<p class="wp-block-paragraph"><a href="https://calmatters.org/justice/2025/07/la-immigration-restraining-order/">Blocked for now by a federal court order</a>&nbsp;from sending warrantless roving immigration patrols through Los Angeles and six other Southern California counties, U.S. agents on Thursday&nbsp;<a href="https://calmatters.org/justice/2025/07/sacramento-border-patrol-raids/">moved their sweeps north to Sacramento</a>.</p>



<p class="wp-block-paragraph">Border Patrol section chief&nbsp;<a href="https://calmatters.org/investigation/2025/06/los-angeles-border-patrol-chief/">Gregory Bovino</a>&nbsp;made it abundantly clear that the point of the operation at a Home Depot parking lot in South Sacramento was embodied in the same word, the same concept, as the round-ups in Los Angeles. They are about “sanctuary.”</p>



<p class="wp-block-paragraph">It is a word that has clearly gotten under Bovino’s skin, just as it has gotten under the skin of immigration opponents in the White House and the Capitol.&nbsp;</p>



<p class="wp-block-paragraph">“There is no sanctuary city,”&nbsp;<a href="https://x.com/BillMelugin_/status/1945902933813690454" target="_blank" rel="noreferrer noopener">Bovino told Fox News</a>. “Sacramento is not a sanctuary city. The state of California is not a sanctuary state. There is no sanctuary anywhere.”</p>



<p class="wp-block-paragraph">If by that he meant that no jurisdiction can protect residents from federal immigration law, he is of course correct. The Constitution’s Supremacy Clause leaves no doubt about that. States, counties and cities that describe themselves as sanctuaries are engaging in recklessly misleading political marketing. Their laws at most prevent local police from&nbsp;<a href="https://calmatters.org/justice/2025/01/california-sanctuary-state/">questioning suspects about their immigration status</a>, for example, or block jailers from holding inmates past their release dates so the feds can get them.</p>



<p class="wp-block-paragraph">But the federal government’s contempt for sanctuary appears to go well beyond the modest if over-sold local policies. Their actions and statements demonstrate that they respect no sanctuary, no refuge, no protection in the very things they purport to be guarding: the law, the Constitution, the American people, and their safety, values and sovereignty.</p>



<p class="wp-block-paragraph">District Judge Maame Ewusi-Mensah Frimpong’s blistering&nbsp;<a href="https://storage.courtlistener.com/recap/gov.uscourts.cacd.975351/gov.uscourts.cacd.975351.87.0.pdf" target="_blank" rel="noreferrer noopener">July 11 order</a>, which the administration has appealed, lays out the frightening details of a government that has turned hard-won American freedoms inside out.</p>



<p class="wp-block-paragraph">In this country, unlike most others in the world, the people are free to go about their business without having to show their papers to government agents on demand, absent probable cause to believe they have committed a crime, or at least sufficient suspicion to ask them questions. Those same agents, by contrast, must identify themselves, and not merely by brandishing their guns. They must be clearly distinguishable in action and appearance from crooks of the sort who kidnap residents of third-world countries. Here there is no army of secret police. There are no roving bands of quasi-military thugs.</p>



<p class="wp-block-paragraph">Until now. Border Patrol and ICE agents in&nbsp;<a href="https://calmatters.org/commentary/2025/06/ice-san-diego-foreshadowed-protests/">San Diego</a>, Los Angeles, Orange and&nbsp;<a href="https://www.latimes.com/california/story/2025-07-10/federal-immigration-sweep-ventura-county-farms" target="_blank" rel="noreferrer noopener">Ventura</a>&nbsp;counties, and now in Sacramento,&nbsp;<a href="https://calmatters.org/justice/2025/07/immigration-raids-who/">hide their faces</a>, tint their car windows, remove their license plates, cover their badges, ignore requests for identification, and&nbsp;<a href="https://calmatters.org/investigation/2025/07/patterns-in-california-immigration-raids/">target people based on where they work</a>&nbsp;and&nbsp;<a href="https://calmatters.org/justice/2025/04/border-patrol-injunction/">how they look</a>.&nbsp;</p>



<p class="wp-block-paragraph">If this conduct is allowed to stand for federal officers, based on the specious argument that they need protection, it is inevitable that all police, perhaps all jailers, prosecutors and judges, will soon hide their faces and do their government work in secret.</p>



