U.S. forces fired on and disabled two Iranian oil tankers on Friday after exchanging fire with Iranian forces in the Strait of Hormuz overnight. The United Arab Emirates, meanwhile, reported another Iranian missile and drone attack.

The attacks cast more doubt on a tenuous month-old ceasefire that the United States has insisted is still in effect. Washington is awaiting an Iranian response to its latest proposal for a deal to end the war, reopen the strait and roll back Tehran’s disputed nuclear program.

U.S. Secretary of State Marco Rubio said he hopes to receive “a serious offer” from Iran later Friday.

The U.S. military said Friday that its forces had disabled two Iranian tankers that were trying to breach an American blockade of Iran’s ports. Hours earlier, the military said it thwarted attacks on three Navy ships and struck Iranian military facilities in the strait.

Iran has mostly blocked the critical waterway for global energy since the U.S. and Israel launched the war on Feb. 28, causing a global spike in fuel prices and rattling world markets. The U.S. has imposed its own blockade of Iran’s ports.

The UAE’s Defense Ministry meanwhile said three people were wounded after air defenses engaged two ballistic missiles and three drones launched by Iran. It was not clear if all were successfully intercepted.

US says it responded to an attack in the strait

The U.S. military posted video of the two Iranian tankers as their smokestacks were struck by an American fighter jet on Friday. Earlier in the week, an American military jet shot out the rudder of a tanker the U.S. military said was attempting to breach its blockade.

Late Thursday, the U.S. military said it thwarted Iranian attacks on three Navy ships in the Strait of Hormuz and struck Iranian military facilities in response. It said no American ships were hit.

“They threaten Americans, they are going to be blown up,” Rubio told reporters Friday.

Iran’s Foreign Ministry condemned what it called “hostile” U.S. military action, saying it violated the ceasefire. “Every time a diplomatic solution is on the table, the U.S. opts for a reckless military adventure,” Iranian Foreign Minister Abbas Araghchi posted on X.

A U.S. strike overnight killed at least one sailor and injured 10 others aboard a cargo vessel that caught fire, a news agency affiliated with Iran’s judiciary reported. It was not clear if the ship was one of the two tankers the U.S. acknowledged striking.

U.S. President Donald Trump has insisted the ceasefire is holding. He also has reiterated threats to resume full-scale bombing if Iran doesn’t accept an agreement to reopen the strait and roll back its nuclear program.

Pakistani Prime Minister Shehbaz Sharif said his country has been in contact with the U.S. and Iran “day and night” in an effort to extend the ceasefire and reach a peace deal.

Images show apparent oil slick off Iranian terminal

Satellite images reviewed by The Associated Press show what appears to be an oil slick in the Persian Gulf emanating from the western side of Kharg Island, Iran’s main crude export terminal.

Images taken Friday show the slick covering about 71 square kilometers (27 square miles) and appear to show oil still leaking from the terminal, said Ami Daniel, CEO of maritime intelligence firm Windward AI.

Daniel estimated that the equivalent of roughly 80,000 oil barrels has spilled from Kharg Island since the slick was first detected by satellite images Tuesday. It’s unknown whether the spill was caused by a malfunction, an airstrike or something else.

“This is the risk of fighting in an oil-rich area,” said Daniel, adding that it’s unlikely any cleanup efforts will be launched in Gulf waters that have become an active war zone.

He said the spill appears to be spreading southwest and within the next two weeks could potentially reach the shores of the UAE, Qatar or Saudi Arabia.

Nina Noelle, an international crisis operations expert with Greenpeace Germany, said Friday that preliminary assessment and recent images show the spill beginning to disperse and it appears unlikely that it will impact land. She said depending on wind, waves and current conditions, parts of the slick could still possibly affect some sensitive marine habitats.

“More likely, it will dissipate offshore under prevailing conditions,” Noelle said.

The Pentagon declined to comment on whether the U.S. military was tracking the spill or whether there had been recent strikes on the Iranian island. Based on the imagery taken earlier this week, the spill occurred before the most recent round of U.S. strikes.

Rubio says `unacceptable’ for an Iranian agency to control strait

Rubio said Friday that it’s “unacceptable” for Iran to have a government agency that vets and taxes ships seeking passage through the strait.

Lloyd’s List Intelligence, a shipping data company, reported Thursday that Iran has created such an agency, known as the Persian Gulf Strait Authority.

The Iranian effort to formalize control over the channel raised new concerns about international shipping, with hundreds of commercial vessels bottled up in the Persian Gulf and unable to reach the open sea.

“Is the world going to accept that Iran now controls an international waterway?” Rubio said. “What is the world prepared to do about it?”

Iran has effectively closed the strait, a vital waterway for the shipment of oil, gas, fertilizer and other petroleum products, while the U.S. is blockading Iranian ports.

A Chinese-crewed oil tanker was attacked near the strait. China has continued to import oil from Iran despite the effective closure of the waterway.

