<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Russia launched a pre-dawn attack on Ukraine’s capital Tuesday as its air defenses worked to stop drones in what has been a relentless wave of daylight and nighttime bombardments targeting Kyiv.</p>



<p class="wp-block-paragraph">The buzzing of drones and loud explosions were heard as Ukrainian air defense responded to the third Russia aerial attack on the capital in the last 24 hours. According to preliminary data, more than 20 Shahed drones were destroyed by air defense forces in Kyiv’s airspace, the Kyiv Military Administration says.</p>



<p class="wp-block-paragraph">One person died, three were injured when a high-rise building in the Holosiiv district caught fire. The two upper floors are destroyed, and there may be people under the rubble, the Kiyv military administration said. More than 20 people were evacuated.</p>



<p class="wp-block-paragraph">Elsewhere in the capital, falling debris caused a fire in a private house in the Darnytskyi district and three cars were set alight in the Pechersky district, according to the military administration.</p>



<p class="wp-block-paragraph">The series of attacks that began Sunday included a rare daylight attack Monday that left puffs of white smoke in the blue skies.</p>



<p class="wp-block-paragraph">Russian forces fired 11 ballistic and cruise missiles at Kyiv at about 11:30 a.m., according to Ukraine’s chief of staff, Valerii Zaluzhnyi. All of them were shot down, he said.</p>



<p class="wp-block-paragraph">Debris from the intercepted missiles fell in Kyiv’s central and northern districts during the morning, landing in the middle of traffic on a city road and also starting a fire on the roof of a building, the Kyiv military administration said. At least one civilian was reported hurt.</p>



<p class="wp-block-paragraph">The Russian Defense Ministry said it launched a series of strikes early Monday targeting Ukrainian air bases with precision long-range air-launched missiles. The strikes destroyed command posts, radars, aircraft and ammunition stockpiles, it claimed. It didn’t say anything about hitting cities or other civilian areas.</p>

<p class="wp-block-paragraph">TALLINN, Estonia (AP) — Russia alleges that dozens of Ukrainian militants&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-nuclear-power-plant-0c42676ba0b7777ea7010e04c7c3e991">crossed into one of its border towns</a>&nbsp;in its Belgorod region, striking targets and forcing an evacuation, before over 70 of the attackers were killed or pushed back by what the authorities termed a counterterrorism operation.</p>



<p class="wp-block-paragraph">One group claiming responsibility for the strike, the Russian Volunteer Corps, denied Wednesday it had lost any men and said its action had exposed Russian border weaknesses.</p>



<p class="wp-block-paragraph">The conflicting versions of events reflect the role of&nbsp;<a href="https://apnews.com/article/russia-ukraine-technology-politics-782d23450e93b667afd7b57e0bba365f">disinformation and propaganda</a>&nbsp;in the&nbsp;<a href="https://apnews.com/hub/russia-ukraine">15-month war</a>.</p>



<p class="wp-block-paragraph">Ukraine denied any involvement in the skirmishes Monday and Tuesday. It blamed two Russian groups, including the RVC, that claim to be volunteers fighting in coordination with Kyiv’s forces in an uprising against the government of President Vladimir Putin.</p>



<p class="wp-block-paragraph">While neither version could be independently verified, whatever happened appears to have sent Moscow scrambling to respond to one of the most serious border incursions since Putin launched the invasion of Ukraine in February 2022.</p>



<p class="wp-block-paragraph">Belgorod Gov. Vyacheslav Gladkov said an elderly woman died in the chaotic evacuation, and 12 people were wounded in the attack and shelling.</p>



<p class="wp-block-paragraph">A look at what’s known about the attack and the murky groups who say they carried it out:</p>



<p class="wp-block-paragraph">WHO’S CLAIMING RESPONSIBILITY?</p>



<p class="wp-block-paragraph">Two groups — the RVC and the Freedom of Russia Legion — claimed responsibility for the attack and announced an ambitious goal of “liberating” the Belgorod region. Little is known about them beyond what they say about themselves.</p>