<p class="wp-block-paragraph">Agents recognize no sanctuary in the Fourth Amendment’s protection against warrantless search and seizure. They demand at gunpoint that you show your papers and lock you up if they find them unsatisfactory. Frimpong’s order describes a U.S. citizen showing a driver’s license — and then being grabbed anyway after an agent demanded to see a passport.&nbsp;</p>



<p class="wp-block-paragraph">Since when do American citizens have to carry passports?&nbsp;</p>



<p class="wp-block-paragraph">There is no sanctuary in the 14th Amendment’s promise of equal protection or in generations of civil rights struggles, court rulings and policy updates that supposedly swept away racially disparate treatment. Frimpong’s order describes a stop in which agents let a white person walk away but not a nonwhite person. Border “czar” Tom Homan said recently that ICE agents were&nbsp;<a href="https://bsky.app/profile/atrupar.com/post/3ltoyyfr5vt2m" target="_blank" rel="noreferrer noopener">free to stop people based on their appearance</a>.</p>



<p class="wp-block-paragraph">There is no sanctuary in the Sixth Amendment’s right to counsel. The order describes shocking conditions in the basement of the immigration building at 300 N. Los Angeles Street, where captured suspects were so cramped they could not sit or lie down and had no access to lawyers for days.</p>



<p class="wp-block-paragraph">There is no sanctuary in&nbsp;<a href="https://www.sacbee.com/opinion/article309102735.html" target="_blank" rel="noreferrer noopener">courthouses</a>,&nbsp;<a href="https://calmatters.org/california-divide/2025/07/ice-targets-immigrants-church-grounds/">churches</a>, nursing homes or other places where agents grab people without judicial warrants. There is no sanctuary in essential work, such as farm fields, despite President Trump’s&nbsp;<a href="https://www.usatoday.com/story/news/politics/2025/06/20/trump-farmers-migrant-labor/84291870007/" target="_blank" rel="noreferrer noopener">statement</a>&nbsp;that perhaps farmworkers and hotel workers might get a break, because after all, farmers would not hire any murderers. He did not explain why the exemption should cover farmworkers but not, say, kitchen workers.</p>



<p class="wp-block-paragraph">There is no sanctuary, no protection from deportation, even in American citizenship. The Department of Justice is&nbsp;<a href="https://www.npr.org/2025/06/30/nx-s1-5445398/denaturalization-trump-immigration-enforcement" target="_blank" rel="noreferrer noopener">stepping up a program to denaturalize people</a>&nbsp;who were born elsewhere but lawfully go through the citizenship process and take the oath, but who later commit crimes. Such a move creates a second, lesser tier of citizenship, with different standards of conduct and different consequences for the same crimes.&nbsp;</p>



<p class="wp-block-paragraph">Second-tier citizenship was virtually abolished in American society after a century-long post-slavery struggle for equality. Must we countenance its return?</p>



<p class="wp-block-paragraph">But there is no sanctuary even in being born here. The administration is moving to&nbsp;<a href="https://apnews.com/article/birthright-citizenship-trump-immigration-new-hampshire-9d54d8b4a75e350b6a2fe41cb79c1c65" target="_blank" rel="noreferrer noopener">end birthright citizenship</a>, which long has been an unassailable cornerstone of American identity and civil rights. Our leaders are threatening to, for the first time in 60 years, award or deny fundamental rights based not on who you are or what you do, but who your parents were and what they did.</p>



<p class="wp-block-paragraph">So where can sanctuary be found? If not in lines written on the base of the Statue of Liberty, or in the Constitution, or in citizenship or in simple human decency, then where?</p>



<p class="wp-block-paragraph">Is there sanctuary only in&nbsp;<a href="https://www.latintimes.com/dont-you-dare-ever-say-that-again-kristi-noem-threatens-reporter-over-question-ice-racial-587136" target="_blank" rel="noreferrer noopener">skin color</a>? If you’re white, or perhaps if you’re Black, you may be OK. If you are brown, you’d better carry your passport for the rest of your days, and teach your children to carry theirs too. Stay away from Home Depot. Endure stops and questions. Keep your head down. It is the dream of the white supremacist. It is the achievement of the 2017 Charlottesville rally to “Unite the Right.” It is a state of affairs repugnant to the American creed.&nbsp;</p>



<p class="wp-block-paragraph">And the only thing, so far, that keeps it from becoming the new American normal is Judge Frimpong’s emergency order.&nbsp;</p>



