<p class="wp-block-paragraph">WASHINGTON (AP) — The White House said Tuesday that “prudent contingency planning” is underway to evacuate Americans from the Middle East in case the&nbsp;<a href="https://apnews.com/hub/israel-hamas-war" target="_blank" rel="noreferrer noopener">Israel-Hamas war</a>&nbsp;spreads into a broad regional conflict.</p>



<p class="wp-block-paragraph">White House National Security Council spokesman John Kirby stressed there are currently no “active efforts” to evacuate Americans from the region beyond charter flights the U.S government began operating earlier this month out of Israel.</p>



<p class="wp-block-paragraph">“It would be imprudent and irresponsible if we didn’t have folks thinking through a broad range of contingencies and possibilities,” Kirby said. “And certainly evacuations are one of those things.”</p>



<p class="wp-block-paragraph">The White House addressed the contingency plans amid growing concerns that the <a href="https://apnews.com/article/israel-hamas-war-palestinians-live-updates-9a0ddf745bde0ffc46921b99ed34fb65" target="_blank" rel="noreferrer noopener">18-day-old Israel-Hamas war</a> could further escalate. The U.S. has advised Israel that postponing a possible ground invasion of Gaza could be helpful as the U.S. and other partners in the region try to secure the release of more than 200 hostages who were captured in the Oct. 7 attack on Hamas soil. The contingency planning was first reported by The Washington Post.</p>



<p class="wp-block-paragraph">“The Israelis are making their own decisions,” Biden said Tuesday night when asked whether he has asked Israel to hold off on its expected ground offensive.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/hub/joe-biden" target="_blank" rel="noreferrer noopener">President Joe Biden</a>&nbsp;and Saudi Arabian Crown Prince Mohammed bin Salman spoke by phone on Tuesday about the deteriorating situation. It was the two leaders’ first interaction since before the Hamas attack on Israel.</p>



<p class="wp-block-paragraph">Biden and the crown prince spoke about “efforts to deter state and non-state actors from widening the conflict between Israel and Hamas,” according to the White House. Biden administration officials have repeatedly warned Iran not to become involved in the conflict. U.S. forces in the region over the last few days have come under repeated attacks that the Pentagon has said were likely endorsed by Iran, which is the chief sponsor of Hamas, the Hezbollah militant group in Lebanon, as well as militant groups in Iraq and Yemen.</p>



<p class="wp-block-paragraph">“The two leaders agreed on pursuing broader diplomatic efforts to maintain stability across the region and prevent the conflict from expanding,” the White House added.</p>



<p class="wp-block-paragraph">At the Pentagon, Brig. Gen. Pat Ryder said the U.S. is preparing for an increase in violence, noting that there have already been at least 13 attacks against troops and installations in Iraq and Syria.</p>



<p class="wp-block-paragraph">“What we are seeing is the prospect for more significant escalation against U.S. forces and personnel across the region in the very near term coming from Iranian proxy forces and ultimately from Iran,” said Ryder, the Pentagon’s press secretary.</p>



<p class="wp-block-paragraph">He added that the U.S. won’t hesitate to take action if needed to protect its forces and interests in the region.</p>



<p class="wp-block-paragraph">Biden said last week he believed that&nbsp;<a href="https://apnews.com/article/israel-palestinians-gaza-hamas-rockets-airstrikes-tel-aviv-11fb98655c256d54ecb5329284fc37d2" target="_blank" rel="noreferrer noopener">Hamas was motivated to attack Israel</a>&nbsp;in part by a desire to stop that country from normalizing relations with Saudi Arabia.</p>



<p class="wp-block-paragraph">“One of the reasons &#8230; why Hamas moved on Israel, is because they knew I was about to sit down with the Saudis,”&nbsp;<a href="https://apnews.com/article/biden-israel-hamas-saudi-arabia-war-1c376cf1497acd0df05a98721bf88fae" target="_blank" rel="noreferrer noopener">Biden said at a campaign fundraiser.</a>&nbsp;The U.S. president said he thinks Hamas militants launched their deadly assault on Oct. 7 because “guess what? The Saudis wanted to recognize Israel” and were near being able to formally do so.</p>



