<p class="wp-block-paragraph">In 2011, President Barack Obama declared it was time for America to leave behind the wars in Iraq and Afghanistan and “pivot” to Asia to counter the rise of China. Fifteen years later, the U.S. finds itself still&nbsp;<a href="https://apnews.com/hub/iran">at war in the Middle East</a>&nbsp;and has pulled military assets from the Asia-Pacific as it aims to eliminate the threat posed by Iran’s nuclear and missile programs.</p>



<p class="wp-block-paragraph">The demands of the Iran war also caused President Donald Trump to&nbsp;<a href="https://apnews.com/article/trump-delays-china-trip-iran-3ef73e58116cc0d89aab39ed15219bf6">delay by several weeks</a>&nbsp;his highly anticipated trip to China, deepening worries that the U.S. is once again getting distracted at the cost of its strategic interests in Asia, where Beijing seeks to unseat the U.S. as the regional leader.</p>



<p class="wp-block-paragraph">Those skeptical of the U.S. involvement in the Middle East say the war is preventing Trump from adequately preparing for his summit with Chinese leader Xi Jinping next month, when economic interests are on the line, and they warn that a failure to focus on Asia and maintain strong deterrence could lead to greater instability, if China should believe the time is ripe to&nbsp;<a href="https://apnews.com/article/china-taiwan-kmt-visit-xi-trump-03e3a4a320cdd18152cf17639bf83be4">seize the self-governed island of Taiwan</a>.</p>



<p class="wp-block-paragraph">“This is precisely the wrong time for the United States to turn away and be sucked into another intractable Middle East conflict,” said Danny Russel, a distinguished fellow at the Asia Society Policy Institute. “Rebalancing to Asia is highly relevant to America’s national interests, but it has been undercut by many bad decisions.”</p>



<p class="wp-block-paragraph">Others defend the president’s approach, arguing that the forceful steps he is taking elsewhere, including in&nbsp;<a href="https://apnews.com/article/venezuela-rodriguez-minimum-wage-economy-workers-inflation-ea4e89cf51b13d39f9bc662440310a99">Venezuela</a>&nbsp;and Iran, serve to counter China globally.</p>



<p class="wp-block-paragraph">“Beijing is the chief sponsor for the adversaries that President Trump is dealing with sequentially, and it’s wise to do this sequentially,” Matt Pottinger, who served as a deputy national security adviser in the first Trump administration, said in a recent podcast.</p>



<p class="wp-block-paragraph">NATO Secretary General Mark Rutte also said conflicts may not be confined to a single theater, suggesting that China could call upon its “junior partners” elsewhere to divert U.S. attention if it should move against Taiwan.</p>



<p class="wp-block-paragraph">“Most likely it will not be limited, something in the Indo-Pacific to the Indo-Pacific,” Rutte said, speaking Thursday at the Ronald Reagan Institute in Washington. “It will be a multi-theater issue.”</p>



<h2 class="wp-block-heading" id="h-repercussions-in-asia-of-the-iran-war">Repercussions in Asia of the Iran war</h2>



<p class="wp-block-paragraph">Sen. Jeanne Shaheen, the top Democrat on the Senate Foreign Relations Committee, recently led a bipartisan group of senators to&nbsp;<a href="https://apnews.com/article/taiwan-us-lawmakers-defense-budget-congress-685b8cf5feef733a86b360325913e442">Taiwan,</a>&nbsp;Japan and South Korea, where they heard concerns about the impact of the war on energy costs and about the departure of U.S. military assets, including missile defense systems from South Korea and a rapid-response Marine unit from Japan.</p>



<p class="wp-block-paragraph">She sought to reassure them of the U.S. commitment to deterring conflicts in Asia and shoring up regional stability.</p>



<p class="wp-block-paragraph">“Failure is not an option,” Shaheen told The Associated Press after returning from Asia. “We know China has already said they intend to take Taiwan by force if they need to, and they’re on an expedited time schedule. And we also know that what happened in Europe, in the war in Ukraine, in the Middle East is affecting those calculations.”</p>



<p class="wp-block-paragraph">Kurt Campbell, who served as deputy secretary of state in the Biden administration, said he’s worried that the military capabilities that the U.S. had patiently accumulated in the Indo-Pacific region might not return in full even after the Iran war ends.</p>



<p class="wp-block-paragraph">The longer the conflict goes on, the more it will pull resources and focus away from Asia, said Zack Cooper, a senior fellow at the American Enterprise Institute who studies the U.S. strategy in Asia. He added that future arms sales to the region also will be negatively affected.</p>



<p class="wp-block-paragraph">“The United States has expended substantial numbers of munitions in the Middle East and will have to keep an increased force presence there, some of which has been redirected from Asia,” Cooper said. “Meanwhile, Xi Jinping’s wisdom in preparing a ‘war time’ economy by stockpiling and adding alternate energy sources has shown itself to be beneficial.”</p>



<p class="wp-block-paragraph">Shaheen said the U.S. defense industry will struggle to meet the demand to replenish the weapons stockpile. “We’re working on a number of strategies to improve that, but at this point, timelines for weapons delivery are slipping,” she said.</p>



<p class="wp-block-paragraph">The senator from New Hampshire said she’s encouraged that Taiwan, Japan and South Korea are stepping up their own defense.</p>



<h2 class="wp-block-heading" id="h-after-15-years-and-3-presidents-pivot-to-asia-remains-elusive">After 15 years and 3 presidents, pivot to Asia remains elusive</h2>



<p class="wp-block-paragraph">Obama’s strategic rebalance to Asia reflected his understanding that the U.S. must be a player in the Pacific to harness the region’s growth and ensure continued U.S. leadership in the face of China’s rising influence.</p>



<p class="wp-block-paragraph">“After a decade in which we fought two wars that cost us dearly, in blood and treasure, the United States is turning our attention to the vast potential of the Asia-Pacific region,” Obama said in a speech to the Australian Parliament. “So make no mistake, the tide of war is receding, and America is looking ahead to the future that we must build.”</p>