<p class="wp-block-paragraph">The government has&nbsp;<a href="https://www.latimes.com/california/story/2025-07-14/doj-ninth-circuit-immigration-appeal" target="_blank" rel="noreferrer noopener">appealed</a>.</p>

<p class="wp-block-paragraph" id="anchor-181aab">White House border czar Tom Homan said Thursday that the Trump administration will continue to conduct&nbsp;<a href="https://www.nbcnews.com/news/us-news/omaha-immigration-workplace-raid-aftermath-rcna212931" target="_blank" rel="noreferrer noopener">immigration raids at worksites</a>, including farms and hotels, but that criminals will be prioritized.</p>



<p class="wp-block-paragraph" id="anchor-cf42bb">Speaking to reporters, he clarified U.S. Immigration and Customs Enforcement&#8217;s policy at worksites after the Department of Homeland Security said this week it was reversing recent guidance that called for a pause on&nbsp;<a href="https://www.ice.gov/news/releases/ice-law-enforcement-partners-arrest-more-80-illegal-aliens-during-worksite" target="_blank" rel="noreferrer noopener">operations at those places</a>.</p>



<p class="wp-block-paragraph" id="anchor-ea8f48">“The message is clear now that we’re going to continue doing worksite enforcement operations, even on farms and hotels, but based on a prioritized basis. Criminals come first,” Homan said.</p>



<p class="wp-block-paragraph" id="anchor-672cc4">The Trump administration is focusing resources on so-called sanctuary cities, he said, because “they knowingly release public safety threats, illegal aliens to the community every day.”</p>



<p class="wp-block-paragraph" id="anchor-d056f5">When asked why ICE directed its agents last week to hold off on investigations of farms and hotels, Homan dodged the question saying, &#8220;Worksite enforcement operations is an important part of the work we do.&#8221;</p>



<p class="wp-block-paragraph" id="anchor-658ea6">Homan said in an interview with Fox Business on Thursday that a lot of worksite enforcement operations are &#8220;based on criminal information, criminal investigations such as forced labor, such as trafficking and such as &#8230; tax fraud and money laundering.&#8221;</p>



<p class="wp-block-paragraph" id="anchor-f96d3c">DHS&#8217; Homeland Security Investigations team&nbsp;<a href="https://www.nbcnews.com/politics/immigration/trump-reversal-may-exempt-farms-hotels-immigration-raids-rcna212958" target="_blank" rel="noreferrer noopener">paused immigration enforcement actions</a>&nbsp;last week at worksites tied to the agriculture industry including meatpacking plants and fisheries, as well as restaurants and hotels, according to an internal policy memo that was sent by a senior ICE official and obtained by NBC News.</p>

<p class="wp-block-paragraph">LAKE ELSINORE, CA — Amid heightened concern that U.S. Immigration and Customs Enforcement agents could raid schools, the Lake Elsinore Unified School District confirmed to Patch that it follows&nbsp;existing board policies&nbsp;prohibiting the release of student information for immigration enforcement purposes — unless a parent/guardian consents or as required to do so by a court order or judicial subpoena.</p>



<p class="wp-block-paragraph">&#8220;Lake Elsinore Unified School District (LEUSD) is dedicated to our mission to Educate, Equip, and Empower – Every Student, Every Day by providing a safe and welcoming learning environment for all students,&#8221; said LEUSD Public Information Officer Melissa Valdez.</p>



<p class="wp-block-paragraph">&#8220;We understand that recent national discussions on immigration policies have raised questions within our community,&#8221; Valdez continued. To ensure clarity and address these concerns, Valdez said the district sent a Jan. 31 letter to LEUSD families and the school community to reaffirm established policies regarding student rights, campus security, and visitor protocols.</p>



<p class="wp-block-paragraph">The letter, which Patch obtained, provides an overview of board-approved policies that can be accessed at&nbsp;<a href="https://bit.ly/LEUSDBP" target="_blank" rel="noreferrer noopener">https://bit.ly/LEUSDBP</a>.</p>



<p class="wp-block-paragraph">The policies state, among other things, that district staff must document any verbal or written request for information related to a student&#8217;s or family&#8217;s immigration or citizenship status. Additionally, any request must be forwarded to the school superintendent, an affected student and their family.</p>