<p class="wp-block-paragraph">An agreement, which the White House says it continues to pursue, would be a feat of diplomacy that could have enabled broader recognition of Israel by other Arab and Muslim-majority nations that have largely opposed Israel since its creation 75 years ago in a territory where Palestinians have long resided.</p>



<p class="wp-block-paragraph">But talks were interrupted after Hamas militants stormed from the blockaded Gaza Strip where Palestinians live into nearby Israeli towns.</p>



<p class="wp-block-paragraph">Israel sealed off Gaza in response, and Biden told reporters in Washington on Tuesday that humanitarian aid into the territory wasn’t arriving fast enough.</p>



<p class="wp-block-paragraph">Gaza’s 2.3 million people have been running out of food, water, fuel and medicine. The aid convoys allowed into Gaza so far have carried a fraction of what’s needed.</p>



<p class="wp-block-paragraph">The president made his comments to reporters about the speed of aid flowing into Gaza after presenting science and technology awards to several Americans for exemplary achievements that have had a positive impact on the United States.</p>



<p class="wp-block-paragraph">One of the recipients, Sheldon Weinbaum of the City College of New York, wore a “Stop War” button on his suit coat lapel as he received his medal from Biden.</p>



<p class="wp-block-paragraph">Biden suggested the ceremony was a welcome break from the grim news coming out of the Middle East.</p>



<p class="wp-block-paragraph">“This is a happy occasion,” Biden said at the start of the White House ceremony. “We need some more happy occasions.”</p>



<p class="wp-block-paragraph">The war is the deadliest of five Gaza wars for both sides. The Hamas-run Health Ministry said at least 5,791 Palestinians have been killed and 16,297 wounded. In the occupied West Bank, 96 Palestinians have been killed and 1,650 wounded in violence and Israeli raids since Oct. 7.</p>



<p class="wp-block-paragraph">“This is war. It is combat. It is bloody, it is ugly, and it’s going to be messy,” Kirby said. “I wish I could tell you something different. I wish that that wasn’t going to happen.”</p>



<p class="wp-block-paragraph">Ryder said several new force protection measures are now underway, including the deployment of air defense systems. He said a Terminal High Altitude Area Defense (THAAD) battery and additional Patriot missile battalions have begun to move to undisclosed locations in the Middle East.</p>



<p class="wp-block-paragraph">The THAAD is being sent from Fort Bliss, Texas, and the Patriot battalions are from Fort Liberty in North Carolina and Fort Sill in Oklahoma.</p>



<p class="wp-block-paragraph">Ryder also said that additional forces have moved into the Middle East. He said the New Jersey Air National Guard’s 119 Expeditionary Fighter Squadron, with its F-16 fighter jets, arrived Tuesday, but officials would not say where exactly it went.</p>

<p class="wp-block-paragraph">JERUSALEM (AP) — President Joe Biden on Wednesday opened his first visit to the Mideast since taking office by offering anxious Israeli leaders strong reassurances of his determination to stop&nbsp;<a class="" href="https://apnews.com/article/middle-east-iran-nuclear-united-nations-51cb62796ace2c64ba9278197d9b5464">Iran’s growing nuclear program,</a>&nbsp;saying he’d be willing to use force as a “last resort.”</p>



<p class="wp-block-paragraph">The president’s comments came in an interview with Israel’s Channel 12 taped before he left Washington and broadcast Wednesday, hours after the country’s political leaders welcomed him with a red-carpet arrival ceremony at the Tel Aviv airport.</p>



<p class="wp-block-paragraph">“The only thing worse than the Iran that exists now is an Iran with nuclear weapons,” Biden said. Asked about using military force against Iran, Biden said, “If that was the last resort, yes.”</p>



<p class="wp-block-paragraph">U.S. ally Israel considers Iran to be its greatest enemy, citing its nuclear program, its calls for Israel’s destruction and its support for hostile militant groups across the region.</p>