<p class="wp-block-paragraph">But the strategy was set back when a proposed trade agreement known as the Trans-Pacific Partnership with key U.S. regional partners failed to get through the U.S. Senate. After Trump first took office in 2017, he withdrew the U.S. from the partnership and launched a tariff war with China.</p>



<p class="wp-block-paragraph">His Democratic successor, Joe Biden, kept Trump’s tariffs on China and tightened export controls on advanced technology, while strengthening regional alliances to counter China.</p>



<h2 class="wp-block-heading" id="h-middle-east-again-grabs-us-attention">Middle East again grabs US attention</h2>



<p class="wp-block-paragraph">By the time Trump rolled out his national security strategy in late 2025, the U.S. strategy in Asia had been narrowed to military deterrence in the Taiwan Strait and the First Island Chain, a string of U.S.-aligned islands off China’s coast that restrict its access to the Western Pacific.</p>



<p class="wp-block-paragraph">The national security document says it’s in the economic interest of the U.S. to secure access to advanced chips, which are sourced primarily from Taiwan and are needed to power everything from computers to missiles, and to protect shipping lanes in the South China Sea.</p>



<p class="wp-block-paragraph">“Hence deterring a conflict over Taiwan, ideally by preserving military overmatch, is a priority,” the document says. “We will build a military capable of denying aggression anywhere in the First Island Chain.”</p>



<p class="wp-block-paragraph">The Middle East, it says, should be getting less attention: “As this administration rescinds or eases restrictive energy policies and American energy production ramps up, America’s historic reason for focusing on the Middle East will recede.”</p>

<p class="wp-block-paragraph">TAIPEI, Taiwan (AP) — Taiwan’s Defense Ministry said that China sent four balloons over the island, three of which passed near to a key air force base.</p>



<p class="wp-block-paragraph">The reported incursions on Tuesday come as&nbsp;<a href="https://apnews.com/article/china-taiwan-lai-bcd54098b7bd08a0beaadca8f251fcbb" target="_blank" rel="noreferrer noopener">China has been upping its threat</a>&nbsp;to use force to annex the self-governing republic.</p>



<p class="wp-block-paragraph">Taiwan is holding elections for its president and legislature on Jan. 13, and&nbsp;<a href="https://apnews.com/article/china-taiwan-fujian-economy-development-election-768d22d500d963c8eabc486fa8e005c2" target="_blank" rel="noreferrer noopener">China has used its military, diplomatic and economic power</a>&nbsp;to influence voters to back candidates favoring unification between the sides. Despite that, the pro-independence Democratic Progressive Party is leading in most polls, reaffirming the electorate’s backing for the status of de-facto independence from mainland China.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/china-taiwan-warships-military-drills-aircraft-carrier-b537171dff8a187933afb0fde004ea9a" target="_blank" rel="noreferrer noopener">China regularly sends navy ships and warplanes</a>&nbsp;to waters and airspace close to Taiwan, and its use of balloons to collect intelligence could be a new stage in its campaign of intimidation against the island.</p>



<p class="wp-block-paragraph">The Defense Ministry said three of the balloons passed from east to west, close to the Ching-Chuan-Kang air base, home to much of the Taiwanese air wings dedicated to defending the island against China’s military threat. The fourth passed north of the port of Keelung, which services Taiwan’s crucial trade relations with Japan, a treaty partner with the U.S.</p>



<p class="wp-block-paragraph">A Chinese balloon&nbsp;<a href="https://apnews.com/article/politics-united-states-government-china-antony-blinken-51e49202f2a0a50541cde059934c4cfb" target="_blank" rel="noreferrer noopener">shot down by the U.S.</a>&nbsp;after transferring North America last February was equipped to detect and collect intelligence signals as part of a huge, military-linked aerial surveillance program that targeted more than 40 countries, the Biden administration said, citing imagery from American U-2 spy planes.</p>



<p class="wp-block-paragraph">A fleet of balloons operates under the direction of the People’s Liberation Army, the military wing of China’s ruling Communist Party, and is used specifically for spying, outfitted with high-tech equipment designed to gather sensitive information from targets across the globe, the U.S. said. Similar balloons have sailed over five continents, it said.</p>

<p class="wp-block-paragraph">WASHINGTON (AP) — The Biden administration has approved the first-ever U.S. military transfer to&nbsp;<a href="https://apnews.com/hub/taiwan" target="_blank" rel="noreferrer noopener">Taiwan</a>&nbsp;under a program generally reserved for assistance to sovereign, independent states.</p>



<p class="wp-block-paragraph">The State Department notified Congress of the sale on Wednesday. It said the material would “be used to strengthen Taiwan’s self-defense capabilities through joint and combined defense capability and enhanced maritime domain awareness and maritime security capability.”</p>



<p class="wp-block-paragraph">The package is modest — only $80 million of what Congress had set aside as a potential $2 billion — but the implications of using the so-called Foreign Military Financing program to provide it will likely infuriate&nbsp;<a href="https://apnews.com/hub/china" target="_blank" rel="noreferrer noopener">China</a>.</p>



<p class="wp-block-paragraph">Beijing, which regards Taiwan as a renegade province, has repeatedly not <a href="https://apnews.com/article/taiwan-china-planes-drills-military-exercises-d72dc090a67aaa634ea75ced694cc796" target="_blank" rel="noreferrer noopener">ruled out the use of force</a> to reunite it with the mainland and vociferously protests all U.S. arms sales to the self-governing island.</p>



<p class="wp-block-paragraph">However, previous&nbsp;<a href="https://apnews.com/article/us-taiwan-china-invasion-threat-weapons-sales-military-fb9959dff57d5ac8fd2f8400316185b5" target="_blank" rel="noreferrer noopener">arms sales</a>&nbsp;to Taiwan have been approved under other authorities that do not necessarily imply statehood. U.S. officials were quick to say that the provision of FMF funding to Taiwan did not represent a&nbsp;<a href="https://apnews.com/article/joe-biden-china-united-states-xi-jinping-taiwan-3055a4fba210ab6dd3d59c109ac9038e" target="_blank" rel="noreferrer noopener">change in policy</a>. It’s a position the Chinese are sure to disagree with.</p>



