<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Ukraine has launched a major push to dislodge Russian forces from the country’s southeast as part of its weekslong&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-counteroffensive-explainer-ff774fce8608b464a406ae087b1a3607" target="_blank" rel="noreferrer noopener">counteroffensive</a>, committing thousands of troops to the battle, according to Western and Ukrainian officials and analysts.</p>



<p class="wp-block-paragraph">The surge in troops and firepower has been centered on the region of Zaporizhzhia, a Western official said late Wednesday.</p>



<p class="wp-block-paragraph">The official was not authorized to comment publicly on the matter and spoke on condition of anonymity.</p>



<p class="wp-block-paragraph">Fighting has intensified in recent weeks at multiple points along the 1,500-kilometer (930-mile) front line as Ukraine deploys Western-supplied advanced weapons and Western-trained troops against the deeply entrenched Russian forces who&nbsp;<a href="https://apnews.com/hub/russia-ukraine" target="_blank" rel="noreferrer noopener">invaded 17 months ago</a>.</p>



<p class="wp-block-paragraph">Ukrainian officials have been mostly silent about battlefield developments since they began early counteroffensive operations, though Deputy Defense Minister Hanna Maliar said troops are advancing toward the city of Melitopol in the Zaporizhizhia region.</p>



<p class="wp-block-paragraph">Though that movement could be a tactical feint, and both governments have used disinformation to gain battlefield advantages, such a maneuver would be in line with what some analysts had predicted.</p>



<p class="wp-block-paragraph">They envisioned a counteroffensive that would try to punch through the land corridor between Russia and the Russian-annexed Crimean peninsula, moving towards Melitopol, which is close to the coast of the Azov Sea.</p>



<p class="wp-block-paragraph">That could split Russian forces into two halves and cut off supply lines to the units that are located further to the west.</p>



<p class="wp-block-paragraph">The intense fighting is taking place in areas in the south and east of Ukraine, far from the capital Kyiv, and it was not possible to verify either side’s claims.</p>



<p class="wp-block-paragraph">The Institute of Study of War, a Washington-based think tank, reported that Ukrainian forces launched “a significant mechanized counteroffensive operation in western Zaporizhzhia region” on Wednesday, adding that they “appear to have broken through certain pre-prepared Russian defensive positions.”</p>



<p class="wp-block-paragraph">It cited Russian sources, including the Russian Ministry of Defense and several prominent Russian military bloggers.</p>



<p class="wp-block-paragraph">U.S. officials, who have provided Kyiv with weapons and intelligence, declined to comment on the latest developments, though they have previously urged patience as Ukraine seeks to grind down the&nbsp;<a href="https://apnews.com/article/ukraine-russia-war-counteroffensive-weapons-tactics-8fbdd80504e9d2d1f722b471081504c0" target="_blank" rel="noreferrer noopener">deep Russian defenses</a>&nbsp;featuring minefields, trenches and anti-tank obstacles.</p>



<p class="wp-block-paragraph">U.S. Defense Secretary Lloyd Austin said during a visit to Papua New Guinea that Kyiv’s effort to retake land seized by Russia since its February 2022 full-scale invasion would be “tough” and “long,” with successes and setbacks.</p>



<p class="wp-block-paragraph">U.S. Secretary of State Antony Blinken said “an intense battle” is taking place but declined to provide details.</p>



<p class="wp-block-paragraph">“We believe that tools, the equipment, the training, the advice that many of us have shared with Ukrainians over many months puts them in good position to be successful on the ground in recovering more of the territory that Russia has taken from Ukraine,” Blinken said during a visit to New Zealand.</p>

<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Russia launched a pre-dawn attack on Ukraine’s capital Tuesday as its air defenses worked to stop drones in what has been a relentless wave of daylight and nighttime bombardments targeting Kyiv.</p>



<p class="wp-block-paragraph">The buzzing of drones and loud explosions were heard as Ukrainian air defense responded to the third Russia aerial attack on the capital in the last 24 hours. According to preliminary data, more than 20 Shahed drones were destroyed by air defense forces in Kyiv’s airspace, the Kyiv Military Administration says.</p>