<p class="wp-block-paragraph">The U.S. and Israel are expected Thursday to unveil a joint declaration cementing their close military ties and strengthening past calls to take military action to halt Iran’s nuclear program. A senior Israeli official said before Biden arrived that both countries would commit to “using all elements of their national power against the Iranian nuclear threat.” The official spoke on condition of anonymity pending the formal release of the statement.</p>



<p class="wp-block-paragraph">Israeli leaders made clear as they marked Biden’s arrival that Iran’s nuclear program was the top item on their agenda.</p>



<p class="wp-block-paragraph">“We will discuss the need to renew a strong global coalition that will stop the Iranian nuclear program,” said Israeli Prime Minister Yair Lapid, as he greeted the Democratic president at the airport ceremony in Tel Aviv.</p>



<p class="wp-block-paragraph">Biden said he would not remove Iran’s Islamic Revolutionary Guard Corps from the U.S. list of terrorist organizations, even if that kept Iran from rejoining the Iran nuclear deal.</p>



<p class="wp-block-paragraph">Sanctions on the IRGC, which has carried out regional attacks, have been a sticking point in negotiations to bring Iran back into compliance with the agreement meant to keep it from having a nuclear weapon. Iran announced last week that it has enriched uranium to 60% purity, a technical step away from weapons-grade quality.</p>



<p class="wp-block-paragraph">Iran insists its program is for peaceful purposes, though United Nations experts and Western intelligence agencies say Iran had an organized military nuclear program through 2003.</p>



<p class="wp-block-paragraph">Biden’s visit to Israel follows the collapse of a coalition-led government headed by Naftali Bennett. The president was greeted by Lapid, the caretaker prime minister who is hoping to hang on to power when Israelis hold their fifth election in three years this fall.</p>



<p class="wp-block-paragraph">Lapid reminded Biden of when they first met roughly eight years earlier. Biden was vice president and Lapid was finance minister.</p>



<p class="wp-block-paragraph">“You said to me, ‘If only I had hair like yours, I would be president’ to which I answered, ’And if only I had your height, I would be Prime Minister,” Lapid said.</p>



<p class="wp-block-paragraph">Biden made reviving the Iran nuclear deal, brokered by Barack Obama in 2015 and&nbsp;<a class="" href="https://apnews.com/article/north-america-donald-trump-ap-top-news-politics-iran-cead755353a1455bbef08ef289448994">abandoned by Donald Trump in 2018</a>, a key priority as he entered office. Biden said Trump made a “gigantic mistake” by withdrawing the U.S. from the Iran nuclear deal.</p>



<p class="wp-block-paragraph">“There are those who thought with the last administration we sort of walked away from the Middle East, that we were going to create a vacuum that China and or Russia would fill, and we can’t let that happen,” he said.</p>



<p class="wp-block-paragraph">But indirect talks for the U.S. to reenter the deal&nbsp;<a class="" href="https://apnews.com/article/politics-iran-dubai-nuclear-united-arab-emirates-cb297fc7bbe0f59acf5b20cdefe352a7">have stalled</a>&nbsp;as Iran has&nbsp;<a class="" href="https://apnews.com/article/middle-east-iran-nuclear-united-nations-51cb62796ace2c64ba9278197d9b5464">made rapid gains</a>&nbsp;in developing its nuclear program. That’s left the Biden administration increasingly pessimistic about resurrecting the deal, which placed significant restrictions on Iran’s nuclear program in exchange for sanctions relief.</p>



<p class="wp-block-paragraph">At the airport, Israeli President Isaac Herzog thanked Biden for championing Israel during his more than 50 years in public office. He then reminded the U.S. president of the “security challenges emanating directly from Iran and its proxies, threatening Israel and its neighbors and endangering our region.”</p>



<p class="wp-block-paragraph">Israelis seemed determined to underscore the imminent threat from Iran. Soon after he arrived, Biden was briefed on the country’s “Iron Dome” and&nbsp;<a class="" href="https://apnews.com/article/technology-business-naftali-bennett-israel-middle-east-946f3744cfb6afd59a6ce1b053999ae1">new “Iron Beam” missile defense systems.</a></p>