<p class="wp-block-paragraph">In explaining the change, two U.S. officials said: “The United States has provided Foreign Military Sales (FMS) to Taiwan for years. FMF simply enables eligible partner nations to purchase U.S. defense articles, services, and training through either FMS or, for a limited number of countries, through the foreign military financing of direct commercial contracts (FMF/DCC) program.” The officials were not authorized to comment publicly and did so on condition of anonymity.</p>



<p class="wp-block-paragraph">But the language used implied that Taiwan is or could be compared to a “nation” or a “country” — something China has fervently opposed, blocking Taiwan’s full membership in any number of U.N. and other international organizations unless it is identified as part of China.</p>



<p class="wp-block-paragraph">The only other time the U.S. has provided a non-nation-state with military assistance under FMF was to the African Union, an organization of sovereign states based in Ethiopia, according to American officials.</p>



<p class="wp-block-paragraph">The notification, a copy of which was obtained by The Associated Press, did not specify what military equipment or systems would be paid for under FMF, which commits U.S. taxpayer dollars to pay for the supply of materiel to foreign countries.</p>



<p class="wp-block-paragraph">But, it said items that could be covered would include: air and coastal defense systems, armored vehicles, infantry fighting vehicles, drones, ballistic missile and cyber defenses, and advanced communications equipment. It added that protective gear, an array of small, medium and heavy weapons systems, ammunition, armored and infantry fighting vehicles could also be included.</p>



<p class="wp-block-paragraph">In addition to equipment, FMF may also be used to support training for Taiwanese military forces.</p>



<p class="wp-block-paragraph">Rep. Michael McCaul, a Texas Republican who chairs the House Foreign Affairs Committee, welcomed the FMF being provided to Taiwan.</p>



<p class="wp-block-paragraph">“These weapons will not only help Taiwan and protect other democracies in the region, but also strengthen the U.S. deterrence posture and ensure our national security from an increasingly aggressive CCP,” he said in a statement, referring to the Chinese Communist Party.</p>

<p class="wp-block-paragraph">BEIJING (AP) — Taiwan’s defense ministry said Saturday that China sent dozens of aircraft and vessels toward the island, just days after the United States&nbsp;<a href="https://apnews.com/article/us-taiwan-china-invasion-threat-weapons-sales-military-fb9959dff57d5ac8fd2f8400316185b5" target="_blank" rel="noreferrer noopener">approved a $500-million arms sale to Taiwan</a>.</p>



<p class="wp-block-paragraph">The defense ministry said in a statement that 32 aircraft from the People’s Liberation Army and nine vessels from the navy were detected in the 24 hours between 6 a.m. Friday and 6 a.m. Saturday.</p>



<p class="wp-block-paragraph">Of these, 20 aircraft either crossed the median line of the Taiwan Strait or breached Taiwan’s air defense identification zone. In response, Taiwan tasked its own aircraft, vessels and missile systems to respond to the activities, the defense military said.</p>



<p class="wp-block-paragraph">China sees self-ruled Taiwan as a renegade province to be taken by force if necessary. In the past year, Beijing has&nbsp;<a href="https://apnews.com/article/taiwan-china-warplanes-military-exercises-548705bdceb0763c654cfd11f9b74dfd" target="_blank" rel="noreferrer noopener">stepped up military drills</a>&nbsp;around the island in reaction to Taiwan’s political activities. The Chinese military&nbsp;<a href="https://apnews.com/article/china-taiwan-military-drills-william-lai-stopover-071388b22ab2bba8fa5293697541e880" target="_blank" rel="noreferrer noopener">launched drills around Taiwan</a>&nbsp;last week as a “stern warning” after Taiwan’s vice president stopped over in the U.S. while on an official trip to Paraguay.</p>



<p class="wp-block-paragraph">The State Department said Wednesday it had signed off on the sale of infrared search and track systems for F-16 fighter jets and other related equipment to Taiwan worth half a billion dollars.</p>



<p class="wp-block-paragraph">Chinese Defense Ministry spokesperson Zhang Xiaogang said Friday that China opposed the arms sale, calling it a “gross interference” in China’s internal affairs and describing it as a “heinous act” that violates its “One China” principle, as well as three Sino-U.S. joint communiques. Zhang also said that China urged the U.S. to fulfill its commitment of not supporting the independence of Taiwan.</p>

<p class="wp-block-paragraph">WASHINGTON (AP) — The Biden administration has approved a $500 million arms sale to&nbsp;<a href="https://apnews.com/hub/taiwan" target="_blank" rel="noreferrer noopener">Taiwan</a>&nbsp;as it ramps up military assistance to the island despite fervent objections from&nbsp;<a href="https://apnews.com/hub/china" target="_blank" rel="noreferrer noopener">China</a>.</p>



<p class="wp-block-paragraph">The State Department said Wednesday it had signed off on the sale of infrared search tracking systems along with related equipment for advanced F-16 fighter jets. The sale includes the infrared systems as well as test support and equipment, computer software and spare parts, it said.</p>



<p class="wp-block-paragraph">Although the deal is modest in comparison to&nbsp;<a href="https://apnews.com/article/us-china-taiwan-military-b7d7f4e8ee181301b0b0ceefc1dce74b" target="_blank" rel="noreferrer noopener">previous weapons sales</a>, the move is likely to draw fierce criticism from Beijing, which regards self-governing Taiwan as a renegade province and refuses to rule out&nbsp;<a href="https://apnews.com/article/taiwan-china-planes-drills-military-exercises-d72dc090a67aaa634ea75ced694cc796" target="_blank" rel="noreferrer noopener">the use of force</a>&nbsp;to reunify it with the mainland.</p>



<p class="wp-block-paragraph">“This proposed sale serves U.S. national, economic, and security interests by supporting the recipient’s continuing efforts to modernize its armed forces and to maintain a credible defensive capability,” the State Department said in a statement.</p>