<p class="wp-block-paragraph">One person died, three were injured when a high-rise building in the Holosiiv district caught fire. The two upper floors are destroyed, and there may be people under the rubble, the Kiyv military administration said. More than 20 people were evacuated.</p>



<p class="wp-block-paragraph">Elsewhere in the capital, falling debris caused a fire in a private house in the Darnytskyi district and three cars were set alight in the Pechersky district, according to the military administration.</p>



<p class="wp-block-paragraph">The series of attacks that began Sunday included a rare daylight attack Monday that left puffs of white smoke in the blue skies.</p>



<p class="wp-block-paragraph">Russian forces fired 11 ballistic and cruise missiles at Kyiv at about 11:30 a.m., according to Ukraine’s chief of staff, Valerii Zaluzhnyi. All of them were shot down, he said.</p>



<p class="wp-block-paragraph">Debris from the intercepted missiles fell in Kyiv’s central and northern districts during the morning, landing in the middle of traffic on a city road and also starting a fire on the roof of a building, the Kyiv military administration said. At least one civilian was reported hurt.</p>



<p class="wp-block-paragraph">The Russian Defense Ministry said it launched a series of strikes early Monday targeting Ukrainian air bases with precision long-range air-launched missiles. The strikes destroyed command posts, radars, aircraft and ammunition stockpiles, it claimed. It didn’t say anything about hitting cities or other civilian areas.</p>

<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Russian missiles hit residential areas in an eastern Ukrainian city Thursday for the second time in 24 hours, while top European Union officials held talks with the government in Kyiv as&nbsp;<a href="https://apnews.com/hub/russia-ukraine?utm_source=apnewsnav&amp;utm_medium=featured">the war with Russia</a>&nbsp;approaches its one-year milestone.</p>



<p class="wp-block-paragraph">The latest strikes in Kramatorsk came as rescue crews searched for survivors in the rubble of an apartment building hit late Wednesday by a Russian missile that killed at least three people and wounded 21 others. At least one more victim was thought to be under the debris, Ukraine’s presidential office said.</p>



<p class="wp-block-paragraph">“Kramatorsk again shattered by explosions — the Russians made two more rocket strikes,” regional governor Pavlo Kyrylenko wrote in a Telegram post.</p>



<p class="wp-block-paragraph">He said at least five civilians were wounded in the latest strikes, which hit residential buildings as well as a children’s clinic and a school in the heart of the city. Kramatorsk Mayor Oleksandr Honcharenko urged residents to stay in shelters.</p>



<p class="wp-block-paragraph">Kramatorsk is a major hub for the Ukrainian military in the east.</p>



<p class="wp-block-paragraph">No further details of Thursday’s attack were immediately available.</p>



<p class="wp-block-paragraph">Russia has frequently struck apartment buildings during the war, causing civilian casualties, although the Kremlin has denied targeting residential structures.</p>



<p class="wp-block-paragraph">Russian shelling across Ukraine over the previous 24 hours killed at least eight civilians and wounded 29 others, the presidential office said. Along with the victims in Kramatorsk, the toll included four who died when a Russian mortar shell hit a basement where they were sheltering in the northeastern Chernihiv region.</p>



<p class="wp-block-paragraph">Ukrainian President&nbsp;<a href="https://apnews.com/hub/volodymyr-zelenskyy">Volodymyr Zelenskyy</a>&nbsp;met with European Commission President&nbsp;<a href="https://apnews.com/hub/ursula-von-der-leyen">Ursula von der Leyen</a>&nbsp;ahead of what officials described as a summit on Friday. The last such summit was held in Kyiv in October 2021 — a few months before the war started on Feb. 24, 2022.</p>



<p class="wp-block-paragraph">Von der Leyen praised wartime Ukraine’s “brilliant application” for European Union membership, though Brussels officials note that Ukraine joining the 27-nation bloc is still a long way off.</p>