<p class="wp-block-paragraph">The president later visited the&nbsp;<a class="" href="https://apnews.com/article/middle-east-international-news-israel-ap-top-news-f9158489b5c24b0c80473e8f2fc329dc">Yad Vashem</a>&nbsp;memorial to Holocaust victims in Jerusalem.</p>



<p class="wp-block-paragraph">Biden, wearing a skullcap, was invited to rekindle the eternal flame in the memorial’s Hall of Remembrance. Two Marines placed a wreath on the stone crypt containing the ashes of Holocaust victims and Biden listened as a cantor recited the remembrance prayer.</p>



<p class="wp-block-paragraph">He then greeted two Holocaust survivors, kissing the women on their cheeks. His eyes welled with tears as he chatted with them.</p>



<p class="wp-block-paragraph">“My mother would say ’God love you, dear,’” Biden told the women.</p>



<p class="wp-block-paragraph">One of the survivors, Rena Quint, 86, later said she told Biden how her mother and brothers were killed in a death camp. Quint, who was born in Poland, said she was reunited with her father in a male slave labor factory, where she pretended to be a boy. Her father also was murdered. She later was adopted by a childless Jewish couple after she arrived in the United States in 1946.</p>



<p class="wp-block-paragraph">“Did you see the president hug me?” she asked “He asked permission to kiss me and he kept on holding my hand and we were told not to touch him.”</p>



<p class="wp-block-paragraph">Biden is set to meet Thursday with Israeli officials, including Lapid, Herzog and opposition leader and former Prime Minister Benjamin Netanyahu. He’ll meet Friday Friday with Palestinian officials.</p>



<p class="wp-block-paragraph">Biden said he will emphasize in talks with Israeli and Palestinian leaders his continued support for a two-state solution to the Israeli-Palestinian conflict, but acknowledged that outcome likely wouldn’t be feasible “in the near term.”</p>



<p class="wp-block-paragraph">He maintained that a two-state solution is the best way to ensure a “future of equal measure of freedom, prosperity and democracy for Israelis and Palestinians alike.” His national security adviser, Jake Sullivan, said Biden would not offer any proposals during the trip aimed at restarting talks.</p>



<p class="wp-block-paragraph">The White House has also been frustrated with repeated Iran-sponsored&nbsp;<a class="" href="https://apnews.com/article/politics-israel-middle-east-iraq-iran-5c6273b14cc07ef68c6a5f4b57645647">attacks on U.S. troops based in Iraq</a>, though the administration says the frequency of such attacks has dropped precipitously over the last two years. Tehran also backs the rebel Houthis in a bloody war with the Saudis in Yemen.&nbsp;<a class="" href="https://apnews.com/article/united-nations-yemen-middle-east-35773313fc24f039977c670376818077">A U.N.-brokered cease-fire</a>&nbsp;has been in place for more than four months, a fragile peace in a war that began in 2015.</p>



<p class="wp-block-paragraph">Sullivan said this week that the administration believes Russia is&nbsp;<a class="" href="https://apnews.com/article/russia-ukraine-biden-iran-jake-sullivan-4a9f1b2749893d8f1ed9f039869cf119">turning to Iran</a>&nbsp;to provide it with hundreds of unmanned aerial vehicles, including weapons-capable drones, for use in&nbsp;<a class="" href="https://apnews.com/hub/russia-ukraine">its ongoing war in Ukraine</a>. Sullivan said Wednesday that Iranians showing a willingness to assist Russia is something that should be of great concern to the Israelis, Saudis and other Gulf allies that Biden will be meeting with this week.</p>



<p class="wp-block-paragraph">“We think that this is of interest, to put it mildly, to countries we will be visiting on this trip,” Sullivan said.</p>

<p class="wp-block-paragraph">WASHINGTON (AP) — As the Pentagon pulls troops out of the Middle East in the coming weeks, under orders from President Donald Trump, U.S. military leaders are working to find other ways to deter potential attacks by Iran and its proxies, and to counter arguments that America is abandoning the region.</p>