<p class="wp-block-paragraph">“The proposed sale will improve the recipient’s capability to meet current and future threats by contributing to the recipient’s abilities to defend its airspace, provide regional security, and increase interoperability with the United States through its F-16 program,” it said.</p>



<p class="wp-block-paragraph">The announcement came just hours after Taiwan’s President Tsai Ing-wen&nbsp;<a href="https://apnews.com/article/taiwan-tsai-ingwen-kinmen-battle-china-7141bcfe55dada487372251ebe6b9645" target="_blank" rel="noreferrer noopener">renewed a pledge</a>&nbsp;to strengthen Taiwan’s self-defense as she visited a war memorial from the last time Taiwan and China battled. Tsai, visited the outlying islands of Kinmen where the conflict was fought 65 years ago, commemorated those who died.</p>



<p class="wp-block-paragraph">Wednesday’s State Department announcement also follows an angry Chinese reaction to the transit through the United States of Taiwanese Vice President William Lai on his way to and from&nbsp;<a href="https://apnews.com/article/taiwan-paraguay-china-william-lai-7b3d148682afde782f5bd9351fa8054d" target="_blank" rel="noreferrer noopener">an official visit</a>&nbsp;in Paraguay last week.</p>



<p class="wp-block-paragraph">In recent years, China has stepped up its military activity in the waters and skies around Taiwan, sending fighter jets and navy vessels near the island or to encircle it.</p>

<p class="wp-block-paragraph">TAIPEI, Taiwan (AP) — China sent dozens of warplanes, including fighter jets and bombers, toward Taiwan, the island’s Defense Ministry said Saturday, marking a forceful display days before the democracy plans to hold military exercises aimed at defending itself against a possible invasion.</p>



<p class="wp-block-paragraph">Taiwan is due to hold its annual Han Kuang exercise next week, during which its military will hold combat readiness drills for preventing an invasion. It will also conduct the annual Wan’an exercises aimed at preparing civilians for natural disasters and practicing evacuations in case of an air raid.</p>



<p class="wp-block-paragraph">The Chinese People’s Liberation Army sent 37 aircraft and seven navy vessels around Taiwan between 6 a.m. Friday and 6 a.m. Saturday, the ministry said in a statement. Among them were J-10 and J-16 fighters and H-6 bombers, and 22 of the detected warplanes crossed the midline of the Taiwan Strait — an unofficial boundary that had been considered a buffer between the island and mainland — or entered Taiwan’s air defense identification zone near its southern part, the statement said.</p>



<p class="wp-block-paragraph">Taiwan and China split in 1949 following a civil war that ended with the ruling Communist Party in control of the mainland. The island has never been part of the People’s Republic of China, but Beijing says it must unite with the mainland.</p>



<p class="wp-block-paragraph">In recent years, China has shown displeasure at political activities in Taiwan by&nbsp;<a href="https://apnews.com/article/taiwan-china-warplanes-military-exercises-2732de541f0154abbc92b5e91b12a611" target="_blank" rel="noreferrer noopener">stepping up the number of military planes</a>&nbsp;sent toward the island.</p>



<p class="wp-block-paragraph">China held huge military drills in response to former&nbsp;<a href="https://apnews.com/article/china-asia-beijing-malaysia-a5a6acc391511c99b1b4c2d69e67b133" target="_blank" rel="noreferrer noopener">United States House Speaker Nancy Pelosi’s visit</a>&nbsp;to Taiwan in August. It fired missiles over the island in a significant escalation that disrupted trade lanes in the Taiwan Strait and forced airplanes to reroute flights.</p>



<p class="wp-block-paragraph">In April, the PLA also held large-scale combat readiness drills in the air and sea around the island in response to Taiwan’s <a href="https://apnews.com/article/china-military-taiwan-us-7549c646a377f1f199d2cda983573279" target="_blank" rel="noreferrer noopener">President Tsai Ing-wen meeting</a> with current U.S. House Speaker Kevin McCarthy.</p>

<p class="wp-block-paragraph">TAIPEI, Taiwan (AP) — China’s military declared Monday it is “ready to fight” after completing three days of large-scale combat exercises around Taiwan that simulated sealing off the island in response to the Taiwanese president’s trip to the U.S. last week.</p>



<p class="wp-block-paragraph">The “combat readiness patrols” named Joint Sword were meant as a warning to self-governing Taiwan, which China claims as its own, China’s military said earlier.</p>



<p class="wp-block-paragraph">“The theater’s troops are ready to fight at all times and can fight at any time to resolutely smash any form of ‘Taiwan independence’ and foreign interference attempts,” it said Monday.</p>



<p class="wp-block-paragraph">The exercises were similar to ones conducted by China last August, when it launched missile strikes on targets in the seas around Taiwan in retaliation for then-Speaker Nancy Pelosi’s visit to Taiwan, but have been smaller and less disruptive.</p>



<p class="wp-block-paragraph">Military experts say the exercises serve both as intimidation and as an opportunity for Chinese troops to practice sealing off Taiwan by blocking sea and air traffic, an important strategic option the Chinese military might pursue in the event it uses military force to take Taiwan.</p>



<p class="wp-block-paragraph">The Chinese actions follow President Tsai Ing-wen’s delicate mission to shore up Taiwan’s dwindling diplomatic alliances <a href="https://apnews.com/article/belize-guatemala-taiwan-china-allies-central-america-tsai-visit-6d614b29e90c4851424e4a8d34752a01">in Central America</a> and boost its U.S. support, a trip capped with a sensitive meeting with U.S. House Speaker Kevin McCarthy <a href="https://apnews.com/article/china-taiwan-united-states-mccarthy-tsai-7f33d0bb7c307bb26da39b39df688b71">in California</a>. A U.S. congressional delegation also met with Tsai over the weekend in Taiwan after she returned.</p>



<p class="wp-block-paragraph">White House National Security Council spokesman John Kirby reiterated the position of President Joe Biden’s administration that Tsai’s transit through the U.S. and the congressional visit to Taiwan were not out of the norm. Tsai transited through the United States six times between 2016 and 2019.</p>