<p class="wp-block-paragraph">Ahead of possible membership, Von der Leyen said, the Commission is proposing that Kyiv “join key European programs — this will give Ukraine benefits close to those of EU membership in many areas.”</p>



<p class="wp-block-paragraph">EU assistance for Ukraine, she said, has reached 50 billion euros ($55 billion) since the start of Russia’s war.</p>



<p class="wp-block-paragraph">She said the EU plans to adopt a 10th package of sanctions again Russia before Feb. 24. Von der Leyen also announced that the International Center for the Prosecution of the Crime of Aggression in Ukraine would be set up in The Hague to coordinate the collection of evidence of war crimes.</p>



<p class="wp-block-paragraph">Von der Leyen, on her fourth visit to Kyiv since Russia’s invasion, added that she was “comforted” by Ukraine’s anti-corruption drive. Stamping out endemic corruption is a key condition for joining the EU.</p>



<p class="wp-block-paragraph">Zelenskyy on Wednesday&nbsp;<a href="https://apnews.com/article/russia-ukraine-government-donetsk-moscow-4b87170d155cddb69849e3100049454e">took aim at corrupt officials</a>&nbsp;for the second time in the space of a week. Several high-ranking officials were dismissed.</p>



<p class="wp-block-paragraph">Zelenskyy was elected in 2019 on an anti-establishment and anti-corruption platform in a country long gripped by graft.</p>



<p class="wp-block-paragraph">The latest corruption allegations came as Western allies are channeling billions of dollars to help Kyiv fight Moscow’s forces and as the Ukrainian government is introducing reforms so it can potentially join the EU.</p>



<p class="wp-block-paragraph">Ukraine’s government is keen to get more Western military aid, on top of the&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-german-tanks-435da2221bf452a8aae9d2e58d23acae">tanks pledged last week</a>, as the warring sides are expected to launch new offensives once winter ends. Kyiv is now&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-fighter-jets-agenda-86c16d4b5164bfd8f1fe4697920dac27">asking for fighter jets.</a></p>



<p class="wp-block-paragraph">Kyiv expects Russia to “attempt something” on the Feb. 24 anniversary, Ukrainian Defense Minister Oleksii Reznikov told France’s BFM television. He stressed his government’s urgency on getting weapons without delay.</p>



<p class="wp-block-paragraph">“We are telling our partners that we too need to be ready as fast as possible,” he said in an interview late Wednesday.</p>



<p class="wp-block-paragraph">U.S. President Joe Biden has ruled out providing F-16 fighter jets to Ukraine. U.S. Defense Secretary Lloyd Austin said Thursday&nbsp;<a href="https://apnews.com/article/taiwan-politics-united-states-government-ferdinand-marcos-jr-lloyd-austin-149f981290f849c62a684bea5d0d276b">during a trip to the Philippines</a>&nbsp;that the focus of American aid is to increase Ukraine’s military capabilities by sending artillery, armor and air defense, and training Ukrainian troops.</p>



<p class="wp-block-paragraph">The U.S. is “focused on providing Ukraine the capability that it needs to be effective in its upcoming anticipated counteroffensive in the spring,” Austin said.</p>



<p class="wp-block-paragraph">“And so we’re doing everything we can to get them the capabilities that they need right now to be effective on the battlefield,” he said.</p>



<p class="wp-block-paragraph">Russian Foreign Minister Sergey Lavrov said that strategy would backfire, by prompting Moscow to ensure that potential Russian targets were out of range.</p>



<p class="wp-block-paragraph">“The longer range the weapons supplied to the Kyiv regime, the farther we would need to push them away from the territories that are part of our country,” Lavrov said in an interview with Russian state media.</p>



<p class="wp-block-paragraph">He said Moscow would like to see the war end, but noted that the length of the conflict was less important than its desired outcome: to protect Russian territory and “people who want to remain part of the Russian culture,” reaffirming Moscow’s declared goal to defend Russian speakers in Ukraine.</p>