<p class="wp-block-paragraph">In early March, the RVC claimed responsibility for an incursion in Russia’s Bryansk region, another border area.</p>



<p class="wp-block-paragraph">The website of the Freedom of Russia Legion says it was formed last spring “out of Russians’ desire to fight against Putin’s armed gang” and is “officially recognized” by Kyiv’s military. “We are fighting in full cooperation with the Armed Forces of Ukraine and under the leadership of the Ukrainian command,” the website says.</p>



<p class="wp-block-paragraph">The website said it fought last summer in “small battle groups,” and now was involved in the battle for the eastern city of&nbsp;<a href="https://apnews.com/article/russia-ukraine-1f62e18440e06378401f0b9daab9ab24">Bakhmut</a>.</p>



<p class="wp-block-paragraph">Denis Nikitin, a well-known Russian far-right figure, described himself as commander of the RVC when he met reporters Wednesday in Ukraine’s northern Sumy region bordering Russia.</p>



<p class="wp-block-paragraph">He described the group as “a right-wing, conservative, military, semi-political organization,” saying its fight is against Putin and his state apparatus.</p>



<p class="wp-block-paragraph">He declined to say how many soldiers were involved in the Belgorod raid.</p>



<p class="wp-block-paragraph">Nikitin said that inside Ukraine, the RVC’s actions are planned with the knowledge and assistance of Ukraine’s military, but anything outside the country’s borders “is our decision.”</p>



<p class="wp-block-paragraph">The RVC sources its own military equipment, he added.</p>



<p class="wp-block-paragraph">In August 2022, an announcement posted there said: “We, Russian volunteers living in Ukraine, decided to take up arms and create a military formation, the Russian Volunteer Corps, in order to together with our Ukrainian comrades defend their homeland which gave us shelter, and then continue the fight against the criminal Putin regime and his henchmen.”</p>



<p class="wp-block-paragraph">Other posts claimed the group was fighting in southeastern Ukraine, or as volunteers serving elsewhere in the country, including in Kyiv’s suburbs of Bucha and Irpin.</p>



<p class="wp-block-paragraph">WHAT DOES UKRAINE SAY?</p>



<p class="wp-block-paragraph">Ukrainian officials have never confirmed any ties with either group. The government in Kyiv denied involvement in this week’s Belgorod incident, calling it an act by disgruntled Russians.</p>



<p class="wp-block-paragraph">When they did talk about it, officials were vague. Deputy Defense Minister Hanna Maliar said “patriots of Russia” and “people who actually rebelled against Putin’s regime” were behind the attack. Presidential adviser Mykhailo Podolyak blamed “underground guerrilla groups” that are “composed of Russian citizens.”</p>



<p class="wp-block-paragraph">In remarks to the news outlet Suspilne, Ukraine intelligence official Andrii Yusov said it was the Russian Volunteer Corps and the Freedom of Russia Legion.</p>



<p class="wp-block-paragraph">Andrii Cherniak, another intelligence representative pointed to the fact that the two groups claimed responsibility. “This is the consequence of aggressive politics of Putin’s regime and Russia’s invasion of Ukraine,” he told The Associated Press.</p>



<p class="wp-block-paragraph">WHAT DOES RUSSIA SAY?</p>



<p class="wp-block-paragraph">Russia calls it an incursion by saboteurs deployed by Kyiv, with officials and state media using various epithets ranging from “militants” to “terrorists.”</p>



<p class="wp-block-paragraph">Kremlin spokesman Dmitry Peskov said the Belgorod attack was a diversion, meant “to draw attention away” from Russia’s victory in&nbsp;<a href="https://apnews.com/article/russia-ukraine-bakhmut-79ce2a44951613509ce9d1afede86f97">the eastern Ukrainian city of Bakhmut</a>, which Moscow claimed to have captured over the weekend after months of bloody fighting.</p>