China’s Foreign Ministry expressed concern, saying the tanker was registered in the Marshall Islands with Chinese crew on board. There were no casualties reported.

An oil tanker that passed through the Strait of Hormuz in mid-April arrived off South Korea’s coast on Friday with 1 million barrels of crude. South Korea, which last year imported more than 60% of its crude through the strait, has capped prices of gasoline and other petroleum products.

The U.S. military began a blockade of ships leaving Iran’s ports on Monday, President Donald Trump said, and Tehran threatened to retaliate against its Gulf neighbours’ ports after weekend talks in Islamabad on ending the war broke down.

A U.S. official said there was continued engagement with Iran, and forward motion on trying ‌to get to an agreement. Pakistani Prime Minister Shehbaz Sharif also said efforts were still under way to resolve the conflict.

But oil prices climbed back over $100 per barrel, with no sign of a swift reopening of the Strait of Hormuz to ease the biggest ever disruption in supplies and broader concerns over the durability of a two-week ceasefire agreement reached last week.

Trump said Iran had been in touch on Monday and wanted to make a deal but that he would not sanction any agreement allowing Tehran to have a nuclear weapon.

“Iran will not have a nuclear weapon,” Trump told reporters at the White House. “We can’t let a country blackmail or extort the world.”

Since the United States and Israel began the war on February 28, Iran effectively shut the Strait of Hormuz to all vessels except its own, saying passage would be permitted only under Iranian control and subject to a fee.

Trump has said Washington would block Iranian vessels and any ships that paid such tolls and that any Iranian “fast-attack” ships that went near the blockade would be eliminated.

Brigadier General Reza Talaei-Nik, a spokesperson for Iran’s Ministry of Defence, warned that foreign military efforts to police the strait would escalate the crisis and instability in global energy security.

NATO allies including Britain and France said they would not be drawn into the conflict by taking part in the blockade, stressing instead the need to reopen the waterway, through which about one-fifth of the world’s oil normally passes.

CEASEFIRE UNDER STRAIN

The ceasefire that halted six weeks of U.S. and Israeli airstrikes looked in jeopardy, with only a week left to run. Washington said Tehran rejected its demands at weekend talks in Islamabad, the highest-level discussions between the two nations since Iran’s 1979 Islamic Revolution.

The U.S. military’s Central Command said the blockade would be “enforced impartially against vessels of all nations” entering or leaving Iranian ports in the Gulf and Gulf of Oman.

“The blockade will not impede neutral transit passage through the Strait of Hormuz to or from non-Iranian destinations,” Central Command said in a note to seafarers seen by Reuters on Monday.

Two Iranian-linked tankers, the Aurora and New Future, left the strait laden with oil products on Monday before the deadline, according to LSEG data.

An Iranian military spokesperson called any U.S. restrictions on international shipping “piracy,” warning that if Iranian ports were threatened, no port in the Gulf or Gulf of Oman would be ‌secure. Any military vessels approaching the strait would violate the ceasefire, Iran’s Revolutionary Guards said.

Trump said Iran’s navy had been “completely obliterated” during the war, adding that only a small number of “fast-attack ships” remained.

“Warning: If any of these ships come anywhere close to our BLOCKADE, they will be immediately ELIMINATED, using the same system of kill that we use against the drug dealers on boats at Sea. It is quick and brutal,” Trump, much of whose communications are on social media, wrote on his microblogging site.

He was apparently referring to the U.S. strikes carried out against suspected drug boats in the Caribbean and Pacific. The strikes, which began in September, killed more than 160 people. The U.S. military has not provided evidence that the vessels were ferrying drugs.

LEBANON FACES ATTACKS

Trump has also lashed out at U.S.-born Pope Leo, who has spoken out against the war, denouncing him as “terrible” in a rare direct attack by a U.S. president on a pontiff.

With the war unpopular at home and rising energy prices causing political blowback, Trump paused the U.S.-Israeli bombing campaign last week after threatening to destroy Iran’s “whole civilisation” unless it reopened the strait.

Israel has continued to bombard Lebanon and on Monday Israeli troops launched an attack it said was intended to seize a key south Lebanon town from Iran-backed Hezbollah. Israel and the U.S. have said the campaign against Hezbollah was not part of the ceasefire, while Iran has insisted it is.

The International Committee of the Red Cross said on Monday it was deeply concerned about attacks on medical workers in Lebanon after a deadly strike on a Red Cross center in the country.

Iran has brought new demands, including recognition of its control of the waterway, lifting of sanctions and the withdrawal of forces from U.S. military bases across the Middle East.

Trump has declared victory, despite failing to achieve the objectives he set out at the start of the war: to eliminate Iran’s ability to strike its neighbours, end its nuclear programme and make it easier for Iranians to topple their government.

Benchmark oil prices, which had eased last week after the ceasefire was announced, traded around 6% higher on Monday, off the day’s peaks but still above $100 a barrel.

