<p class="wp-block-paragraph">On Tuesday, July 4, 2023, about 6:53 AM, deputies from Riverside County Sheriff’s Offi<a href="https://www.riversidesheriff.org/745/Moreno-Valley-Station">ce Moreno Valley Station</a> responded to a major injury traffic collision near the intersection of Iris Avenue x Perris Boulevard in the city of Moreno Valley.  Deputies arrived within minutes and located a collision involving a black Dodge pickup truck and an unidentified adult male pedestrian. The pedestrian suffered major injuries and life saving measures were performed. The pedestrian was transported to a local hospital where he later succumbed to his injuries. The driver of the vehicle remained at the scene. It did not appear alcohol or drugs were a factor in this collision.</p>



<p class="wp-block-paragraph">The Moreno Valley Traffic Reconstruction Team responded to the location and assumed the investigation. The investigation is ongoing.</p>

<p class="wp-block-paragraph">On April 14, 2023 about 11:22 PM, deputies from <a href="https://www.riversidesheriff.org/745/Moreno-Valley-Station">the Moreno Valley Station</a> of the Riverside County Sheriff’s Office, responded to the report of a major-injury traffic collision on Day Street, south of Box Springs Road, in the city of Moreno Valley. Deputies arrived on-scene to find the collision involved a white Volkswagen Passat and a pedestrian, who was found unresponsive in the roadway. Personnel from CalFire and America Medical Response responded to provide medical treatment for the pedestrian; after which, the pedestrian was transported to a local area hospital for further treatment.</p>



<p class="wp-block-paragraph">The Moreno Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation. The preliminary investigation revealed the Volkswagen was traveling northbound on Day Street towards Box Springs Road, when the pedestrian suddenly entered the roadway. The pedestrian was seen running eastbound across Day Street and entered the path of the Volkswagen. The driver of the Volkswagen attempted to avoid colliding with the pedestrian; however, the pedestrian was struck, resulting in major non-life threatening injuries. The pedestrian remained hospitalized for medical treatment. &nbsp;The driver of the Volkswagen was uninjured and remained at the scene to cooperate with the investigation. At this time, neither intoxication, nor reckless driving appear to be a factor in this collision.</p>



<p class="wp-block-paragraph">The collision investigation and evidence collection required the closure of Day Street, between Box Springs Road and the California 60 Freeway. The identities of the involved parties will not be released pending further investigation.</p>

<p class="wp-block-paragraph">On August 19, 2022, about 8:34 PM, deputies from <a href="https://www.riversidesheriff.org/745/Moreno-Valley-Station">the Moreno Valley Station</a> responded to the report of a major-injury traffic collision on Alessandro Boulevard near the intersection of Elsworth Street in the city of Moreno Valley. Deputies arrived on-scene to find the collision involved a silver, 2019 Toyota Tacoma and a pedestrian pushing a shopping cart. The pedestrian was found lying in the roadway without a pulse and suffering from traumatic life-threatening injuries. Despite the life-saving measures attempted by CalFire personnel, the pedestrian was declared deceased at the scene. The driver of the Toyota was located uninjured at the collision site and cooperated with the investigation.</p>



<p class="wp-block-paragraph">The Moreno Valley Traffic Collision Reconstruction Team responded to the scene and assumed the investigation. The preliminary investigation revealed the Toyota was traveling eastbound on Alessandro Boulevard as the pedestrian was pushing the shopping cart southbound across the street, mid-block between Elsworth Street and Veterans Way. The Toyota attempted to stop, but subsequently struck the pedestrian as he crossed in front of him.</p>



<p class="wp-block-paragraph">The identity of the involved parties will not be released pending further investigation and notification to the next of kin. Drugs and/or alcohol do not appear to be a factor in this collision.</p>



<p class="wp-block-paragraph">The collision investigation required the closure of eastbound Alessandro Boulevard between Elsworth Street and Veterans Way for scene processing and evidence collection.</p>

