A man accused of fatally beating a 33-year-old transient during a confrontation near downtown Riverside is slated to be arraigned Friday on a charge of first-degree murder.

Rayjai Watters, 23, of Riverside was arrested in December following a Riverside Police Department investigation into the slaying of Richard Castaneda.

Watters is due to appear before Riverside County Superior Court Judge Gary Polk at the Riverside Hall of Justice Friday morning.

The defendant is being held in lieu of $1 million bail at the Robert Presley Jail.

According to police spokesman Officer Ryan Railsback, the alleged attack happened just before 7 a.m. on Nov. 28 in the 5900 block of Magnolia Avenue, near Jurupa Avenue, in an area known as the “Woods Streets.”

Railsback alleged there was an unspecified conflict which led to an “unprovoked and brutal attack” perpetrated by Watters against Castaneda, who was homeless.

The victim was severely beaten about the head with an undisclosed instrument, after which Watters allegedly fled the location, according to Railsback.

He said first responders arrived minutes later and discovered Castaneda unconscious with major trauma. The victim was taken to nearby Riverside Community Hospital, where he lingered in a coma until his death on Dec. 4.

Robbery-Homicide Unit detectives soon identified Watters as the alleged assailant and obtained a warrant for his arrest. He was taken into custody without incident on Dec. 8 along Iowa Avenue and transported to the downtown jail.

The defendant has no documented prior felony convictions in Riverside County.

A jury is slated to be seated Monday for the retrial of a convicted felon accused of gunning down a 39-year-old San Jacinto man after the victim slapped him during an argument.

Melvin Mario James Landry, 42, of San Jacinto allegedly killed Gilbert Wah in 2020.

A Banning jury deliberated two days in January before deadlocking, after which Riverside County Superior Court Judge Rene Navarro declared a mistrial.

The case was transferred a week ago from the Banning Justice Center to the Riverside Hall of Justice, where Superior Court Judge Bernard Schwartz began summoning panels of prospective jurors for screening as to their availability and qualifications.

The judge is expected to swear in a panel Monday afternoon, with opening statements possible Tuesday morning.

Landry, who is being held in lieu of $1 million bail at the Robert Presley Jail, is charged with murder and sentence-enhancing gun and great bodily injury allegations.

According to a trial brief filed by the prosecution, on the night of July 23, 2020, Wah, his wife, Octavia Wah, and Landry got together at the victim’s house at 801 S. Camino Los Banos to “drink alcohol and smoke marijuana.”

The defense said in its brief Landry was in the midst of a divorce from his wife, Sylvia Joshua, because “he was caught cheating” on her. He was also suffering depression from the recent death of his mother and was upset that his sister had moved out of the area.

As he, the victim and Octavia Wah drank and smoked long into the night, tensions escalated due to Gilbert Wah’s references to Landry as a “pussy” and “bitch” — demeaning terms used to describe the defendant’s relationship with his wife, according to the prosecution’s brief.

Shortly after 3 a.m. on July 24, Wah became aggressive, slapping Landry across the face, the brief stated.

The defendant did not hit back, but instead went to his Dodge Durango pickup parked in front of the house, grabbed a semiautomatic handgun, then returned to the house and confronted Wah, firing a single shot into his heart, prosecutors allege.

The victim died on the spot.

His wife struck Landry and attempted to stop him from leaving, but he got away from her in his pickup. She called 911, and patrol deputies converged on the location.

Sheriff’s Sgt. Ken Thurm said as personnel were gearing up to begin a search, Landry “returned to the scene and surrendered.”

Court records show the defendant has a prior misdemeanor conviction in Riverside County for driving under the influence. He has a felony conviction in another jurisdiction, but the offense wasn’t listed.

Court papers indicated Wah, too, had a record, including battery on a peace officer in another state, as well as a fraud conviction locally.

SAN JACINTO, CA — A man accused of gunning down a 31-year-old San Jacinto woman and trying to kill her companion in a premeditated attack nearly seven years ago pleaded not guilty Friday to first-degree murder and other charges.

Daniel Antonio Cortez Acevedo, 27, of San Jacinto allegedly killed Anna Meza for undisclosed reasons in 2017.

Along with murder, Acevedo is charged with attempted murder, a special-circumstance allegation of lying in wait and sentence-enhancing gun and great bodily injury allegations.

The defendant was arraigned before Riverside County Superior Court Judge Francisco Navarro, who scheduled a felony settlement conference for June 7 at the Banning Justice Center.

Acevedo is being held on $1 million bail at the Robert Presley Jail in Riverside.

Sheriff’s Sgt. Jesse Martinez said the identity of Meza’s alleged killer required a “lengthy investigation” by Central Homicide Unit detectives.

The victim was walking with a man identified in court documents only as “J.M.” in the 100 block of North Dillon Avenue, near Main Street, on the afternoon of Nov. 12, 2017, when Acevedo allegedly approached them and pulled a .38-caliber semiautomatic pistol, opening fire, according to investigators and prosecutors.

Meza was shot to death in the street. J.M. was not wounded.

The assailant, then unknown, fled the scene.

Investigators initially had little information on the circumstances and asked for the public’s assistance, but few clues surfaced.

Martinez did not disclose what detectives uncovered that finally led them to Acevedo, or why he allegedly targeted the victims.

He was taken into custody without incident following a traffic stop in San Jacinto on April 12.

Court records show the defendant has a prior misdemeanor conviction for unlawful possession of a firearm.
