<p class="wp-block-paragraph">On October 05, 2022, at 7:30 AM, Moreno Valley Station’s Special Teams responded to multiple locations in Riverside County and one location in Los Angeles County, to serve search warrants regarding illegal marijuana grow operations. These warrants were the result of a month’s long investigation conducted by <a href="https://www.riversidesheriff.org/">the Riverside County Sheriff’s Department</a>. During the service of the warrants, approximately 2,700 marijuana plants, 42lbs of processed marijuana, and items associated with illegal marijuana sales, were located.</p>



<p class="wp-block-paragraph">Winson Huang, a 50-year-old resident of Alhambra, was arrested for marijuana cultivation and sales. He was later booked at the Robert Presley Detention Center.</p>

<p class="wp-block-paragraph">On Wednesday, July 27, 2022, <a href="https://www.riversidesheriff.org/747/Southwest-Station">the Riverside County Sheriff’s Department Southwest Station</a> served a marijuana related search warrant in the 29000 block of Santiago Rd. Temecula. The search warrant stemmed from a citizen complaint regarding a possible indoor marijuana grow. During the service of the search warrant, deputies located approximately 1200 pounds of processed marijuana and 10,000 plants in various stages of growth.</p>



<p class="wp-block-paragraph">As a reminder, &#8220;Community Policing&#8221; involves partnerships between law enforcement and community members. Business owners and residents are encouraged to report criminal activity directly to law enforcement by calling Sheriff’s Dispatch at (951) 776-1099, or by calling 911 if the matter is an emergency.</p>

<p class="wp-block-paragraph">On Tuesday, September 7, 2021, personnel from the <a href="https://www.riversidesheriff.org/">Riverside County Sheriff’s Department</a>&#8211;<a href="https://www.riversidesheriff.org/746/Perris-Station">Perris Station</a> and the California Department of Forestry and Fire Protection served a search warrant for marijuana cultivation and theft of utility services in the 23000 block of Sky Mesa Road in the unincorporated area known as Homeland. At the location, 1714 marijuana plants were located and 200 pounds of processed marijuana was seized. In addition, Southern California Edison confirmed a bypass of electrical services with an estimated loss of over $150,000.</p>



<p class="wp-block-paragraph">Zhenqiang Li, a 31-year-old resident of Homeland, was arrested at the scene and is being held on $158,000 bail at the Cois Byrd Detention Center. &nbsp;He is charged with marijuana cultivation and theft of utility services.</p>

<p class="wp-block-paragraph">On Wednesday, August 25, 2021, personnel from <a href="https://www.riversidesheriff.org/">the Riverside County Sheriff’s Department</a>-Perris Station, <a href="https://www.fire.ca.gov/">California Department of Forestry and Fire Protection</a>, and Riverside County Code Enforcement served six marijuana cultivation related search warrants in the unincorporated area known as Nuevo. Over 1700 plants were eradicated, nearly 1100 pounds of processed marijuana was seized, and four stolen vehicles were recovered. In addition, a harmful pesticide with the active ingredient Carbofuran was found on and around the plants at one location. Carbofuran is poisonous if swallowed or inhaled and may be fatal or harmful as a result of skin or eye contact or by breathing spray mist. Carbofuran is classified as a restricted use pesticide.</p>



<p class="wp-block-paragraph">These search warrants were at the following locations and yielded the following illegal items:</p>



<ul class="wp-block-list"><li>29000 block of Lakeview Avenue: 248 plants</li><li>20700 Block of Magnolia Avenue: 475 plants, 200 lbs processed marijuana</li><li>20700 Block of Hansen Avenue: 288 plants, 528 lbs processed marijuana</li><li>20900 Block of Magnolia Avenue: 288 plants, 300 lbs processed marijuana</li><li>31500 Block of Wolfskill Avenue: 313 plants, 4 stolen vehicles</li><li>30800 Block of 12th Street: 390 plants</li></ul>



<p class="wp-block-paragraph">The search for those responsible for the cultivation of this marijuana is ongoing and interviews with property owners and tenants are being conducted.</p>

Marijuana cultivation negatively impacts the environment in many ways; including diminishing and poisoning the water table, as well as the pesticides adversely affecting the health of neighboring residents. <p class="wp-block-paragraph">Deputies assigned to Palm Desert Station conducted an investigation regarding illegal marijuana cultivation at a residence, located near the 17000 Block of Ashton Drive in the community of Sky Valley. During their investigation deputies also discovered numerous cars on the property that were in various stages of dismantling.</p>



<p class="wp-block-paragraph">Deputies wrote a search warrant and on June 26, 2021, deputies served the search warrant with the assistance of the Rancho Mirage Special Enforcement Team, East Riverside County Riverside Auto-Theft interdiction Detail, <a href="https://www.riversidesheriffk9team.com/index.html">Riverside County Sheriff’s K9 Team</a>, and Riverside County Aviation Unit.</p>



<p class="wp-block-paragraph">During the service of the search warrant, deputies eradicated the illegal marijuana plants, located 4 stolen vehicles, numerous vehicles in various stages of dismantling, and car parts for sale, which was constant with a chop shop. Deputies also found firearm ammunition that belonged to Michael Walker. Mr. Walker is a convicted felon and prohibited from possessing ammunition.</p>



<p class="wp-block-paragraph">Michael Walker, a 54-year-old, resident of Sky Valley, was arrested for possession of stolen vehicles, owning a chop shop, marijuana cultivation, and felon in possession of ammunition. Mr. Walker was booked into the John Benoit Detention Center.</p>