Traders say the main benchmarks – used to set prices for trillions of dollars’ worth of commodities worldwide – actually understate the severity of a disruption with no precedent in modern times.

US fuel prices have surged sharply since the start of Iran war

Biden, who was traveling in South Carolina, asked for a moment of silence during an appearance at a Baptist church’s banquet hall.

“We had a tough day last night in the Middle East. We lost three brave souls in an attack on one of our bases,” he said. After the moment of silence, Biden added, “and we shall respond.”

With an increasing risk of military escalation in the region, U.S. officials were working to conclusively identify the precise group responsible for the attack, but they have assessed that one of several Iranian-backed groups was behind it.

Biden said in a written statement that the United States “will hold all those responsible to account at a time and in a manner (of) our choosing.” Defense Secretary Lloyd Austin said “we will take all necessary actions to defend the United States, our troops, and our interests.”

Iran-backed fighters in east Syria began evacuating their posts, fearing U.S. airstrikes, according to Omar Abu Layla, a Europe-based activist who heads the Deir Ezzor 24 media outlet. He told The Associated Press that the areas are the strongholds of Mayadeen and Boukamal.

U.S. Central Command said at least 34 troops were injured by the one-way attack drone, with eight flown out of Jordan for follow-up care. It described the eight as being in stable condition.

The large drone struck a logistics support base in Jordan known as Tower 22. It is along the Syrian border and is used largely by troops involved in the advise-and-assist mission for Jordanian forces.

Central Command said approximately 350 U.S. Army and Air Force personnel were deployed to the base. The three who were killed and most of the wounded were Army soldiers, according to several U.S. officials, who spoke on condition of anonymity to give details not yet made public.

The small installation, which Jordan does not publicly disclose, includes U.S. engineering, aviation, logistics and security troops. Austin said the troops were deployed there “to work for the lasting defeat of ISIS.” Three officials said the drone struck near the troops’ sleeping quarters, which they said explained the high casualty count.

The U.S. military base at al-Tanf in Syria is just 20 kilometers (12 miles) north of Tower 22. The Jordanian installation provides a critical logistical hub for U.S. forces in Syria, including those at al-Tanf, which is near where the borders of Iraq, Syria and Jordan intersect.

In a statement on Jordan’s state-run Petra news agency, the country “condemned the terrorist attack” that targeted the U.S. troops. That report described the drone strike as targeting “an outpost on the border with Syria” and said it did not wound any Jordanian troops.

“Jordan will continue to counter terrorism and the smuggling of drugs and weapons across the Syrian border into Jordan, and will confront with firmness and determination anyone who attempts to attack the security of the kingdom,” the statement attributed to Muhannad Mubaidin, a government spokesman, said.

U.S. troops long have used Jordan, a kingdom bordering Iraq, Israel, the Palestinian territory of the West Bank, Saudi Arabia and Syria, as a basing point. Some 3,000 American troops typically are stationed across Jordan.

Since the war in Gaza began Oct. 7, Iranian-backed militias have struck American military installations in Iraq more than 60 times and in Syria more than 90 times, with a mix of drones, rockets, mortars and ballistic missiles. The attack Sunday was the first targeting American troops in Jordan during the Israel-Hamas war and the first to result in the loss of American lives. Scores of U.S. personnel have been wounded, including some with traumatic brain injuries, during the attacks.

The militias have said that their strikes are in retaliation for Washington’s support for Israel in the war in Gaza and that they aim to push U.S. forces out of the region.

The U.S. in recent months has struck targets in Iraq, Syria and Yemen to respond to attacks on American forces in the region and to deter Iran-backed Houthi rebels from continuing to threaten commercial shipping in the Red Sea.

“I am confident the Biden Administration will respond in a deliberate and proportional manner,” said Sen. Jack Reed, D-R.I., who heads the Senate Armed Services Committee.

Republicans in Congress said the administration’s approach had failed to deter America’s adversaries in the region.

“We need a major reset of our Middle East policy to protect our national security interests,” said Republican Rep. Michael McCaul of Texas, chairman of the House Foreign Affairs Committee. Sen. Lindsay Graham, R-S.C., went further, urging the administration “to strike targets of significance inside Iran, not only as reprisal for the killing of our forces, but as deterrence against future aggression. The only thing the Iranian regime understands is force.”

Biden, who was in Columbia, South Carolina, on Sunday, was briefed in the morning by Austin, national security adviser Jake Sullivan, and principal deputy national security adviser Jon Finer, White House press secretary Karine Jean-Pierre said. In the afternoon, he met virtually with Vice President Kamala Harris and his national security team for an update.

The president, in the written statement, called it a “despicable and wholly unjust attack” and said the service members were “risking their own safety for the safety of their fellow Americans, and our allies and partners with whom we stand in the fight against terrorism. It is a fight we will not cease.”