<p class="wp-block-paragraph">On October 11, 2021, about 7:22 AM, deputies from the <a href="https://www.riversidesheriff.org/">Riverside County Sheriff’s Department</a>, Moreno Valley Station, responded to the report of a major-injury traffic collision on Box Springs Road, east of Clark Street, in the city of Moreno Valley. Deputies arrived on-scene to find a pedestrian laying in the roadway suffering from severe, life-threatening injuries after being struck by a tow truck. <p class="wp-block-paragraph">The <a href="https://www.riversidesheriff.org/745/Moreno-Valley-Station">Moreno Valley Sheriff’s Station</a> Traffic Collision Reconstruction Team responded to the scene and assumed the investigation. Information obtained during the investigation revealed the tow truck was turning left onto eastbound Box Springs Road from a nearby apartment complex, just as the pedestrian was crossing the roadway northbound from the south curbline. As the tow truck continued the turn onto eastbound Box Springs Road, the driver’s vision was reported to have been obstructed by sunlight, resulting in the tow truck colliding with the pedestrian, who was walking or standing in the middle of the roadway. The traffic collision occurred at a location without designated crosswalks and away from controlled intersections.</p>



<p class="wp-block-paragraph">The identities of the involved parties will not be released at this time pending further investigation; however, the deceased pedestrian was identified as 69-year-old Primitivo Martinez, of Moreno Valley, following a notification to the next of kin. At this time, intoxication does not appear to be a factor in this traffic collision. Due to the extensive cleanup required, a temporary, but long-term closure of Box Springs Road, from Clark Street to Day Street, was established.</p>

<p class="wp-block-paragraph">Riverside County Sheriff’s department will conduct a bicycle and pedestrian safety operation July 26, 2021 from 6:00 a.m. to 2:00 p.m. aimed at keeping people out exercising or enjoying the outdoors safe.</p>



<p class="wp-block-paragraph">The Riverside County Sheriff’s department recognizes the need to protect the public by looking for violations made by bicyclists, drivers and pedestrians that make roads unsafe. </p>



<p class="wp-block-paragraph">These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals or any other traffic violation by bike riders or pedestrians. </p>



<p class="wp-block-paragraph">The safety of bicyclists and pedestrians remains a top priority for the Riverside County Sheriff’s department. So far this year, the Riverside County Sheriff’s department has investigated 12 injury collisions involving bicyclists and pedestrians. </p>



<p class="wp-block-paragraph">To keep you and your family safe, <a href="https://www.riversidesheriff.org/">the Riverside County Sheriff’s department</a> offers the following tips when out biking, driving or walking: </p>



<p class="wp-block-paragraph">PEDESTRIANS </p>



<p class="wp-block-paragraph">Only cross at marked crosswalks or intersections with a stop sign or signal. </p>



<p class="wp-block-paragraph">Look for cars backing up. </p>



<p class="wp-block-paragraph">Avoid going between parked cars. </p>



<p class="wp-block-paragraph">Make eye contact with drivers. </p>



<p class="wp-block-paragraph">Don’t assume they see you. </p>



<p class="wp-block-paragraph">Wear bright clothing during the day and use a flashlight when walking at night. </p>



<p class="wp-block-paragraph">DRIVERS </p>



<p class="wp-block-paragraph">Wait for pedestrians to cross the street. </p>



<p class="wp-block-paragraph">Be courteous and patient. </p>



<p class="wp-block-paragraph">Stay off the phone. </p>



<p class="wp-block-paragraph">No speeding. Speed limits are not suggestions. </p>



<p class="wp-block-paragraph">Look for pedestrians when backing up, turning at intersections or entering/exiting shopping centers. </p>



<p class="wp-block-paragraph">BICYCLISTS </p>



<p class="wp-block-paragraph">Always wear a helmet. Helmets are required by law for anyone under 18. </p>



<p class="wp-block-paragraph">Bicyclists must travel in the same direction of traffic and have the same requirements as any slow moving vehicle.</p>

Upon arrival, deputies discovered the collision involved a vehicle versus an adult male pedestrian. The pedestrian was transported to a local hospital with significant injuries. The vehicle driver was questioned at the scene and it did not appear alcohol or drugs were a factor in this collision, but the investigation is on-going.</p>



<p class="wp-block-paragraph">The Moreno Valley Traffic Reconstruction Team assumed the investigation. Preliminary investigation indicates the pedestrian was crossing Perris Blvd. and crossed into the path of a vehicle. The roadway was closed for approximately three hours for the scene investigation.</p>