<p class="wp-block-paragraph">On Saturday, June 19, 2021, about 4:04 AM, Cabazon Station deputies responded to the 32000 block of San Timoteo Canyon Road, in the unincorporated area of Redlands regarding an assault. </p>



<p class="wp-block-paragraph">The victim stated he was assaulted by unknown subjects while he was sleeping at an illegal marijuana grow. </p>



<p class="wp-block-paragraph">The victim left the grow on foot and walked for several minutes until he could find help. The Sheriff’s helicopter responded and located a marijuana grow in a canyon along San Timoteo Canyon Road. A warrant was obtained and served at the location. </p>

<p class="wp-block-paragraph">Approximately 400 marijuana plants were eradicated. No suspects were located at the property during the service at the search warrant. Follow-up investigation is being conducted to identify the subjects responsible for the illegal marijuana cultivation operation.</p>

<p class="wp-block-paragraph">These search warrants were the result of a long-term investigation regarding a drug trafficking organization operating in the area. During the service of the search warrants it was discovered that eighteen of the residences had been converted into illegal marijuana cultivation operations. The electrical meters at those eighteen residences had also been bypassed, so the residents were able to steal electricity from Southern California Edison to run their illegal operation. Per Southern California Edison preliminary estimates puts the amount of stolen electricity over one and half million dollars. The following amount of marijuana, weapons and currency was located and seized:</p>

<p class="wp-block-paragraph">Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Eastvale and Jurupa Valley have been aggressively targeting illegal indoor and outdoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2021.</p>



<p class="wp-block-paragraph">Deputies assigned to the SET team received complaints from residents of the city of Eastvale and Jurupa Valley regarding possible illegal indoor and outdoor marijuana cultivations. The SET deputies investigated and determined that properties located in the 13900 block of Camp Rock., city of Eastvale and the 9600 block of 51st., city of Jurupa Valley, had been converted to support illegal indoor/outdoor marijuana cultivation and there was evidence that marijuana plants were being cultivated on the properties, along with theft of utilities.</p>

<p class="wp-block-paragraph">On May 21. 2021, at 10:05 AM, members from the Jurupa Valley station’s SET team served two marijuana cultivation related search warrants on the properties located at the above addresses within the cities of Eastvale and Jurupa Valley. During the service of the search warrants, deputies recovered approximately 1,353 marijuana plants and 90 pounds of processed marijuana from the locations. Also, a combined theft of electrical utilities from the residence’s worth $90,000.</p>



<p class="wp-block-paragraph">The following subjects was arrested for illegal marijuana cultivation, maintaining and operating a drug house, possession of marijuana for sales and theft of utilities. Subsequently, they were booked at <a href="https://www.riversidesheriff.org/678/Robert-Presley-Detention-Center">the Robert Presley Detention Center</a>:</p>

<p class="wp-block-paragraph">Eastvale Code Enforcement and Southern California Edison responded to the location in the city of Eastvale and they conducted their own separate investigations into various building and safety code violations.</p>

<p class="wp-block-paragraph"><strong>Details:</strong></p>



<p class="wp-block-paragraph">On Wednesday, May 5, 2021, personnel from <a href="https://www.riversidesheriff.org/">the Riverside County Sheriff’s Department</a> and the <a href="https://wildlife.ca.gov/">California Department of Fish and Wildlife</a> served five marijuana cultivation related search warrants at five separate residences/ properties located in the following unincorporated area of Hemet and Aguanga:</p>



<ul class="wp-block-list"><li>32400 block of Weber Way, Hemet</li><li>42200 block of Minto Way, Hemet</li><li>42900 block of Minto Way, Hemet</li><li>41700 block of Pastime Lane, Aguanga</li><li>40500 block of Beaver Avenue, Aguanga</li></ul>



<p class="wp-block-paragraph">During the service of the search warrants, approximately 11,809 plants were eradicated, and 1,865 pounds of processed marijuana was collected, for a total combined weight of approximately one and a half tons. Three firearms (two handguns and one shotgun) were also collected for evidence.</p>



<p class="wp-block-paragraph">The following suspects were arrested for Marijuana Cultivation, (charges will be filed with the <a href="https://rivcoda.org/">Riverside County District Attorney’s Office</a>):</p>

Marijuana cultivation negatively impacts the environment in many ways including diminishing and poisoning the water table and pesticides adversely affecting the health of neighboring residents. <p class="wp-block-paragraph">On April 29, 2021, personnel from the <a href="https://www.riversidesheriff.org/">Riverside County Sheriff’s Department</a> Moreno Valley Station Problem Oriented Policing Team, served a search warrant related to marijuana cultivation, in the 11000 block of Vista De Cerros Drive, Moreno Valley. Deputies had previously received information of a possible drug house at the location from a concerned citizen. Further investigation led to the authoring and execution of a search warrant for the residence.  During the service of the search warrant, deputies discovered portions of the residence had been converted into marijuana cultivation rooms, while the remainder of the residence remained occupied. Deputies collected 56 plants in various stages of growth for a total of approximately 3 pounds. In addition, deputies located an illegal electrical bypass and an additional un-permitted electrical panel within the garage of the home which posed a significant fire hazard to the community.</p>

<p class="wp-block-paragraph">At the conclusion of the search warrant service, a Southern California Edison (SCE) technician responded and confirmed a theft of utilities in excess of $37,000. SCE assisted in interrupting electrical service to the location to avoid the potential of an electrical fire. A city of Moreno Valley Code Compliance Officer also assisted and deemed it was unsafe for anyone to occupy the home in its current condition. During the warrant service, Ricky Khamphoung, a 31-year-old resident, was arrested and subsequently booked for illegal marijuana cultivation and theft of utilities.</p>