<p class="wp-block-paragraph">&#8220;District staff shall receive parent/guardian consent before a student is interviewed or searched by any officer seeking to enforce civil immigration laws at the school, unless the officer presents a valid, effective warrant signed by a judge or a valid, effective court order,&#8221; according to the policy. &#8220;A student&#8217;s parent/guardian shall be immediately notified if a law enforcement officer requests or gains access to the student for immigration enforcement purposes, unless the judicial warrant or subpoena restricts disclosure to the parent/guardian.&#8221;</p>



<p class="wp-block-paragraph">The policy also&nbsp;outlines steps that district staff must take if an immigration officer shows up on a LEUSD campus.</p>



<p class="wp-block-paragraph">There have been no reported issues at LEUSD campuses.</p>



<p class="wp-block-paragraph">As for local law enforcement conducting immigration raids at LEUSD campuses, Riverside County Sheriff Chad Bianco said in&nbsp;<a href="https://www.instagram.com/p/DFwaAOWpYk8/" rel="noreferrer noopener" target="_blank">a Feb. 6 video posted to social media</a>&nbsp;that it&#8217;s not happening.</p>



<p class="wp-block-paragraph">Immigration enforcement is the federal government&#8217;s responsibility, and Bianco said any rumors that his deputies are conducting raids at local schools &#8220;are simply not true.&#8221;</p>



<p class="wp-block-paragraph">The sheriff promised that his personnel would not target schools, businesses, or churches and reiterated that his deputies would not perform &#8220;any type of immigration enforcement.&#8221;</p>



<p class="wp-block-paragraph">California’s&nbsp;Senate Bill 54, approved in 2017, bars local law enforcement agencies from using public money for immigration enforcement. It also prohibits police from transferring people to immigration authorities except in some instances involving certain violent felonies and/or misdemeanors.</p>



<p class="wp-block-paragraph">Bianco criticized the law, and said in his video post that he would &#8220;continue to fight to reform an extremely dangerous sanctuary state law.&#8221;</p>



<p class="wp-block-paragraph">Two days before Bianco&#8217;s message, California Attorney General Rob Bonta issued<a href="https://oag.ca.gov/immigrant/resources" target="_blank" rel="noreferrer noopener">&nbsp;guidance</a>&nbsp;to students, families, educators, and school officials on how to respond if an immigration officer comes to campus. The guidance also informs immigrant students and their families about their educational rights and legal protections.</p>



<p class="wp-block-paragraph">Bonta said the guidance helps &#8220;ensure a safe and secure school environment for all.&#8221;</p>



<p class="wp-block-paragraph">&#8220;All children have a constitutional right to access a public education, regardless of their immigration status,&#8221; the attorney general said. &#8220;Schools are meant to be a safe place for children to learn and grow. Unfortunately, the President’s recent orders have created fear and uncertainty in our immigrant communities.&#8221;</p>



<p class="wp-block-paragraph">Litigation is amassing over U.S. President Donald Trump&#8217;s plan to deport large numbers of people who are in the country without authorization. But on Thursday, Feb. 6, the&nbsp;<a href="https://www.nytimes.com/2025/02/06/us/politics/trump-immigration-chicago-sanctuary.html?smid=nytcore-ios-share&amp;referringSource=articleShare" rel="noreferrer noopener" target="_blank">administration sued</a>&nbsp;the state of Illinois, Chicago, and Cook County, Ill., accusing them of obstructing the federal government’s enforcement of immigration laws.</p>



<p class="wp-block-paragraph">The counties of San Francisco and Santa Clara in California, in addition to King County, Washington, and the cities of Portland, Oregon, and New Haven, Connecticut, took preemptive action on Friday, Feb. 7: They sued the Trump administration, alleging it has threatened and unlawfully targeted sanctuary jurisdictions, according to the lawsuit filed in the Northern District of California.</p>



<p class="wp-block-paragraph">The plaintiffs say their lawsuit seeks to check the administration&#8217;s &#8220;abuse of power&#8221; and asks the court to declare Trump’s actions unlawful and prevent any enforcement.</p>

<p class="wp-block-paragraph">Overlooking the Pacific Ocean from his&nbsp;<a href="https://www.latimes.com/california/story/2024-09-13/trump-golf-course-rancho-palos-verdes-landslides">own golf course in Rancho Palos Verdes</a>, former president Donald Trump praised his California property as one of the most beautiful in the world.&nbsp;</p>



<p class="wp-block-paragraph">The rest of the state, however, is being destroyed by rampant crime, sweeping homelessness and unauthorized immigrants — and it’s spurring a mass exodus, Trump said at a press conference today.</p>