<p class="wp-block-paragraph">A senior U.S. military official with knowledge of the region said Monday that Iran may try to take advantage of America&#8217;s troop withdrawals from Iraq and Afghanistan, and the planned departure of the aircraft carrier USS Nimitz from the Arabian Gulf.</p>



<p class="wp-block-paragraph">The official said as a result military leaders have determined that based on the security situation in the region, the Nimitz must remain there now and “for some time to come.” In addition, the official said an additional fighter jet squadron may also be sent to the region, if needed.</p>



<p class="wp-block-paragraph">The Nimitz left the Gulf region and was set to begin heading home. But the ship was ordered to return last week to provide additional security while the troop withdrawals from Iraq and Afghanistan continue. A U.S. defense official said at the time that the decision would ensure that American troops could deter any adversary from taking action against U.S. forces. No timeline was given, but the U.S. military official speaking Monday made it clear that the change is open-ended, and it&#8217;s not clear when the ship&#8217;s crew will return home.</p>



<p class="wp-block-paragraph">The potential Iranian threat has become an increasing concern in recent weeks following the assassination of Iranian nuclear scientist Mohsen Fakhrizadeh. Iran has blamed the death on Israel, which has been suspected in previous killings of Iranian nuclear scientists. U.S. officials are also worried about a possible Iranian retaliatory strike on the first anniversary of the U.S. airstrike that killed Iran’s top general, Qassim Soleimani, and senior Iraqi militia leaders near Baghdad’s airport in early January.</p>



<p class="wp-block-paragraph">The military official said the U.S. is aware of Iranian attack planning and threats, and that some are more mature, while others are aspirational. A key worry, he said, is that Iranian-backed militias in Iraq may be willing to act even without the blessings or direction of Tehran.</p>



<p class="wp-block-paragraph">The presence of the Nimitz, said the official, may cause Iran or the militias to rethink a possible attack.</p>



<p class="wp-block-paragraph">The Pentagon is mindful of the impact of the extended deployment on the Nimitz sailors and on the Navy&#8217;s plan for the ship’s maintenance, said the military official, who spoke to a small number of reporters on condition of anonymity to discuss ongoing troop deliberations.</p>



<p class="wp-block-paragraph">The Pentagon announced last month that the U.S. will reduce troop levels in Iraq and Afghanistan by mid-January, asserting that the decision fulfills Trump’s pledge to bring forces home from America’s long wars. Under the accelerated pullout, the U.S. will cut the number of troops in Afghanistan from more than 4,500 to 2,500, and in Iraq from about 3,000 to 2,500.</p>



<p class="wp-block-paragraph">Postponing the return of the Nimitz, however, will keep between 5,000-7,000 sailors and Marines in the Middle East, likely into next year. Other ships in the Nimitz strike group may remain with the carrier.</p>



<p class="wp-block-paragraph">The military official said that the Pentagon will look at other ways to make up for the loss of the Nimitz when the carrier does leave the region.</p>



<p class="wp-block-paragraph">Trump&#8217;s troop withdrawal decision got a cool reception from <a href="https://www.gop.com/">Republican</a> lawmakers and allies, who warned of the dangers of reducing forces before security conditions are right. And it came despite arguments from senior military officials who favor a slower pullout to preserve hard-fought gains.</p>



<p class="wp-block-paragraph">Marine Gen. Frank McKenzie, top U.S. commander for the Middle East, has long argued for a consistent aircraft carrier presence in the Gulf region to deter Iran.</p>



<p class="wp-block-paragraph">Visiting the aircraft carrier USS Harry S. Truman in the North Arabian Sea in February, McKenzie told the sailors: “You’re here because we don’t want a war with Iran and nothing makes a potential adversary think twice about war than the presence of an aircraft carrier and the strike group that comes with it.”</p>



<p class="wp-block-paragraph">Despite widespread demands for <a href="https://www.navy.mil/">U.S. Navy</a> ships in other parts of the world, McKenzie requested and received a much larger than usual naval presence in the Middle East region throughout the early part of this year. But over time, the numbers have declined, in recognition of the Pentagon&#8217;s effort to put more emphasis on China and the Indo-Pacific.</p>
