The League of California Cities request that the City Council ADOPT Resolution No. 4149 supporting The Veterans and Affordable Housing Bond Act of 2026, which authorizes $11.25 billion in state general obligation bonds to fund several housing affordability programs, per the posted agenda recommendation.

The agenda titles the item as adding SB 1383 self-hauler requirements.

Mayor Pro Tem Sanchez requests that the council AUTHORIZE the mayor to sign and transmit a letter to Governor Gavin Newsom requesting a veto of Senate Bill 1087 (Cabaldon). The staff report states SB 1087 proposes changes to California’s regional transportation planning and Sustainable Communities Strategy framework under Senate Bill 375; bill title language in packet materials includes transportation planning, sustainable communities strategies, and transportation funding programs.

Discussion. For Tract 31886 Landscape and Irrigation Improvements (SJ-545), staff recommends approving plans and specifications; awarding the construction contract to the lowest responsible bidder submitting a responsive bid, Conserve LandCare, for $986,944.25; allocating 8% of the total bid ($78,955.54) for administration, inspection, and testing; allocating 10% of the total bid ($98,694.43) for construction contingencies; and authorizing the Interim City Manager to execute the construction contract. The staff report states nine bids received Aug. 27, 2026, ranged from $986,944.25 to $1,953,649.88.

Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Eastvale and Jurupa Valley have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2021.

Deputies assigned to the SET received complaints from residents of the City of Eastvale regarding a possible illegal indoor marijuana cultivation taking place out of a residence in the 14000 block of Sleepy Creek Dr. in Eastvale. The SET deputies investigated and determined there was probable cause to author a search warrant for the residence.

On March 30, 2021, at 12:30 PM, members from the Jurupa Valley station’s SET team served a cultivation related search warrant at the property located at the above address within the City of Eastvale. During the service of the search warrant, deputies recovered approximately 700 marijuana plants and several pounds of processed marijuana from the location.

Yi Ying Chen, 48-year old resident of the City of Eastvale, was arrested for illegal marijuana cultivation, maintaining and operating a drug house, possession of marijuana for sales. Subsequently, he was booked at the Robert Presley Detention Center:

Eastvale Community Enhancement and Safety, along with Southern California Edison responded to the location and they conducted their own separate investigations into various building and safety code violations.

The Jurupa Valley Station continuously strives to ensure the citizens of Jurupa Valley, Eastvale and the unincorporated areas, live comfortably and their quality of life is unimpeded. Deputies assigned to the SET received complaints from residents of the city of Eastvale regarding possible illegal indoor marijuana cultivations. The Eastvale SET Deputies investigated and determined that properties located on the 6800 block of McKenzie Ct., and 13600 block of Golden Eagle Ct, city of Eastvale, had been converted to support and promote illegal indoor marijuana cultivation, and there was evidence that marijuana plants were harvested on the properties.

On December 22, 2020, at 2:00 PM, members from the Jurupa Valley station’s SET conducted marijuana eradication search warrants. They served two residential search warrants within the city of Eastvale. They recovered a total amount of 3010 marijuana plants. Also, a combined theft of electrical utilities from the residence’s worth $81,000.

Jiancai Zhoa, 34-year old resident of the city of Eastvale, was arrested for illegal marijuana cultivation, maintaining and operating a drug house, possession of marijuana for sales and electricity theft. Subsequently, he was booked at the Robert Presley Detention Center:

Eastvale Code Enforcement and Southern California Edison were summoned to the locations and they conducted their own separate investigations into various building code violations and electrical theft violations.