Syria is still in the midst of a civil war and long has been a launch pad for Iranian-backed forces there, including the Lebanese militia Hezbollah. Iraq has multiple Iranian-backed Shiite militias operating there as well.

Jordan, a staunch Western ally and a crucial power in Jerusalem for its oversight of holy sites there, is suspected of launching airstrikes in Syria to disrupt drug smugglers, including one that killed nine people earlier this month.

An umbrella group for Iran-backed factions known as the Islamic Resistance in Iraq earlier claimed launching explosive drone attacks targeting three areas in Syria, as well as one inside of “occupied Palestine.” The group has claimed responsibility for dozens of attacks against bases housing U.S. troops in Iraq and Syria since the Israel-Hamas war began.

Three officials with Iran-backed militias in Iraq, who spoke on condition of anonymity because they were not authorized to discuss the matter with journalists, said the drone attack against the base in Jordan was launched by one of the Iraqi groups. No faction has yet officially claimed responsibility.

Officials said the U.S. military is not tracking any other attacks on its forces Sunday in the region.

WASHINGTON (AP) — The U.S. said Tuesday it is sanctioning a group of people and firms from Iran, China and Hong Kong associated with the alleged development of Iran’s ballistic missile program.

The network of seven people and six firms “facilitated procurement of sensitive and critical parts and technology for key actors in Iran’s ballistic missile development,” including Iran’s defense ministry and its affiliated firms, according to the Treasury Department.

Among the sanctions targets are the China-based firm Zhejiang Qingji, which has allegedly sold centrifuges and other materials to an Iran-based firm affiliated with the nation’s defense ministry. Also designated for sanctions were several executives at Qingji and the Hong Kong-based Lingoe Process Engineering Limited, which Treasury said served as a front company for the Chinese firm.

Also named is Iran’s Defense Attaché in Beijing, Davoud Damghani, who is alleged to coordinate purchases from China for Iran end-users.

Among other things, the sanctions deny the people and firms access to any property or financial assets held in the U.S. and prevent U.S. companies and citizens from doing business with them.

The latest round of financial penalties comes as Iran recently claimed that it has created a hypersonic missile capable of traveling at 15 times the speed of sound, adding a new weapon to its arsenal as tensions remain high with the United States over Tehran’s nuclear program.

Tensions between the U.S. and Iran are also high amid months of antigovernment protests in Iran and Western anger at Iran’s export of attack drones to Russian forces fighting in Ukraine.

Brian E. Nelson, Treasury’s undersecretary for terrorism and financial intelligence, said the U.S. “will continue to target illicit transnational procurement networks that covertly support Iran’s ballistic missile production and other military programs.”

By AAMER MADHANI, COLLEEN LONG and ZEKE MILLER

WASHINGTON (AP) — The White House on Monday said Russia is looking to buy additional advanced attack drones from Iran for use in its war against Ukraine after using up most of the 400 drones it had previously purchased from Tehran.

The Biden administration last year publicized satellite imagery and intelligence findings that it said indicated Iran sold hundreds of attack drones to Russia. And for months, officials have said the United States believed Iran was considering selling hundreds of ballistic missiles to Russia, but Washington did not have evidence a deal was consummated.

“Iran also continues to provide Russia with one-way attack UAVs (unmanned aerial vehicles). Since August, Iran has provided Russia with more than 400 UAVs primarily of the Shahed variety,” White House National Security Council spokesman John Kirby said.

“Russia has expended most of these UAVs, using them to target Ukrainian critical infrastructure inside Ukraine. By providing Russia with these UAVs, Iran has been directly enabling Russia’s war of aggression in Ukraine,” Kirby told reporters.

The Shahed drones that Russia has already purchased are packed with explosives and programed to loiter overhead until they nosedive into a target — unmanned versions of World War II kamikaze pilots who would fly their explosives-laden planes into U.S. warships in the Pacific.

Kirby said the Russians are now looking at acquiring even more advanced drones “capable of more lethality”

The latest revelation is part of a persistent drip of intelligence findings from the administration to detail what U.S. officials say is a deepening defense partnership between Russia and Iran. The U.S. allegations are part of a broader effort to declassify and publicize intelligence findings concerning Moscow’s prosecution of its nearly 15-month war in Ukraine in hopes of furthering global isolation of Russia.

Meanwhile, British Prime Minister Rishi Sunak’s office announced Monday it was sending Ukraine hundreds more air defense missiles, as well as “long-range attack drones” with a reach of more than 200 kilometers (120 miles). The announcement came as Ukrainian President Volodymyr Zelenskyy visited Britain and unsuccessfully pressed Sunak to provide Ukraine with fighter jets as Ukraine prepares for a long-anticipated spring offensive to retake territory that Russia has seized.