<p class="wp-block-paragraph">“There was no reason to react in any way militarily,” he said. “There’s no reason for tensions across the Taiwan Strait to devolve into any kind of conflict.”</p>



<p class="wp-block-paragraph">China responded immediately to the McCarthy meeting by imposing a&nbsp;<a href="https://apnews.com/article/china-sanctions-taiwan-us-dc6e2a198f3777dceca272e1d3395f2b">travel ban and financial sanctions</a>&nbsp;against those associated with Tsai’s U.S. trip and with increased military activity through the weekend.</p>



<p class="wp-block-paragraph">“China wants to use any increase of diplomatic interactions between the U.S. and Taiwan as an excuse to train its military,” said Kuo Yu-jen, a defense studies expert and director of the Institute for National Policy Research in Taiwan.</p>



<p class="wp-block-paragraph">Beijing says contact between foreign officials and the island’s democratic government encourages Taiwanese who want formal independence, a step China’s ruling Communist Party says would lead to war. The sides split in 1949 after a civil war, and the Communist Party says the island is obliged to rejoin the mainland, by force if necessary.</p>



<p class="wp-block-paragraph">After Pelosi visited Taiwan, China conducted missiles strikes on targets in the seas around Taiwan, while also sending warships and war planes over the median line of the Taiwan Strait. It also fired missiles over the island itself which landed in Japan’s exclusive economic zone, in a significant escalation.</p>



<p class="wp-block-paragraph">The live-fire exercises disrupted flights and shipping in one of the busiest shipping lanes for global trade. This time, shipping and maritime traffic have largely continued as normal, Kuo said.</p>



<p class="wp-block-paragraph">The exercises this time have focused more on air strength, with Taiwan reporting more than 200 flights by Chinese warplanes in the past three days. Chinese state broadcaster CCTV, citing the People’s Liberation Army, said the exercises are “simulating the joint sealing off” of Taiwan as well as “waves of simulated strikes” at important targets on the island.</p>



<p class="wp-block-paragraph">On Monday, the PLA said its Shandong aircraft carrier was taking part in the exercises encircling Taiwan for the first time. It showed a video of a fighter jet taking off the deck of the ship in a post on Weibo, the social media platform.</p>



<p class="wp-block-paragraph">The appearance of the Shandong aircraft carrier in the Pacific Ocean suggests that it could be used to prevent foreign militaries from coming to help Taiwan, said Han Gan-ming, a research fellow at the government-backed Institute for National Defense and Security Research.</p>



<p class="wp-block-paragraph">“In the future if there’s a similar military maneuver, then Taiwan will have to face it alone,” Han said.</p>



<p class="wp-block-paragraph">Between 6 a.m. Sunday and 6 a.m. Monday, a total of 70 planes were detected and half crossed the median of the Taiwan Strait, an unofficial boundary once tacitly accepted by both sides, according to Taiwan’s Ministry of National Defense. Among the planes that crossed the median were eight J-16 fighter jets, four J-1 fighters, eight Su-30 fighters and reconnaissance planes. Taiwan also tracked J-15 fighter jets, which are paired with the Shandong aircraft carrier.</p>



<p class="wp-block-paragraph">By Monday evening, Taiwan’s defense ministry reported another 91 flights by bombers, as well as multiple fighter jets, early warning aircraft and military transport planes.</p>



<p class="wp-block-paragraph">That followed a full day between Friday and Saturday in which eight warships and 71 planes were detected near Taiwan, according to the island’s Defense Ministry. It said in a statement that it was approaching the situation from the perspective of “not escalating conflict, and not causing disputes.”</p>



<p class="wp-block-paragraph">Taiwan said it monitored the Chinese moves through its land-based missile systems, as well as from its own navy vessels.</p>



<p class="wp-block-paragraph">China’s military harassment of Taiwan has intensified in recent years with planes or ships sent toward the island on a near-daily basis, with the numbers rising in reaction to sensitive activities. The military activity has increased a notch since Pelosi’s visit, with Chinese PLA fighter jets regularly flying over the middle boundary line. Experts say PLA navy vessels regularly navigate the waters off Taiwan’s northeastern coast.</p>



<p class="wp-block-paragraph">Meanwhile, to the south in the South China Sea, the U.S. 7th Fleet said its missile destroyer USS Milius sailed by Mischief Reef in a freedom of navigation operation. China has built an artificial island on the sea feature to stake its claim to the disputed territory.</p>



<p class="wp-block-paragraph">China said the U.S. “illegally trespassed” into waters near the reef without the permission of the Chinese government, according to a statement from the Chinese military’s southern command.</p>



<p class="wp-block-paragraph">Outside of the military maneuvers, Kuo said he was worried about the announcements from Fujian’s Maritime Safety Administration from last week, when it said it would conduct “on-site inspections” of cargo ships and working vessels in the Taiwan Strait as part of a patrol exercise.</p>



<p class="wp-block-paragraph">“First they’ll target ships traveling between the Strait, then they will target any international ship,” he said. “Gradually this will become the de facto new status quo.”</p>



<p class="wp-block-paragraph">One of the U.S. representatives who attended the meeting with Tsai last week said Saturday the U.S. must take seriously the threat China poses to Taiwan. Republican Mike Gallagher, chairman of the U.S. House Select Committee on China, told <a href="https://apnews.com/article/taiwan-china-congress-gallagher-tsai-22b91ed7955144c0d5540aaffa3b4e7c">The Associated Press</a> that he plans to lead his committee in working to shore up the island government’s defenses, encouraging Congress to expedite military aid to Taiwan.</p>

<p class="wp-block-paragraph">TAIPEI, Taiwan (AP) — Taiwan scrambled fighter jets, put its navy on alert and activated missile systems in response to nearby operations by 34 Chinese military aircraft and nine warships that are part Beijing’s strategy to unsettle and intimidate the self-governing island democracy.</p>



<p class="wp-block-paragraph">The large-scale Chinese deployment came as Beijing increases preparations for a potential blockade or military action against Taiwan that have stirred increasing concern among military leaders, diplomats and elected officials in the U.S., Taiwan’s key ally.</p>