<p class="wp-block-paragraph">“The state of California is a mess,” said Trump.&nbsp;</p>



<p class="wp-block-paragraph">“We cannot allow Comrade Kamala Harris and the communist left to do to America what they did to California,” said the former president, who had held a fundraiser in Los Angeles on Thursday night and plans one later today in the Bay Area community of Woodside to cash in on <a href="https://calmatters.org/politics/elections/2024/07/kamala-harris-donald-trump-campaign-money-california/">California’s lucrative trove of donors</a>.</p>



<p class="wp-block-paragraph">Attacking California is something Trump didn’t even do once in his first — and&nbsp;<a href="https://x.com/meridithmcgraw/status/1834311545729225026">he says only</a>&nbsp;— presidential debate with Vice President Kamala Harris Tuesday night in Philadelphia. Political experts perceived it as a missed opportunity: After all, his allies have for decades decried California as too liberal for the rest of the nation —&nbsp;<a href="https://calmatters.org/politics/elections/2024/08/kamala-harris-california-record-democrats/">partly why there has never been a California Democrat elected president</a>.&nbsp;</p>



<p class="wp-block-paragraph">The jury is still out on how much Harris’ California ties could hurt her chance among undecided voters. For most Michigan and Arizona voters who spoke to CalMatters last month, Harris’ record in the White House <a href="https://calmatters.org/politics/elections/2024/08/kamala-harris-california-record-democrats/">mattered more</a> than her California brand. </p>



<p class="wp-block-paragraph">Trump, who repeatedly mispronounced Harris’s first name, also blamed Harris for federal economic and border policies and insisted he outperformed her <a href="https://calmatters.org/newsletter/presidential-debate-kamala-harris-donald-trump/">during the debate</a>.</p>



<p class="wp-block-paragraph">The Harris campaign’s rapid response team&nbsp;<a href="https://x.com/KamalaHQ">posted about some of Trump’s statements</a>, but has not directly responded to what he said about her record or her home state.&nbsp;</p>



<p class="wp-block-paragraph">How much of the many, many things Trump said about California and Harris’ record is accurate? Here’s our fact check on some notable claims:</p>



<h3 class="wp-block-heading" id="h-state-of-the-state">State of the state</h3>



<p class="wp-block-paragraph"><strong>What Trump said</strong>:<br>“California has the highest inflation, highest taxes, the highest gas prices, the most illegal aliens, the most regulations, the most expensive utilities, and it ranks as the third worst state to start a business.”</p>



<p class="wp-block-paragraph"><strong>Facts</strong>:</p>



<ul class="wp-block-list">
<li><strong>Inflation</strong>: Inflation rates fluctuate month to month. Florida had the highest inflation at 4% as of March, while California had the seventh highest, at 3.6%, according to an <a href="https://www.usatoday.com/story/money/2024/04/09/states-highest-lowest-inflation/73184932007/">analysis of the Bureau of Labor Statistics data</a> by Moody’s Analytics. Even according to U.S. Senate Republicans’ own inflation tracker, as of August, <a href="https://www.jec.senate.gov/public/index.cfm/republicans/california-inflation-report/">California</a> ranked 5th for increased monthly inflation costs since January 2021 and had a cumulative inflation rate lower than Florida and <a href="https://www.jec.senate.gov/public/index.cfm/republicans/state-inflation-tracker">other states in the West region</a>.</li>



<li><strong>Taxes:</strong> California does have the highest state sales tax at 7.25%, but <a href="https://taxfoundation.org/data/all/state/2024-sales-taxes/">ranks 8th</a> in total state and local sales tax rates this year, according to the Tax Foundation. California’s property tax rate is at 0.75%, <a href="https://www.businessinsider.com/personal-finance/mortgages/property-tax-by-state">the 34th highest</a> of all 50 states. The state also has a progressive income tax rate while other states have a flat rate for all. </li>



<li><strong>Gas prices</strong>: It is true. California does have the highest gas price of all states, at $4.76 a gallon as of today, <a href="https://gasprices.aaa.com/?state=CA">according to the AAA</a>. The national average is $3.23. </li>



<li><strong>Unauthorized immigrants</strong>: California is estimated to have the largest population of undocumented immigrants, at <a href="https://www.pewresearch.org/short-reads/2024/07/22/what-we-know-about-unauthorized-immigrants-living-in-the-us/">1.8 million</a>, based on a Pew Research Center estimate of 2022 Census figures. But California is also the only state where that population decreased from 2019 to 2022, while the populations in Republican-led Florida and Texas grew the most. </li>