The Biden administration says the Kremlin’s reliance on Iran as well as North Korea— countries largely isolated on the international stage for their nuclear programs and human rights records— shows desperation. That’s in the face of Ukrainian resistance and the success of the global coalition in disrupting Russian military supply chains and denying replacements for weapons lost on the battlefield. The White House says Russia has turned to North Korea for artillery.

U.S. officials say Iran has also provided Russia with artillery and tank rounds for its invasion of Ukraine.

“This is a full scale defense partnership that is harmful to Ukraine, to the region in the Middle East and to the international community,” said Kirby, who added that Iran has been “Russia’s top military backer” since the start of the Ukraine invasion.

Kirby said the administration is looking to further tighten export controls to prevent Western components from making their way to Iran for use in manufacturing drones. He also said further sanctions against Iran and Russia could be coming.

Iran has said it provided drones to Russia prior to the start of the war, but not since. North Korea has denied it has provided Russia artillery.

The White House has said for months that it has seen troubling signs that the military cooperation between Moscow and Tehran could flow both ways.

Iran is seeking to purchase additional military equipment from Russia, including attack helicopters, radars, and YAK-130 combat trainer aircraft, according to the White House. And Iran last month announced that it had finalized a deal to buy Su-35 fighter jets from Russia.

The White House has also previously said Russia and Iran were considering starting a drone assembly line in Russia for the Ukraine conflict.

“In total, Iran is seeking billions of dollars’ worth of military equipment from Russia,” Kirby said.

The new allegations come as Biden is headed to Hiroshima, Japan, later this week for the Group of Seven summit, where the U.S. president is expected to make a call to fellow leaders of some world’s biggest economies to further tighten export controls and sanctions on Moscow.

By AAMER MADHANI, JOSH BOAK, and CHRIS MEGERIAN

JERUSALEM (AP) — U.S. President Joe Biden and Israeli Prime Minister Yair Lapid stood side-by-side Thursday and declared they would not allow Iran to become a nuclear power. They parted ways, though, on how to get there.

Biden, in a joint news conference after a one-on-one meeting with the Israeli leader, said he still wants to give diplomacy a chance. Moments earlier, Lapid insisted that words alone won’t thwart Tehran’s nuclear ambitions.

While Biden suggested his patience with Iran was running low, he held out hope that Iran can be persuaded to rejoin a dormant deal intended to prevent it from building a nuclear weapon.

“I continue to believe that diplomacy is the best way to achieve this outcome,” Biden said on the second day of a four-day visit to Israel and Saudi Arabia. It’s his first trip to the Middle East as president.

Biden’s emphasis on a diplomatic solution contrasted with Lapid, who said Iran must face a real threat of force before it will agree to give up on its nuclear ambitions.

“Words will not stop them, Mr. President. Diplomacy will not stop them,” Lapid said. “The only thing that will stop Iran is knowing that if they continue to develop their nuclear program the free world will use force.”

Lapid suggested that he and Biden were in agreement, despite his tougher rhetoric toward Iran.

“I don’t think there’s a light between us,” he said. “We cannot allow Iran to become nuclear.”

Biden, too, said, “We will not, let me say it again, we will not allow Iran to acquire a nuclear weapon.”

Iranian President Ebrahim Raisi lashed out at the U.S. and “its regional allies” for stoking instability in the region, state-run IRNA news agency reported.

“Any mistake by the Americans and their allies in the region and the world will be met with a harsh and regrettable response,” Raisi said.

Biden warned that his patience is wearing thin for Iran to rejoin the nuclear deal, a day after saying he’d be willing to use force against Tehran as a last resort. The president said the U.S. had laid out for the Iranian leadership a path to return to the nuclear deal and was still waiting for a response.

“When that will come, I’m not certain,” Biden said. “But we’re not going to wait forever.”

Resurrecting the Iran nuclear deal brokered by Barack Obama’s administration and abandoned by Donald Trump in 2018 was a key priority for Biden as he entered office. But administration officials have become increasingly pessimistic about the chances of getting Tehran back into compliance.

Israeli officials have sought to use Biden’s first visit to the Middle East as president to underscore that Iran’s nuclear program has progressed too far and encourage the Biden administration to scuttle efforts to revive the deal.

Israel opposed the original nuclear deal because its limitations on Iran’s nuclear enrichment would expire and the agreement didn’t address Iran’s ballistic missile program or military activities in the region.

Instead of the U.S. reentering the deal, Israel would prefer strict sanctions in hopes of leading to a more sweeping accord.

The one-on-one talks between Biden and Lapid marked the centerpiece of a 48-hour visit by Biden aimed at strengthening already tight relations between the U.S and Israel. The leaders issued a joint declaration emphasizing military cooperation and a commitment to keeping Iran from obtaining a nuclear weapon.

In the joint statement, the United States said it is ready to use “all elements of its national power” to prevent Iran from obtaining a nuclear bomb.

Iran announced last week that it has enriched uranium to 60% purity, a technical step away from weapons-grade quality.