<p class="wp-block-paragraph">In a memo last month, U.S. Air Force Gen. Mike Minihan instructed officers to be prepared for a U.S. -China conflict over Taiwan in 2025. As head of the Air Mobility Command, Minihan has a keen understanding of the Chinese military and his personal remarks echo calls in the U.S. for heightened preparations.</p>



<p class="wp-block-paragraph">Taiwan’s Defense Ministry said 20 Chinese aircraft on Tuesday crossed the central line in the Taiwan Strait that has long been an unofficial buffer zone between the sides, which separated during a civil war in 1949.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/taiwan-politics-china-government-germany-88cd9b9fcead9d5dba0e8ea364f4dac6">China claims the island republic as its own territory, to be taken by force if necessary,</a> while the vast majority of Taiwanese are opposed to coming under the control of China’s authoritarian Communist Party.</p>



<p class="wp-block-paragraph">Taiwan’s armed forces “monitored the situation &#8230; to respond to these activities,” the Defense Ministry said Wednesday.</p>



<p class="wp-block-paragraph">That announcement came as NATO Secretary-General Jens Stoltenberg warned that China’s growing assertiveness and collaboration with Russia pose a threat not only to Asia but also to Europe.</p>



<p class="wp-block-paragraph">On a visit to Japan on Wednesday, Stoltenberg said China is increasingly investing in nuclear weapons and long-range missiles without providing transparency or engaging in arms control talks. Stoltenberg&nbsp;<a href="https://apnews.com/article/russia-ukraine-nato-politics-fumio-kishida-jens-stoltenberg-5eeb9706d492fca06d9d5c19f245963c">earlier criticized China</a>&nbsp;for “bullying its neighbors and threatening Taiwan” and stressed the need for Japan and other democracies to work together with the alliance to defend the international order.</p>



<p class="wp-block-paragraph">“NATO needs to make sure we have friends,” he said, citing escalating Chinese attempts to coerce neighbors and threaten Taiwan. “It is important to work more closely with our partners in the Indo Pacific.”</p>



<p class="wp-block-paragraph">China’s Foreign Ministry responded by accusing NATO of exceeding its mandate and having “played up China’s threats.”</p>



<p class="wp-block-paragraph">“China is always a force for regional and global peace and stability,” ministry spokesperson Mao Ning said at a regular briefing.</p>



<p class="wp-block-paragraph">“I would like to stress that the Asia-Pacific is not a battlefield for the geopolitical contest and does not welcome the Cold War mentality and bloc confrontation,” Mao said.</p>



<p class="wp-block-paragraph">It wasn’t clear what prompted the Chinese action in Taiwan, although it came just ahead of a visit to Beijing by U.S. Secretary of State Antony Blinken, who would become the highest-ranking official to visit China since President Joe Biden’s election in 2020.</p>



<p class="wp-block-paragraph">Beijing frequently seeks to flag Taiwan as the most serious issue in U.S.-China relations ahead of top-level discussions, leading then to discussions of other economic, trade and political issues where there is more room for meaningful exchanges.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/russia-ukraine-taiwan-government-china-tsai-ing-wen-b7b8fc4bf91483e6c138b2d27394f36a">China has sent warships, bombers, fighter jets and support aircraft into airspace</a>&nbsp;near Taiwan on a near-daily basis, hoping to wear down the island’s limited defense resources and undercut support for pro-independence President Tsai Ing-wen.</p>



<p class="wp-block-paragraph">Chinese fighter jets have also confronted military aircraft from the U.S. and allied nations over international airspace in the South China and East China seas, in what Beijing has described as dangerous and threatening maneuvers.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/taiwan-politics-government-china-c4d7a3a3776284fec977faaf41bffa82">A string of visits in recent months by foreign politicians</a>&nbsp;to Taiwan, including by then-U.S. House Speaker Nancy Pelosi and numerous politicians from the European Union, spurred displays of military might from both sides.</p>



<p class="wp-block-paragraph">In response to Pelosi’s visit in August, China staged war games surrounding the island and fired missiles over it into the Pacific Ocean.</p>



<p class="wp-block-paragraph">China has repeatedly threatened retaliation against countries seeking closer ties with Taiwan, but its attempts at intimidation have sparked a backlash in popular sentiment in Europe, Japan, the U.S. and other nations.</p>



<p class="wp-block-paragraph">Taiwan is set to hold presidential elections next year, in contrast to China’s system of total control by President and party General Secretary Xi Jinping, who has removed term limits to effectively make him leader for life. China’s efforts to reach out to Taiwan’s pro-unification Nationalist Party have largely backfired.</p>



<p class="wp-block-paragraph">Although the Nationalists performed well in local elections last year, the party’s pro-Beijing policies have failed to find resonance among voters on a national level.</p>



<p class="wp-block-paragraph">Taiwan has responded to China’s threats by ordering more defensive weaponry from the U.S., leveraging its democracy and high-tech economy to strengthen foreign relations and revitalizing its domestic arms industry.</p>



<p class="wp-block-paragraph">Compulsory military service for men is being extended from four months to one year and public opinion surveys show high levels of support for increased defense spending to counter China’s threats.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/taiwan-politics-government-united-states-china-aace5bd86f796473efcd4b65a8daca5f">In an interview last month,</a>&nbsp;Taiwan’s envoy to the U.S. said the island has learned important lessons from Russia’s war in Ukraine that would help it deter any attack by China or defend itself if invaded.</p>



<p class="wp-block-paragraph">Taiwan’s de facto ambassador in Washington, Bi-khim Hsiao, said there is a new emphasis on preparing military reservists and civilians for the kind of all-of-society fight that Ukrainians are waging against Russia.</p>



<p class="wp-block-paragraph">“Everything we’re doing now is to prevent the pain and suffering of the tragedy of Ukraine from being repeated in our scenario in Taiwan,” Hsiao told The Associated Press. “So ultimately, we seek to deter the use of military force. But in a worst-case scenario, we understand that we have to be better prepared.”</p>