<p class="wp-block-paragraph">Russian President Vladimir&nbsp;<a href="https://apnews.com/hub/vladimir-putin">Putin</a>&nbsp;drew on national pride at&nbsp;<a href="https://apnews.com/article/putin-politics-russia-government-volgograd-volga-river-b0b08f841a7fab472f9d5002c08108d2">a ceremony</a>&nbsp;to mark the 80th anniversary of the Nazi defeat in the World War II battle of Stalingrad as he sought to stiffen support at home for the fight in Ukraine, where the Kremlin’s forces have suffered some embarrassing setbacks in recent months.</p>



<p class="wp-block-paragraph">“The strength of the defenders of Stalingrad is the most important moral beacon for Russian soldiers,” he said in Volgograd, as Stalingrad was renamed in 1961. “All that defines Russia and makes us strong and confident in ourselves, the rightness of our cause and our victory.”</p>

<p class="wp-block-paragraph">NEW YORK (AP) — Americans at the low end of the income rung are once again struggling to make ends meet.</p>



<p class="wp-block-paragraph">A confluence of factors — the expiration of federal stimulus checks and surging inflation on staples like gas and food — are driving an even bigger wedge between the haves and have-nots.</p>



<p class="wp-block-paragraph">While wealthier shoppers continue to splurge, low-income shoppers have pulled back faster than expected in the past two months. They’re focusing on necessities while turning to cheaper items or less expensive stores. And they’re buying only a little at a time.</p>



<p class="wp-block-paragraph">It’s a reversal from a year or so ago when low-income shoppers, flush with money from the government and buoyed by wage increases, were able to spend more freely.</p>



<p class="wp-block-paragraph">Kisha Galvan, a 44-year-old mother of eight children from ages 9 to 27, was able to stock up on groceries for the week and buy extras like clothing and shoes at Walmart for her children last year.</p>



<p class="wp-block-paragraph">But without the pandemic-related government support and inflation hovering at a near 40-year high, she is buying more canned food and depending on the local food pantry several times a week instead of once a week.</p>



<p class="wp-block-paragraph">“I shop meal to meal,” said the Rockford, Illinois, resident who has lived on disability for the past 15 years. “Before, we didn’t have to worry about what we were going to get. We just go get it.”</p>



<p class="wp-block-paragraph">The deep divide in spending was reflected in the latest round of quarterly earnings for retailers. At the high end of the spectrum, Nordstrom and Ralph Lauren reported stronger-than-expected sales as their well-heeled shoppers returned to pre-pandemic routines. Lululemon also reported strong quarterly sales of its pricey athletic wear.</p>



<p class="wp-block-paragraph">But on the other end, Walmart’s customers are switching to cheaper lunch meats and half gallons of milk from full gallons. Kohl’s, a mid-priced department store, said its customers were spending less on each visit. And Gap slashed its annual financial outlook, specifically citing the strain from inflation at its low-price Old Navy chain.</p>



<p class="wp-block-paragraph">Both Dollar Tree and Dollar General, which historically benefit from shoppers trading down during difficult economic times, raised their sales outlooks last month. Meanwhile, discounter Big Lots suffered steep sales declines in the latest quarter, noting cutbacks in items like furniture.</p>



<p class="wp-block-paragraph">“We are now in a new chapter where high inflation is greatly limiting the ability of consumers to make discretionary purchases, especially of high ticket items,” Big Lots CEO and President Bruce K. Thorn told analysts late last month. “We know that many Americans now are once again living paycheck-to-paycheck.”</p>



<p class="wp-block-paragraph">The pullback among low-income shoppers has not affected overall spending, which is still up. In April, the government said retail sales outpaced inflation for a fourth straight month, a reassuring sign that consumers — the primary drivers of America’s economy — are still providing vital support and helping ease concerns that a recession might be near.</p>



