to position Democrats and the Biden administration as defenders of unions and slammed the rail companies, saying they’ve slashed jobs, increased worker hours and cut corners on safety. But she said Congress needed to intervene. “Families wouldn’t be able to buy groceries or life-saving medications because it would be even more expensive and perishable goods would spoil before reaching shelves,” Pelosi said. The compromise agreement that was supported by the railroads and a majority of the unions provides for 24% raises and $5,000 in bonuses retroactive to 2020 along with one additional paid leave day. </p>



<p class="wp-block-paragraph">The raises would be the biggest rail workers have received in more than four decades. Workers would have to pay a larger share of their health insurance costs, but their premiums would be capped at 15% of the total cost of the insurance plan. The agreement did not resolve workers’ concerns about schedules that make it hard to take a day off and the lack of more paid sick time. On several past occasions, Congress has intervened in labor disputes by enacting legislation to delay or prohibit railway and airline strikes.</p>