<p class="wp-block-paragraph">TAIPEI, Taiwan (AP) — China’s military sent 71 planes and seven ships toward Taiwan in a 24-hour display of force directed at the self-ruled island, Taiwan’s Defense Ministry said Monday, after China expressed anger at Taiwan-related provisions i&nbsp;<a href="https://apnews.com/article/biden-taiwan-politics-china-congress-0f27f16930c7f83e3a8d19bb93a1f21c">n a U.S. annual defense spending bill.</a></p>



<p class="wp-block-paragraph">China’s military harassment of Taiwan, which it claims is its own territory, has intensified in recent years, and the Communist Party’s People’s Liberation Army has sent planes or ships toward the island on a near-daily basis.</p>



<p class="wp-block-paragraph">Between 6 a.m. Sunday and 6 a.m. Monday, 47 of the Chinese planes crossed the median of the Taiwan Strait, an unofficial boundary once tacitly accepted by both sides, according to Taiwan’s Ministry of National Defense.</p>



<p class="wp-block-paragraph">Among the planes China sent towards Taiwan were 18 J-16 fighter jets, 11 J-1 fighters, 6 Su-30 fighters and drones.</p>



<p class="wp-block-paragraph">Taiwan said it monitored the Chinese moves through its land-based missile systems, as well as on its own navy vessels.</p>



<p class="wp-block-paragraph">“This is a firm response to the current U.S.-Taiwan escalation and provocation,” said Shi Yi, the spokesman for the PLA’s Eastern Theater Command, in a statement on Sunday night. It announced that the PLA was holding joint combat patrols and joint strike drills in the waters around Taiwan.</p>



<p class="wp-block-paragraph">Shi was referring to the U.S. defense spending bill, which calls China a strategic challenge. With regard to the Indo-Pacific region, the legislation authorizes increased security cooperation with Taiwan and requires expanded cooperation with India on emerging defense technologies, readiness and logistics.</p>



<p class="wp-block-paragraph">In Washington, an official of the White House National Security Council said China’s military activity near Taiwan was “destabilizing, risks miscalculations, and undermines regional peace and stability.”</p>



<p class="wp-block-paragraph">The official, who was not authorized to be identified and commented on condition of anonymity, said: “The United States has an abiding interest in peace and stability across the Taiwan Strait. We will continue to assist Taiwan in maintaining a sufficient self-defense capability in line with our long-standing commitments and consistent with our one-China policy.”</p>



<p class="wp-block-paragraph">China’s military has often used large military exercises as a demonstration of force in response to U.S. government actions in support of Taiwan.</p>



<p class="wp-block-paragraph">It conducted large live-fire military exercises in August in response to U.S. House Speaker Nancy Pelosi’s visit to Taiwan. Beijing views visits from foreign governments to the island as de facto recognition of the island as independent and a challenge to China’s claim of sovereignty.</p>

<p class="wp-block-paragraph">NUSA DUA, Indonesia (AP) — President&nbsp;<a href="https://apnews.com/hub/joe-biden">Joe Biden</a>&nbsp;objected directly to China’s “coercive and increasingly aggressive actions” toward Taiwan during the first in-person meeting of his presidency with&nbsp;<a href="https://apnews.com/hub/xi-jinping">Xi Jinping,</a>&nbsp;as the two superpower leaders aimed on Monday to “manage” their differences in the competition for global influence.</p>



<p class="wp-block-paragraph">The nearly three-hour meeting was the highlight of Biden’s weeklong, round-the-world trip to the Middle East and Asia, and came at a critical juncture for the two countries amid increasing economic and security tensions. Speaking at a news conference afterward, Biden said that when it comes to China, the U.S. would “compete vigorously, but I’m not looking for conflict.”</p>



<p class="wp-block-paragraph">He added: “I absolutely believe there need not be a new Cold War” between America and the rising Asian power.</p>



<p class="wp-block-paragraph">Biden reiterated U.S. support for its longstanding “One China” policy, which recognizes the government in Beijing — while allowing for informal American relations and defense ties with Taipei, and “strategic ambiguity” over whether the U.S. would respond militarily if the island were attacked. He also said that despite China’s recent saber rattling, he does not believe “there’s any imminent attempt on the part of China to invade Taiwan.”</p>



<p class="wp-block-paragraph">Xi, according to the Chinese government’s account of the meeting, “stressed that the Taiwan question is at the very core of China’s core interests, the bedrock of the political foundation of China-U.S. relations, and the first red line that must not be crossed in China-U.S. relations.”</p>



<p class="wp-block-paragraph">Biden said he and Xi also discussed Russia’s aggression against Ukraine and “reaffirmed our shared belief” that the use or even the threat of nuclear weapons is “totally unacceptable.” That was a reference to Moscow’s thinly veiled threats to use atomic weapons as its nearly nine-month invasion of Ukraine has faltered.</p>



<p class="wp-block-paragraph">Chinese officials have largely refrained from public criticism of Russia’s war, although Beijing has avoided direct support of the Russians, such as supplying arms.</p>



<p class="wp-block-paragraph">While there were no watershed breakthroughs, the Biden-Xi meeting brought each side long-sought, if modest, gains. In addition to the shared condemnation of Russian nuclear threats, Biden appeared to secure from Xi the resumption of lower-level cooperation from China on a range of shared global challenges. Meanwhile, Xi, who has aimed to establish China as a geopolitical peer of the U.S., got symbolic home turf for the meeting as well as Biden’s forceful One China policy commitment.</p>



<p class="wp-block-paragraph">The White House said Biden and Xi agreed to “empower key senior officials” to work on areas of potential cooperation, including tackling climate change and maintaining global financial, health and food stability. Beijing had cut off such contacts with the U.S. in protest of House Speaker Nancy Pelosi’s trip to Taiwan in August.</p>



<p class="wp-block-paragraph">China and the U.S. are the world’s worst climate polluters, and their one-on-one climate contacts are seen as vital to staving off some of the most dire scenarios of climate change. Biden’s first stop on his long overseas trip was in Egypt for a major climate conference.</p>