<p class="wp-block-paragraph">But analysts believe even affluent shoppers could retrench if the stock market continues to weaken. Marshal Cohen, chief industry advisor at market research firm <a href="https://www.npd.com/">The NPD Group Inc</a>., said the stock market affects higher income shoppers “psychologically” and more losses on paper could make them cut back.</p>



<p class="wp-block-paragraph">The spending mood has shifted from last October and November, when the Fed conducted a survey and found that almost eight in 10 adults were either “doing okay or living comfortably” when it came to their finances in 2021, the highest proportion to say so since the survey began in 2013. For those earning less than $25,000, the proportion that said they were doing at least okay jumped to 53% from 40%.</p>



<p class="wp-block-paragraph">But inflation has taken a bigger bite out of personal budgets and wiped away some of the wage gains, especially for those who earn less. The national average cost of a gallon of gas, for example, has jumped to $4.76 from $4.20 a month ago and a painful 56% from a year earlier, according to AAA.</p>



<p class="wp-block-paragraph">At the Northern Illinois Food Bank, which feeds people in 13 counties including Galvan and her family, the average monthly number of visits grew to more than 400,000 in the February through April period, from 311,000 in the July through September period, according to president and CEO Julie Yurko.</p>



<p class="wp-block-paragraph">Across the economy, median wages jumped 6% in April from a year earlier, according to <a href="https://www.atlantafed.org/">the Federal Reserve Bank of Atlanta</a>. But even though that was the largest increase since 1990, it was still below the inflation rate of 8.3%.</p>



<p class="wp-block-paragraph">Meanwhile, the poorest one-fifth of Americans have exhausted the savings they’d built up during the pandemic in part through stimulus checks, child tax credit payments and higher wages, according to calculations by Jeffries, an investment bank. Americans’ bank accounts. The other four-fifths of U.S. households are still sitting on a large stockpile of additional savings since the pandemic, with much of that held by the top fifth.</p>



<p class="wp-block-paragraph">Inflation is playing out differently within businesses that cater to shoppers with varying income levels.</p>



<p class="wp-block-paragraph">Michelle Gass, CEO of Kohl’s, said some shoppers are trading up to premium brands like Tommy Hilfiger and Calvin Klein, while others are going to lower-price store labels. Macy’s boosted its annual outlook based on the spending habits of its wealthier shoppers, but its customers with median household income of $75,000 and below are switching more to its off-price brand.</p>



<p class="wp-block-paragraph">The current environment is making it difficult for retailers to pass on higher costs. Macy’s, for instance, got pushback after raising prices on some casual clothing items and home accessories.</p>



<p class="wp-block-paragraph">“We’re definitely seeing some balk at some of the prices,” Macy’s CEO Jeff Gennette recently told analysts on the company’s earnings call. “We’ve made adjustments there.”</p>



<p class="wp-block-paragraph">For the Northern Illinois Food Bank — like many food banks — food costs are spiking amid dwindling donations.</p>



<p class="wp-block-paragraph">“Inflation and rising food costs mean the food bank has to make tough choices about our budget,” Yurko said. ”What foods can we provide consistently and what foods can we only provide if they are donated to us?”</p>

<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Russian forces shelled Ukraine’s second-largest city on Monday, rocking a residential neighborhood, and closed in on the capital, Kyiv, in a 17-mile convoy of hundreds of tanks and other vehicles, as talks aimed at stopping the fighting yielded only an agreement to keep talking.</p>



<p class="wp-block-paragraph">Amid ever-growing international condemnation, Russia found itself increasingly isolated five days into its invasion, while also facing unexpectedly fierce resistance on the ground in Ukraine and economic havoc at home.</p>



<p class="wp-block-paragraph">For the second day in a row, the Kremlin raised the specter of nuclear war, announcing that its nuclear-capable intercontinental ballistic missiles, submarines and long-range bombers had all been put on high alert, following President Vladimir Putin’s orders over the weekend.</p>



<p class="wp-block-paragraph">Stepping up his rhetoric, Putin denounced the U.S. and its allies as an “empire of lies.”</p>



