<p class="wp-block-paragraph">On Friday, November 25, 2022 at approximately 11:08 a.m., Riverside Police Officers were dispatched to check the welfare of a young female who appeared distressed while getting into a Red Kia Soul with a man along the 11200 block of Price Court, located in the La Sierra South neighborhood of Riverside. While officers were responding, our Public Safety Communications Center began receiving calls of a structure fire just a few houses away from where the check the welfare call originated.&nbsp;</p>



<p class="wp-block-paragraph">The Riverside Fire Department arrived first and reported a working fire on the first floor of the residence. They initiated a fire attack, made entry, then discovered three adult victims laying on the ground in the front entry way. Their bodies were pulled outside where it was determined they were victims of an apparent homicide. Firefighters continued their efforts until the fire was placed under control and eventually extinguished.&nbsp;</p>



<p class="wp-block-paragraph">Detectives with the Robbery – Homicide Unit, along with Specialists from the Forensics Unit, responded and assumed the investigation. They have been assisted by the Riverside County Sheriff-Coroner’s Office, the Riverside County District Attorney’s Office, and Arson Investigators with the Riverside Fire Department.&nbsp;</p>



<p class="wp-block-paragraph">The victims have been identified as 69-year-old Mark Winek, his wife 65-year-old Sharie Winek, and their daughter 38-year-old Brooke Winek. The exact cause and manner of their deaths are still pending. The cause of the house fire continues to be under investigation although it appears at this point to have been intentionally ignited.</p>

<p class="wp-block-paragraph">During the preliminary investigation, it was determined the young female described in the initial check the welfare call was a teenager who lived where the house fire and homicides occurred. The man she accompanied was eventually identified as 28-year-old Austin Lee Edwards of North Chesterfield, Virginia.&nbsp;</p>



<p class="wp-block-paragraph">Information was relayed to allied law enforcement agencies regarding this triple homicide and Edwards’ vehicle description while detectives sought warrants for his arrest and attempted to determine his current whereabouts. Several hours later, he was discovered driving with the teen through San Bernardino County when he was located by the San Bernardino County Sheriff’s Department in the unincorporated area of Kelso. Edwards fired gunshots at deputies and a deputy-involved shooting occurred where he was subsequently pronounced deceased at the scene.</p>



<p class="wp-block-paragraph">The teen was unharmed and later placed into protective custody of the Riverside County Department of Public Social Services.</p>



<p class="wp-block-paragraph">Detectives determined Edwards had met the female teenager through the common form of online deception known as “catfishing,” where someone pretends to be a different person than they actually are. It is believed Edwards had developed an online relationship with the teen and obtained her personal information. He traveled from Virginia to Riverside where he parked his vehicle in a neighbor’s driveway and walked to the teen’s home. At some point, he murdered the teen’s grandfather, grandmother, and mother before walking back to his vehicle with the teen and leaving. Detectives learned Edwards had worked for the Virginia State Police until recently employed at the Washington County Sheriff’s Office in the state of Virginia.</p>



<p class="wp-block-paragraph">“Our hearts go out to the Winek family and their loved ones during this time of tremendous grief, as this is a tragedy for all Riversiders,” stated Riverside Police Chief Larry Gonzalez. “This is yet another horrific reminder of the predators existing online who prey on our children. If you’ve already had a conversation with your kids on how to be safe online and on social media, have it again. If not, start it now to better protect them.”&nbsp;</p>



<p class="wp-block-paragraph">This investigation is still ongoing and there are no other details to release at this time. <p class="wp-block-paragraph">RICHMOND, Va. (AP) — An accidentally severed fiber optic cable shut down Virginia&#8217;s online voter registration system for several hours Tuesday, the last day to register before the November general election, authorities said.</p>



<p class="wp-block-paragraph"><a href="https://www.elections.virginia.gov/">The Virginia Department of Elections</a> said in statement on Twitter that a “fiber cut” affected connectivity for multiple agencies, including the department&#8217;s citizen portal and registrar&#8217;s offices. The cable was inadvertently cut during a <a href="https://www.chesterfield.gov/">Chesterfield County</a> roadside utilities project, according to the state’s information technology agency.</p>