<li><strong>Utility rates</strong>: <a href="https://www.eia.gov/electricity/monthly/epm_table_grapher.php?t=epmt_5_6_a">As of June</a>, Hawaii — not California — had the highest electricity rates, averaging 42.4 cents per kilowatt hour for residential customers, according to the U.S. Energy Information Administration. In California, residential customers paid an average of 33.0 cents per kilowatt hour. <a href="https://www.forbes.com/home-improvement/living/monthly-utility-costs-by-state/#states_with_the_most_expensive_utilities_section">A Forbes analysis</a> of monthly utility bills by state ranked Alaska the most expensive, followed by Hawaii, Connecticut, West Virginia and Georgia.</li>



<li><strong>Worst state to start a business</strong>: It depends which ranking you look at, but <a href="https://www.forbes.com/advisor/business/best-states-to-start-a-business/#state_by_state_ranking_the_best_states_to_start_a_business_section">according to Forbes</a>, California is the 37th best state to start a business this year.   </li>
</ul>



<h3 class="wp-block-heading" id="h-crime-in-california">Crime in California</h3>



<p class="wp-block-paragraph"><strong>What Trump said:</strong>&nbsp;Trump blamed the “destruction” of San Francisco on Gov. Gavin Newsom and Harris. He said murders rose “significantly” and car thefts “went through the roof” while Harris was state attorney general. He argued that Harris was lenient in prosecuting several cases, that she had endorsed defunding the police and that “the police don’t endorse her.”<br><br><strong>Facts:</strong></p>



<ul class="wp-block-list">
<li><strong>Crime stats</strong>: When Harris was California attorney general between 2011 and 2017, homicide rates fluctuated, with an average of 1,819 homicides per 100,000 people each year, according to <a href="https://data-openjustice.doj.ca.gov/sites/default/files/2023-06/Crime%20In%20CA%202022f.pdf">the state Department of Justice</a>. Vehicle thefts ebbed and flowed, averaging 164,000 per 100,000 people. Both rates were far lower than during the 1990s.</li>



<li><strong>Leniency</strong>: Despite claims she’s soft on crime, Harris has a mixed record. As a local prosecutor, Harris <a href="https://calmatters.org/politics/elections/2024/08/kamala-harris-prosecutor-california-san-francisco/">did not pursue the death penalty against a cop killer</a> — a case Trump used during the press conference to justify his claim. But years later, Harris prosecuted a woman with mental illness for assaulting police officers. As California’s attorney general, Harris defended <a href="https://calmatters.org/politics/elections/2024/08/kamala-harris-prosecutor-california-san-francisco/">the state’s death penalty</a> even though she personally opposed it. Harris remained neutral on various ballot measures about reducing penalties for low-level offenses and <a href="https://www.politico.com/news/2024/07/29/kamala-harris-california-criminal-justice-00171490">allowing earlier release for more offenders</a>.</li>



<li><strong>Defund the police</strong>: It is true that Harris <a href="https://www.politifact.com/factchecks/2024/jul/30/donald-trump/fact-checking-trumps-false-statement-that-kamala-h/">expressed support for redirecting some money</a> and “reimagining” public safety during her 2020 presidential campaign, weeks after George Floyd was murdered by a police officer in Minneapolis, sparking waves of protests against law enforcement. “This whole movement is about rightly saying, we need to take a look at these budgets and figure out whether it reflects the right priorities,” she said at the time. After President Joe Biden tapped her as his running mate, however, she denounced the “defund” movement.</li>



<li><strong>Police endorsements</strong>: <a href="https://thehill.com/homenews/campaign/4865127-law-enforcement-endorse-kamala-harris/">More than 100 law enforcement officials</a> — including sheriffs, former and current police chiefs and FBI agents — endorsed Harris last week.</li>
</ul>

<h3 class="wp-block-heading" id="h-immigration-and-the-border">Immigration and the border</h3>



<p class="wp-block-paragraph"><strong>What Trump said:</strong>&nbsp;He lambasted Harris for supporting “sanctuary cities” for undocumented immigrants while she was San Francisco’s district attorney, claiming she shielded “illegal aliens” who committed murders and refused to deport them.&nbsp;</p>