The joint declaration could hold important symbolic importance for Biden’s upcoming meeting with Arab leaders in Saudi Arabia as he seeks to strengthen a regionwide alliance against Iran.

The U.S. president, who is set to arrive in Saudi Arabia on Friday, said he also stressed to Lapid the importance of Israel becoming “totally integrated” in the region.

Israel during the Trump administration signed on to the Abraham Accords, declarations of diplomatic and economic normalization signed by Israel, Bahrain, Morocco and the United Arab Emirates that were signature foreign policy achievement for the Republican president. For Israel to come to such an agreement with the Saudis, an economic and Islamic epicenter in the Mideast, would be even more significant.

Lapid asked Biden to deliver a message on behalf of Israel to the Arab leaders he’ll meet with in Jeddah, Saudi Arabia: “Our hand is outstretched for peace.”

“Your visit to Saudi Arabia is important for Israel and for the region,” Lapid added. “For our security and for the future prosperity of the Middle East.”

The president will visit Saudi Arabia after calling the kingdom a “pariah” nation as a presidential candidate and releasing a U.S. intelligence finding last year that showed the kingdom’s de facto leader, Mohammed bin Salman, likely approved the 2018 killing of of Jamal Khashoggi, a U.S.-based writer.

Biden declined to commit to mentioning Khashoggi’s murder when he meets with the crown prince.

“I always bring up human rights,” Biden said at the news conference. “But my position on Khashoggi has been so clear. If anyone doesn’t understand it, in Saudi Arabia or anywhere else, then they haven’t been around for a while.” He did not reiterate his position.

Thursday’s appearances with Lapid could provide a boost to Israeli prime minister, who is serving in an interim capacity until elections in November, the fifth in less than four years. His main opponent is former Prime Minister Benjamin Netanyahu, and Lapid’s joint appearance with Biden could help burnish his credentials as a statesman and leader. Biden met briefly behind closed doors with Netanyahu, with whom who he’s had a rocky relationship.

Biden didn’t mention Israel’s upcoming election during the public portion of Thursday’s meeting with Lapid, but told reporters “we had a good beginning of a long, God willing, relationship.”

Biden and Lapid also participated in a virtual summit with India and the United Arab Emirates, a collection of countries called the I2U2. The United Arab Emirates announced it will help finance a $2 billion project supporting agriculture in India.

The president was also honored with Israel’s top civilian honor, the Presidential Medal of Honor, from President Isaac Herzog.

Biden finished his day with a stop at Jerusalem’s Teddy Stadium to greet U.S. athletes competing in the Maccabiah Games. Also known as the “Jewish Olympics,” it’s the country’s largest sporting event and held every four years for Israeli and Jewish athletes from all over world.

By JOSH BOAK, JOSEF FEDERMAN and AAMER MADHANI

JERUSALEM (AP) — President Joe Biden on Wednesday opened his first visit to the Mideast since taking office by offering anxious Israeli leaders strong reassurances of his determination to stop Iran’s growing nuclear program, saying he’d be willing to use force as a “last resort.”

The president’s comments came in an interview with Israel’s Channel 12 taped before he left Washington and broadcast Wednesday, hours after the country’s political leaders welcomed him with a red-carpet arrival ceremony at the Tel Aviv airport.

“The only thing worse than the Iran that exists now is an Iran with nuclear weapons,” Biden said. Asked about using military force against Iran, Biden said, “If that was the last resort, yes.”

U.S. ally Israel considers Iran to be its greatest enemy, citing its nuclear program, its calls for Israel’s destruction and its support for hostile militant groups across the region.

The U.S. and Israel are expected Thursday to unveil a joint declaration cementing their close military ties and strengthening past calls to take military action to halt Iran’s nuclear program. A senior Israeli official said before Biden arrived that both countries would commit to “using all elements of their national power against the Iranian nuclear threat.” The official spoke on condition of anonymity pending the formal release of the statement.

Israeli leaders made clear as they marked Biden’s arrival that Iran’s nuclear program was the top item on their agenda.

“We will discuss the need to renew a strong global coalition that will stop the Iranian nuclear program,” said Israeli Prime Minister Yair Lapid, as he greeted the Democratic president at the airport ceremony in Tel Aviv.

Biden said he would not remove Iran’s Islamic Revolutionary Guard Corps from the U.S. list of terrorist organizations, even if that kept Iran from rejoining the Iran nuclear deal.

Sanctions on the IRGC, which has carried out regional attacks, have been a sticking point in negotiations to bring Iran back into compliance with the agreement meant to keep it from having a nuclear weapon. Iran announced last week that it has enriched uranium to 60% purity, a technical step away from weapons-grade quality.

Iran insists its program is for peaceful purposes, though United Nations experts and Western intelligence agencies say Iran had an organized military nuclear program through 2003.

Biden’s visit to Israel follows the collapse of a coalition-led government headed by Naftali Bennett. The president was greeted by Lapid, the caretaker prime minister who is hoping to hang on to power when Israelis hold their fifth election in three years this fall.