<p class="wp-block-paragraph">Meanwhile, an embattled Ukraine moved to solidify its ties to the West by applying to join the European Union — a largely symbolic move for now, but one that is unlikely to sit well with Putin, who has long accused the U.S. of trying to pull Ukraine out of Moscow’s orbit.</p>



<p class="wp-block-paragraph">A top Putin aide and head of the Russian delegation, Vladimir Medinsky, said that the first talks held between the two sides since the invasion lasted nearly five hours and that the envoys “found certain points on which common positions could be foreseen.” He said they agreed to continue the discussions in the coming days.</p>



<p class="wp-block-paragraph">As the talks along the Belarusian border wrapped up, several blasts could be heard in Kyiv, and Russian troops advanced on the city of nearly 3 million. The vast convoy of armored vehicles, tanks, artillery and support vehicles was 17 miles (25 kilometers) from the center of the city, according to satellite imagery from Maxar Technologies.</p>



<p class="wp-block-paragraph">People in Kyiv lined up for groceries after the end of a weekend curfew, standing beneath a building with a gaping hole blown in its side.</p>



<p class="wp-block-paragraph">Messages aimed at the advancing Russian soldiers popped up on billboards, bus stops and electronic traffic signs across the capital. Some used profanity to encourage Russians to leave. Others appealed to their humanity.</p>



<p class="wp-block-paragraph">“Russian soldier — Stop! Remember your family. Go home with a clean conscience,” one read.</p>



<p class="wp-block-paragraph">Video from Kharkiv, Ukraine’s second-biggest city, with a population of about 1.5 million, showed residential areas being shelled, with apartment buildings shaken by repeated, powerful blasts. Flashes of fire and gray plumes of smoke could be seen.</p>



<p class="wp-block-paragraph">Footage released by the government from Kharkiv depicted what appeared to be a home with water gushing from a pierced ceiling. What looked like an undetonated projectile was on the floor.</p>



<p class="wp-block-paragraph">Authorities in Kharkiv said at least seven people had been killed and dozens injured. They warned that casualties could be far higher.</p>



<p class="wp-block-paragraph">“They wanted to have a blitzkrieg, but it failed, so they act this way,” said 83-year-old Valentin Petrovich, who watched the shelling from his downtown apartment and gave just his first name and his Russian-style middle name out of fear for his safety.</p>



<p class="wp-block-paragraph">The Russian military has denied targeting residential areas despite abundant evidence of shelling of homes, schools and hospitals.</p>



<p class="wp-block-paragraph">Fighting raged in other towns and cities across the country. The strategic port city of Mariupol, on the Sea of Azov, is “hanging on,” said Zelenskyy adviser Oleksiy Arestovich. An oil depot was reported bombed in the eastern city of Sumy.</p>



<p class="wp-block-paragraph">In the seaside resort town of Berdyansk, dozens of protesters chanted angrily in the main square against Russian occupiers, yelling at them to go home and singing the Ukrainian national anthem. They described the soldiers as exhausted young conscripts.</p>



<p class="wp-block-paragraph">“Frightened kids, frightened looks. They want to eat,” Konstantin Maloletka, who runs a small shop, said by telephone. He said the soldiers went into a supermarket and grabbed canned meat, vodka and cigarettes.</p>



<p class="wp-block-paragraph">“They ate right in the store,” he said. “It looked like they haven’t been fed in recent days.”</p>



<p class="wp-block-paragraph">Across Ukraine, terrified families huddled overnight in shelters, basements or corridors.</p>



<p class="wp-block-paragraph">“I sit and pray for these negotiations to end successfully, so that they reach an agreement to end the slaughter,” said Alexandra Mikhailova, weeping as she clutched her cat in a shelter in Mariupol. Around her, parents tried to console children and keep them warm.</p>



<p class="wp-block-paragraph">For many, Russia’s announcement of a nuclear high alert stirred fears that the West could be drawn into direct conflict with Russia. But a senior U.S. defense official, speaking on condition of anonymity, said the United States had yet to see any appreciable change in Russia’s nuclear posture.</p>