<p class="has-text-align-right wp-block-paragraph">(<em>Fatal Hit and Run)</em></p>



<p class="wp-block-paragraph">On Sunday, June 21, 2020, at about 2:00 AM, deputies from the <a href="https://www.riversidesheriff.org/745/Moreno-Valley-Station">Moreno Valley Sheriff’s Station</a> responded to a report of a pedestrian down in the middle of the roadway on Fir Avenue near Cognac Lane, Moreno Valley. Deputies arrived and located a severely injured pedestrian in the roadway. The pedestrian appeared to have been struck by a vehicle. The pedestrian was transported to a local area hospital with major injuries.</p>



<p class="wp-block-paragraph">The pedestrian later succumbed to the injuries sustained after being struck by a vehicle. The identity of the pedestrian will not be release at this time, pending the Coroner’s notification.</p>



<p class="wp-block-paragraph">Traffic on Fir Avenue was blocked/diverted during the investigation. Fir Avenue was reopened at 5:00 AM.</p>



<p class="wp-block-paragraph">It is unknown if drugs and/or alcohol are a factor at this time.</p>

<p class="has-drop-cap wp-block-paragraph">If you drive on Florida Avenue any time of the day or night, you are placing both your life and insurance coverage into the hands of pedestrians who wouldn&#8217;t know a crosswalk from outer space. Drive east or west on Florida Avenue and up to half a dozen or more pedestrians will walk across the street in front of you not looking either way for approaching vehicles.</p>



<p class="wp-block-paragraph">Certain vehicle laws apply specifically to pedestrians, i.e.,<br> Section 219954: P<strong>EDESTRIANS OUTSIDE CROSSWALKS:</strong><br> (a) Every pedestrian upon a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway so near as to constitute an immediate hazard.</p>



<p class="wp-block-paragraph">Section 21955 <strong>CROSSING BETWEEN CONTROLLED INTERSECTIONS</strong><br> Between adjacent intersections controlled by traffic control signal devices or by police officers, pedestrians shall not cross the roadway at any place except in a crosswalk.</p>



<p class="wp-block-paragraph">Section 21956 <strong>PEDESTRIAN ON ROADWAY</strong><br> (a) No pedestrian may walk upon any roadway outside of a business or residence district otherwise than close to his or her left-hand edge of the road.</p>



<p class="wp-block-paragraph">It goes without saying that the driver of a vehicle shall yield the right of way to any pedestrian approaching thereon. Drivers do not ordinarily aim to run a pedestrian down, but all too often a pedestrian will challenge a 3500-pound piece of metal and become an accident victim despite all the rules.</p>



<p class="wp-block-paragraph"><strong>Why do pedestrians do that, you ask?</strong><br> Because a jaywalker adapts him or herself to the habit or is in a hurry or simply expects some angel from above will stop an oncoming vehicle from seriously harming or even killing them.</p>



<p class="wp-block-paragraph">Then there is another reason. A new game has been developed on Florida Avenue, especially around Weston Park on the near east side of town. Some idiot will jump off the sidewalk at a vehicle slowing passing in the curb lane and hope to do an easy bounce off, go to the E.R. and then call the first ambulance chaser lawyer in hopes of ripping off your insurance company. This is a dangerous game but it quite popular in Hemet.</p>



<p class="wp-block-paragraph">You say, there was a witness who said it wasn&#8217;t my fault. That should exonerate you of blame. Good luck with that one. If you ever so much as had a simple ticket for jumping the yellow light it will be held against you by the so-called victim&#8217;s lawyer in a courtroom.</p>



<p class="wp-block-paragraph">I questioned an insurance agent in the home office of a major personal insurance carrier and was told, &#8220;The suits in the executive offices don&#8217;t trust juries in personal injury cases when it comes to being hit by a car or truck. They will pay off because a jury might feel sympathy for the plaintiff and bring back a million-dollar verdict because the so-called victim seemed believable. Indurate companies don&#8217;t like to take chances.</p>



<p class="wp-block-paragraph">So, the next time you see someone standing in the middle of a street gazing ever so longingly at the other side, that person may be playing the game, or perhaps it is someone not even thinking of profiteering at your expense. No sir. They may just be giving themselves the right of way with rolling traffic be damned. So be forewarned.</p>