Lapid reminded Biden of when they first met roughly eight years earlier. Biden was vice president and Lapid was finance minister.

“You said to me, ‘If only I had hair like yours, I would be president’ to which I answered, ’And if only I had your height, I would be Prime Minister,” Lapid said.

Biden made reviving the Iran nuclear deal, brokered by Barack Obama in 2015 and abandoned by Donald Trump in 2018, a key priority as he entered office. Biden said Trump made a “gigantic mistake” by withdrawing the U.S. from the Iran nuclear deal.

“There are those who thought with the last administration we sort of walked away from the Middle East, that we were going to create a vacuum that China and or Russia would fill, and we can’t let that happen,” he said.

But indirect talks for the U.S. to reenter the deal have stalled as Iran has made rapid gains in developing its nuclear program. That’s left the Biden administration increasingly pessimistic about resurrecting the deal, which placed significant restrictions on Iran’s nuclear program in exchange for sanctions relief.

At the airport, Israeli President Isaac Herzog thanked Biden for championing Israel during his more than 50 years in public office. He then reminded the U.S. president of the “security challenges emanating directly from Iran and its proxies, threatening Israel and its neighbors and endangering our region.”

Israelis seemed determined to underscore the imminent threat from Iran. Soon after he arrived, Biden was briefed on the country’s “Iron Dome” and new “Iron Beam” missile defense systems.

The president later visited the Yad Vashem memorial to Holocaust victims in Jerusalem.

Biden, wearing a skullcap, was invited to rekindle the eternal flame in the memorial’s Hall of Remembrance. Two Marines placed a wreath on the stone crypt containing the ashes of Holocaust victims and Biden listened as a cantor recited the remembrance prayer.

He then greeted two Holocaust survivors, kissing the women on their cheeks. His eyes welled with tears as he chatted with them.

“My mother would say ’God love you, dear,’” Biden told the women.

One of the survivors, Rena Quint, 86, later said she told Biden how her mother and brothers were killed in a death camp. Quint, who was born in Poland, said she was reunited with her father in a male slave labor factory, where she pretended to be a boy. Her father also was murdered. She later was adopted by a childless Jewish couple after she arrived in the United States in 1946.

“Did you see the president hug me?” she asked “He asked permission to kiss me and he kept on holding my hand and we were told not to touch him.”

Biden is set to meet Thursday with Israeli officials, including Lapid, Herzog and opposition leader and former Prime Minister Benjamin Netanyahu. He’ll meet Friday Friday with Palestinian officials.

Biden said he will emphasize in talks with Israeli and Palestinian leaders his continued support for a two-state solution to the Israeli-Palestinian conflict, but acknowledged that outcome likely wouldn’t be feasible “in the near term.”

He maintained that a two-state solution is the best way to ensure a “future of equal measure of freedom, prosperity and democracy for Israelis and Palestinians alike.” His national security adviser, Jake Sullivan, said Biden would not offer any proposals during the trip aimed at restarting talks.

The White House has also been frustrated with repeated Iran-sponsored attacks on U.S. troops based in Iraq, though the administration says the frequency of such attacks has dropped precipitously over the last two years. Tehran also backs the rebel Houthis in a bloody war with the Saudis in Yemen. A U.N.-brokered cease-fire has been in place for more than four months, a fragile peace in a war that began in 2015.

Sullivan said this week that the administration believes Russia is turning to Iran to provide it with hundreds of unmanned aerial vehicles, including weapons-capable drones, for use in its ongoing war in Ukraine. Sullivan said Wednesday that Iranians showing a willingness to assist Russia is something that should be of great concern to the Israelis, Saudis and other Gulf allies that Biden will be meeting with this week.

“We think that this is of interest, to put it mildly, to countries we will be visiting on this trip,” Sullivan said.

By ZEKE MILLER and JOSH BOAK

WASHINGTON (AP) — The White House on Monday said it believes Russia is turning to Iran to provide it with “hundreds” of unmanned aerial vehicles, including weapons-capable drones, for use in its ongoing war in Ukraine.

U.S. National Security Adviser Jake Sullivan said it was unclear whether Iran had already provided any of the unmanned systems to Russia, but said the U.S. has “information” that indicates Iran is preparing to train Russian forces to use them as soon as this month.

“Our information indicates that the Iranian government is preparing to provide Russia with up to several hundred UAVs, including weapons-capable UAVs on an expedited timeline,” he told reporters Monday.

Sullivan said it was proof the Russia’s overwhelming bombardments in Ukraine, which have led it to consolidate gains in the country’s east in recent weeks, was “coming at a cost to the sustainment of its own weapons.”

Sullivan’s revelation comes on the eve of President Joe Biden’s trip to Israel and Saudi Arabia, where Iran’s nuclear program and malign activities in the region will be a key subject of discussion.