<p class="wp-block-paragraph">As far-reaching Western sanctions on Russian banks and other institutions took hold, the ruble plummeted, and Russia’s Central Bank scrambled to shore it up, as did Putin, signing a decree restricting foreign currency.</p>



<p class="wp-block-paragraph">But that did little to calm Russian fears. In Moscow, people lined up to withdraw cash as the sanctions threatened to drive up prices and reduce the standard of living for millions of ordinary Russians.</p>



<p class="wp-block-paragraph">In yet another blow to Russia’s economy, oil giant Shell said it is pulling out of the country because of the invasion. It announced it will withdraw from its joint ventures with state-owned gas company Gazprom and other entities and end its involvement in the Nord Stream 2 pipeline project between Russia and Europe.</p>



<p class="wp-block-paragraph">The economic sanctions, ordered by the U.S. and other allies, were just one contributor to Russia’s growing status as a pariah country.</p>



<p class="wp-block-paragraph">Russian airliners are banned from European airspace, Russian media is restricted in some countries, and some high-tech products can no longer be exported to the country. On Monday, in a major blow to a soccer-mad nation, Russian teams were suspended from all international soccer.</p>



<p class="wp-block-paragraph">In other developments:</p>



<p class="wp-block-paragraph">— The chief prosecutor of the International Criminal Court said he will open an investigation soon into possible war crimes and crimes against humanity in Ukraine.</p>



<p class="wp-block-paragraph">— Cyberattacks hit Ukrainian embassies around the world, and Russian media outlets.</p>



<p class="wp-block-paragraph">— The United States announced it is expelling 12 members of Russia’s U.N. mission, accusing them of spying.</p>



<p class="wp-block-paragraph">— The 193-nation U.N. General Assembly opened its first emergency session in decades, with Assembly President Abdulla Shahid calling for an immediate cease-fire and “a full return to diplomacy and dialogue.”</p>



<p class="wp-block-paragraph">The U.N. human rights chief said at least 102 civilians have been killed and hundreds wounded — warning that figure is probably a vast undercount — and Ukraine’s president said at least 16 children were among the dead.</p>



<p class="wp-block-paragraph">More than a half-million people&nbsp;<a class="" href="https://apnews.com/article/russia-ukraine-business-europe-migration-united-nations-454ae620724d3b91208ce63c0128fa69">have fled the country&nbsp;</a>since the invasion, another U.N. official said, many of them going to Poland, Romania and Hungary.</p>



<p class="wp-block-paragraph">Among the refugees in Hungary was Maria Pavlushko, 24, an information technology project manager from a city west of Kyiv. She said her father stayed behind to fight the Russians.</p>



<p class="wp-block-paragraph">“I am proud about him,” she said, adding that many of her friends were planning to fight too.</p>



<p class="wp-block-paragraph">The negotiators at Monday’s talks met at a long table with the blue-and-yellow Ukrainian flag on one side and the Russian tricolor on the other.</p>



<p class="wp-block-paragraph">But while Ukraine sent its defense minister and other top officials, the Russian delegation was led by Putin’s adviser on culture — an unlikely envoy for ending a war and perhaps a sign of how seriously Moscow took the talks.</p>



<p class="wp-block-paragraph">It wasn’t immediately clear what Putin is seeking in the talks, or from the war itself, though Western officials believe he wants to overthrow Ukraine’s government and replace it with a regime of his own, reviving Moscow’s Cold War-era influence.</p>



<p class="wp-block-paragraph">At this stage, Ukraine is many years away from reaching the standards for achieving EU membership. Any addition to the 27-nation bloc must be approved unanimously by its members, and Ukraine’s deep-seated corruption could make it hard for the country to win acceptance.</p>



<p class="wp-block-paragraph">Still, in an interview with Euronews on Sunday, EU Commission chief Ursula von der Leyen said: “We want them in the European Union.”</p>