<p class="wp-block-paragraph">The two leaders agreed to have U.S. Secretary of State Antony Blinken travel to Beijing to continue discussions.</p>



<p class="wp-block-paragraph">Xi and Biden warmly greeted each other with a handshake at a luxury resort hotel in Indonesia, where they are attending the&nbsp;<a href="https://apnews.com/article/putin-inflation-british-politics-biden-health-96fece8e82b94cd836923747198c14c6">Group of 20 summit</a>&nbsp;of large economies.</p>



<p class="wp-block-paragraph">“As the leaders of our two nations, we share responsibility, in my view, to show that China and the United States can manage our differences, prevent competition from becoming anything ever near conflict, and to find ways to work together on urgent global issues that require our mutual cooperation,” Biden said to open the meeting.</p>



<p class="wp-block-paragraph">Xi called on Biden to “chart the right course” and “elevate the relationship” between China and the U.S. He said he wanted a “candid and in-depth exchange of views.”</p>



<p class="wp-block-paragraph">Both men entered the highly anticipated meeting with bolstered political standing at home. Democrats triumphantly held onto&nbsp;<a href="https://pronto.associatedpress.com/web/search/text?all=false&amp;endDate=2020-08-19T23:20:17.269Z&amp;sourceType=ap&amp;dateRangeType=live&amp;mediaSortType=newest&amp;pagesize=100&amp;viewType=conversation&amp;keyword=wire:dsa%20AND%20election&amp;storyType=all&amp;mediatype=text&amp;startDate=2020-03-01T05:00:00.000Z&amp;pagenumber=0" target="_blank" rel="noreferrer noopener">control of the U.S. Senate,</a>&nbsp;with a chance to boost their ranks by one in a runoff election in Georgia next month, while Xi was&nbsp;<a href="https://pronto.associatedpress.com/web/search/text?all=false&amp;endDate=2020-08-19T23:20:17.269Z&amp;sourceType=ap&amp;dateRangeType=live&amp;mediaSortType=newest&amp;pagesize=100&amp;viewType=conversation&amp;keyword=wire:dsa%20AND%20xi%20AND%20communist&amp;storyType=all&amp;mediatype=text&amp;startDate=2020-03-01T05:00:00.000Z&amp;pagenumber=0" target="_blank" rel="noreferrer noopener">awarded a third five-year term</a>&nbsp;in October by the Communist Party’s national congress, a break with tradition.</p>



<p class="wp-block-paragraph">But relations between the two powers have grown more strained under successive American administrations, with economic, trade, human rights and security differences at the fore.</p>



<p class="wp-block-paragraph">As president, Biden has repeatedly taken China to task for&nbsp;<a href="https://apnews.com/article/china-japan-crime-geneva-72426c36d1a4c0ae83d9520d2f19d840">human rights abuses against the Uyghur people</a>&nbsp;and other ethnic minorities, crackdowns on democracy activists in Hong Kong, coercive trade practices, military provocations against self-ruled Taiwan and differences over Russia and Ukraine.</p>



<p class="wp-block-paragraph">The White House said Biden specifically mentioned U.S. concerns about China’s actions in Xinjiang, Tibet, and Hong Kong, and the plight of Americans it considers “wrongfully detained” or subject to exit bans in China.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/hub/taiwan">Taiwan</a>&nbsp;has emerged as one of the most contentious issues. Multiple times in his presidency,&nbsp;<a href="https://apnews.com/article/taiwan-biden-china-nancy-pelosi-government-and-politics-abe8b7b0c6600e5fa869effae0d76ef2">Biden has said the U.S. would defend the island</a>&nbsp;— which China has eyed for eventual unification — in case of a Beijing-led invasion. But administration officials have stressed each time that the U.S. China policy has not changed.</p>



<p class="wp-block-paragraph">Pelosi’s trip prompted China, officially the People’s Republic of China, to retaliate with military drills and the firing of ballistic missiles into nearby waters.</p>



<p class="wp-block-paragraph">The White House said Biden “raised U.S. objections to the PRC’s coercive and increasingly aggressive actions toward Taiwan, which undermine peace and stability across the Taiwan Strait and in the broader region, and jeopardize global prosperity.”</p>



<p class="wp-block-paragraph">In the meeting, Biden said China’s economic practices “harm American workers and families, and workers and families around the world,” the White House said.</p>



<p class="wp-block-paragraph">The meeting came just weeks after the Biden administration&nbsp;<a href="https://apnews.com/article/biden-technology-china-asia-xi-jinping-cfd6fc9f04cc7ea47f61ee6f04383b57">blocked exports of advanced computer chips</a>&nbsp;to China — a national security move that bolsters U.S. competition against Beijing.</p>



<p class="wp-block-paragraph">Xi’s government said he condemned such moves, saying, “Starting a trade war or a technology war, building walls and barriers, and pushing for decoupling and severing supply chains run counter to the principles of market economy and undermine international trade rules.”</p>



<p class="wp-block-paragraph">Although the two men have held five phone or video calls during Biden’s presidency, White House officials said those encounters were no substitute for an in-person meeting. They said sitting down with Xi was all the more important after the Chinese leader strengthened his grip on power with a third term and because lower-level Chinese officials have been unable or unwilling to speak for their leader.</p>



<p class="wp-block-paragraph">White House officials and their Chinese counterparts spent weeks negotiating details of the meeting, which was held at Xi’s hotel with translators providing simultaneous interpretation through headsets. Each leader was flanked by nine N-95 mask-wearing aides, and in the case of Xi, at least one official newly elevated in the recent Congress to its top leadership.</p>



<p class="wp-block-paragraph">U.S. officials were eager to see how Xi approached the meeting after consolidating his position as the unquestioned leader of the state — whether that made him more or less likely to seek out areas of cooperation.</p>



<p class="wp-block-paragraph">Biden said Xi was as he’s always been.</p>



<p class="wp-block-paragraph">“I didn’t find him more confrontational or more conciliatory,” Biden said. “I found him the way he’s always been, direct and straightforward.”</p>