The U.S. decision to publicly reveal that the two countries’ chief regional rival was helping to rearm Russia comes as both Israel and Saudi Arabia have resisted joining global efforts to punish Russia for its invasion of Ukraine due to their domestic interests.

Sullivan also noted that Iran has provided similar unmanned aerial vehicles to Yemen’s Houthi rebels to attack Saudi Arabia before a ceasefire was reached earlier this year.

Military analyst Samuel Bendett of the CNA think tank said Russia’s choice of Iran as a source for drones is logical because “for the last 20 years or more Iran has been refining its drone combat force. Their drones have been in more combat than the Russians’.” They are pioneers of so-called loitering munitions, the “kamikaze” drones like the Switchblade that the U.S. has provided Ukraine.

Iran has “a proven track record of flying drones for hundreds of miles and hitting their targets,” Bendett added, including penetrating American-supplied air defenses and striking Saudi oil refineries. He said the Iranian drones could be very effective at striking Ukrainian power stations, refineries and other critical infrastructure.

Bendett noted that before the Ukraine war, Russia had licensed drone technology for its Forpost UAV from a proven supplier: Israel. The Jewish state has remained neutral in the Russia-Ukraine conflict, so that source is no longer available to Moscow.

(34 US troops had brain injuries)

WASHINGTON (AP) — The Pentagon said Friday that 34 U.S. troops were diagnosed with traumatic brain injuries suffered in this month’s Iranian missile strike on an Iraqi air base, and that half of the troops have returned to their military duties.

Seventeen of the 34 are still under medical observation or treatment, according to Jonathan Hoffman, the chief Pentagon spokesman.

President Donald Trump had initially said he was told that no troops had been injured in the Jan. 8 strike. The military said symptoms were not immediately reported after the strike and in some cases became known days later. Many were in bunkers before nearly a dozen Iranian ballistic missiles exploded, damaging several parts of the base.

After the first reports that some soldiers had been hurt, Trump referred to them as “headaches” and said the cases were not as serious as injuries involving the loss of limbs.

Hoffman’s disclosure that 34 had been diagnosed with traumatic brain injury, or TBI, was the first update on the number injured in Iran’s missile attack on Ain al-Asad air base in western Iraq since the Pentagon said on Jan. 17 that 11 service members had been flown out of Iraq with concussion-like symptoms. Days later, officials said more had been sent out of Iraq for further diagnosis and treatment, but the Pentagon did not provide firm figures on the total or say whether any had been returned to duty.

Hoffman said that of the 34 with TBI, 18 were evacuated from Iraq to U.S. medical facilities in Germany and Kuwait, and 16 stayed in Iraq. Seventeen of the 18 evacuees were sent to Germany, and nine remain there; the other eight have been transported to the United States for continued observation or treatment.

The one American sent to Kuwait has since returned to duty in Iraq. All 16 of those who were diagnosed with TBI and remained in Iraq have since returned to duty there, Hoffman said.

The eight who were sent to the United States arrived Friday and will receive treatment either at Walter Reed National Military Medical Center in Bethesda, Maryland, or at their home bases, Hoffman said.

No one was killed in the attack on Ain al-Asad. The strike was launched in retaliation for a U.S. drone missile strike that killed Qassem Soleimani, the most powerful military general in Iran, on Jan. 3 at Baghdad International Airport.

The U.S. had no missile defense systems protecting Ain al-Asad from potential missile attack. Hoffman said Friday that deploying one or more Patriot anti-missile systems to Iraq is among options now being weighted by military commanders. The U.S. had deployed numerous Patriot systems to other countries in the region as protection against Iranian missile attack, including in Saudi Arabia, but a strike on Iraq was seen as less likely.

Trump has repeatedly claimed that no Americans were harmed in the missile strikes, an outcome that he said drove his decision not to retaliate further and risk a broader war with Iran. He credited the minimized damage to an early warning system “that worked very well” and said Americans should be “extremely grateful and happy” with the outcome.

Some members of Congress this week pressed the Pentagon for more clarity on the scope of the TBI cases resulting from the Iranian attack. Rep. Bill Pascrell, D-N.J., wrote senior Pentagon officials on Thursday requesting additional details on casualties from the attack.

On Friday morning, Defense Secretary Mark Esper directed the Pentagon’s acting undersecretary of defense for personnel and readiness, Matthew Donovan, to begin working with the staff of the Joint Chiefs to review how military injuries are tracked and reported — not just TBI cases but battlefield injuries of all kinds, Hoffman told reporters.

“The goal is to be as transparent, accurate, and to provide the American people and our service members with the best information about the tremendous sacrifices our warfighters make,” Hoffman said.

Traumatic brain injury is a type of casualty that the U.S. military began to understand and deal with during the height of the Iraq war, where roadside bombs — including particularly effective ones produced by Iran — caused severe injuries and death to thousands of U.S. troops.