<p class="wp-block-paragraph">Six hours later, the Department of Elections issued a statement saying the portal was back online. But the fallout already included threats of legal action and concern that voters were being disenfranchised at a crucial moment.</p>



<p class="wp-block-paragraph">Voting advocates said the accident couldn&#8217;t have a come a worse time and lambasted state officials for the technological failure. The day of the deadline is when many Virginians decide to register, particularly after being reminded on social media and in the news.</p>



<p class="wp-block-paragraph">The Lawyers’ Committee for Civil Rights Under Law said it&#8217;s already considering legal action to ask a judge to extend the registration deadline. And Democratic members of Virginia&#8217;s congressional delegation are calling for a 72-hour extension.</p>



<p class="wp-block-paragraph">U.S. Reps. Don Beyer, Gerry Connolly and Jennifer Wexton said in a statement that they “hope the courts will swiftly grant such an extension” and account for the time it will take to inform the public of a new deadline.</p>



<p class="wp-block-paragraph">Virginia Gov. Ralph Northam said at a press conference that he supports extending the deadline. But he said it appears that only the courts have the ability to change it.</p>



<p class="wp-block-paragraph">Northam, a Democrat, added said the state did not have a backup plan for this particular cable and the episode shows the need for the state to continue its efforts at creating a secure network.</p>



<p class="wp-block-paragraph">“Obviously, we still have a lot of work to do,&#8221; Northam said.</p>



<p class="wp-block-paragraph">Secretary of Administration Keyanna Conner said the cut occurred on a 10-gigabit optical fiber circuit that was installed this spring to help the state handle increased web demand during the coronavirus. She said backup circuits in aren&#8217;t as large as the main circuit, but plans are in place to upgrade them.</p>



<p class="wp-block-paragraph">Virginia, which has 13 electoral votes, is not considered a marquee battleground state in the presidential race by political observers. But three congressional races are considered highly competitive, and their outcomes could affect the makeup of the U.S. House.</p>



<p class="wp-block-paragraph">Democratic freshmen Reps. Abigail Spanberger and Elaine Luria are facing tough challenges in the 7th District and 2nd District, respectively, and the 5th District seat is open. The races in the 2nd and 5th districts are considered a “toss up” by the Cook Political Report. Spanberger&#8217;s seat is listed as leaning Democratic.</p>



<p class="wp-block-paragraph">The Washington Post reported that election officials in northern Virginia have been forced to register voters using paper forms.</p>



<p class="wp-block-paragraph">This isn&#8217;t the first time technical problems affected Virginians&#8217; ability to register to vote under a looming deadline.</p>



<p class="wp-block-paragraph">In 2016, an unknown number of people were not able to register because of unprecedented demand, in part because of social media postings reminding people of the registration deadline that year.</p>



<p class="wp-block-paragraph">A voter advocacy group, the <a href="https://www.nvm-educationfund.org/">New Virginia Majority Education Fund</a>, sued for an extension and a federal judge granted a brief one to make up for the computer glitches that occurred.</p>



<p class="wp-block-paragraph">The Lawyers’ <a href="https://www.lawyerscommittee.org/">Committee for Civil Rights</a> Under Law, which filed the 2016 lawsuit on the voter group’s behalf, swiftly condemned state officials for the disruption Tuesday.</p>



<p class="wp-block-paragraph">Kristen Clarke, executive director of the committee, said Virginia election officials “have again failed the public.”</p>



<p class="wp-block-paragraph">“This error is particularly astounding given that this same problem occurred at virtually the same time in 2016,” she said. &#8220;It is astonishing that Virginia has not learned from failures of the not-so-distant past.”</p>



<p class="wp-block-paragraph">Clarke said the group anticipates pursuing legal action to get an extension to give voters additional time. In 2016, more than 25,000 people registered to vote after the judge&#8217;s 36-hour extension, she said.</p>



<p class="wp-block-paragraph">“This is a big deal,” Clarke said of the severed cable. “People often are getting the notices about how to register close to the deadline. And the days leading up to a deadline are often when many people are seeking to avail themselves of the right to register.&#8221;</p>