<p class="wp-block-paragraph"><strong>Facts:</strong>&nbsp;</p>



<ul class="wp-block-list">
<li><strong>Sanctuary city policy</strong>: The San Francisco city ordinance — which prevented officials from handing over unauthorized migrants to Immigration and Customs Enforcement even if they committed a felony — <a href="https://www.factcheck.org/2024/08/trumps-false-and-misleading-claims-about-harris-record-on-crime/">dates to 1985</a>. It was originally aimed at protecting asylum seekers from El Salvador and Guatemala, but was extended in 1989 to cover all immigrants. Harris — who was district attorney from 2004 to 2011 — <a href="https://www.cnn.com/2019/02/11/politics/kfile-kamala-harris-undocumented-juveniles/index.html">supported changing the policy</a> to report undocumented immigrants arrested on suspicion of a felony in 2008. </li>



<li><strong>Prosecuting unauthorized immigrants</strong>: Trump said Harris offered sanctuary in 2008 to Edwin Ramos, a Salvadoran migrant who was charged with three counts of murder and who had prior convictions for assault and attempted robbery. Similarly, Trump mentioned the case of Rony Aguilera, a Honduran immigrant who murdered a 14-year-old boy in 2008. It is true city officials did not turn him over to federal agents at the time — under the sanctuary city policy that Harris helped change that year. Ramos was <a href="https://www.sfgate.com/crime/article/SF-killer-Edwin-Ramos-sentenced-in-triple-slaying-3625545.php">sentenced to life in prison in 2014</a>, and Aguilera was sentenced to 40 years to life in prison <a href="https://www.sfgate.com/crime/article/s-f-gang-member-sentenced-in-teen-s-slaying-4847595.php">in 2013</a>.</li>
</ul>



<h3 class="wp-block-heading" id="h-homelessness-nbsp-nbsp">Homelessness&nbsp;&nbsp;</h3>



<p class="wp-block-paragraph"><strong>What Trump said:</strong>&nbsp;“After Kamala Harris and Gavin Newscum took charge of San Francisco, homelessness increased by over 200%.”&nbsp;</p>



<p class="wp-block-paragraph"><strong>Facts:</strong>&nbsp;Homelessness has grown in California, but not by that much. From 2007 to 2023, the number of people experiencing homelessness grew&nbsp;<a href="https://www.huduser.gov/portal/sites/default/files/pdf/2023-AHAR-Part-1.pdf">by 30.5%</a>, according to a report to Congress. In San Francisco, the point-in-time count of homeless people this year reached the lowest level since 2015,&nbsp;<a href="https://www.sf.gov/news/new-data-san-francisco-street-homelessness-hits-10-year-low">according to the city</a>. Nearly 186,000 Californians live on the streets or homeless shelters, up 8% from 2022,&nbsp;<a href="https://calmatters.org/housing/homelessness/2024/09/pit-count-analysis-2024/">according to a new CalMatters analysis</a>.&nbsp;<a href="https://shou.senate.ca.gov/sites/shou.senate.ca.gov/files/Homelessness%20in%20CA%202023%20Numbers%20-%201.2024.pdf">As of last year</a>, California accounted for nearly 30% of the nation’s homeless population and roughly half of the unsheltered population.</p>



<h3 class="wp-block-heading" id="h-california-exodus">California exodus</h3>



<p class="wp-block-paragraph"><strong>What Trump said</strong>: He claimed the state has the most number of people leaving.&nbsp;</p>



<p class="wp-block-paragraph"><strong>Facts:&nbsp;</strong>It is true that California&nbsp;<a href="https://www.census.gov/newsroom/press-releases/2023/population-trends-return-to-pre-pandemic-norms.html">shed the most people</a>&nbsp;last year — 75,423, according to the Census Bureau. But it’s not just a California problem:&nbsp;<a href="https://www.newsweek.com/population-map-reveals-states-growing-shrinking-1893641#:~:text=The%20states%20that%20lost%20the,same%20reasons%2C%22%20Poston%20said.">New York</a>&nbsp;lost the most population between 2020 and 2022, losing 2.6% of its population, according to Census data. The&nbsp;<a href="https://calmatters.org/newsletters/whatmatters/2023/02/california-population-exodus-housing/">reasons for California’s shrinking population</a>&nbsp;are complicated: Some died, some moved to other states due to the high cost of living, and some left the country altogether.&nbsp;</p>