<p class="wp-block-paragraph">Asked Tuesday about claims that the invaders were ethnic Russians, Peskov insisted that “these are Ukrainian militants from Ukraine.”</p>



<p class="wp-block-paragraph">“There are lots of ethnic Russians in Ukraine, but these are still Ukrainian militants,” Peskov said.</p>



<p class="wp-block-paragraph">Defense Ministry spokesman Igor Konashenkov said more than 70 “Ukrainian terrorists” were killed in Russia’s operation. He also referred to the attackers as “nationalists.”</p>



<p class="wp-block-paragraph">Russian state TV reported the invaders were from Ukraine’s armed forces. One report alleged the attackers used U.S. military equipment despite Washington’s assurances its weapons won’t be used for attacks on Russia.</p>



<p class="wp-block-paragraph">WHAT’S THE TRUTH?</p>



<p class="wp-block-paragraph">It’s hard to know. Analysts and commentators say both Russia and Ukraine would likely benefit from its own version of the events.</p>



<p class="wp-block-paragraph">The British Defense Ministry tweeted Tuesday that “Russia will almost certainly use these incidents to support the official narrative that it is the victim in the war.”</p>



<p class="wp-block-paragraph">Russian state media coverage appears to support this notion, with its allegations that U.S. weapons were used in the attack and the general tone of some reports that overlaid video from the region with tense, dramatic music.</p>



<p class="wp-block-paragraph">For Kyiv, it’s beneficial “to take up the position of an observer and not admit its involvement,” said Ukrainian military analyst Oleh Zhdanov.</p>



<p class="wp-block-paragraph">“The fact is that the war is happening on Russian territory, the Kremlin is being clearly indicated that Russians are not the only ones who can employ hybrid (warfare) methods,” Zhdanov told AP.</p>



<p class="wp-block-paragraph">The involvement of the Russian Volunteer Corps and the Freedom of Russia Legion should serve as signs that “there are forces inside Russia who can resist Putin’s regime,” he said.</p>



<p class="wp-block-paragraph">At the same time, the Belgorod attack “showed Russia’s helplessness,” Zhdanov said.</p>



<p class="wp-block-paragraph">“Russia turned out to be completely unprepared -– neither its security forces, nor border guards, nor special services were prepared for hostilities on their own turf. The myth that Russia keeps its border locked has been busted,” he added.</p>



<p class="wp-block-paragraph">Some Russian voices echoed that sentiment.&nbsp;<a href="https://apnews.com/article/russia-ukraine-putin-government-sergei-shoigu-d402b2ce9adfaf84690735b78c9eeec9">Yevgeny Prigozhin,</a>&nbsp;head of the Wagner private military contractor, used the incident as yet another chance to bash the Russian Defense Ministry for not adequately protecting the border.</p>



<p class="wp-block-paragraph">Alexander Kots, military correspondent with the pro-Kremlin newspaper Komsomolskaya Pravda, also raised questions on his Telegram page.</p>



<p class="wp-block-paragraph">“What’s with our technical equipment of the border, surveillance systems, motion detection systems?” he asked. “What’s with mining of the potentially dangerous areas? What’s with anti-tank equipment? Why did an enemy armored group breach deep into our territory?”</p>



<p class="wp-block-paragraph">These are the questions “to which there are no answers,” Kots said. “To be more accurate, there are, but they’re very unpleasant.”</p>

<p class="wp-block-paragraph">A Virginia man who assaulted police with a stolen baton and used a flashing strobe light to disorient officers trying to defend the U.S. Capitol on Jan. 6, 2021 was sentenced Tuesday to more than four years in prison.</p>



<p class="wp-block-paragraph">Geoffrey Sills of Mechanicsville, Virginia, was convicted of assault with a dangerous weapon, obstruction of Congress and robbery for his role in the violence at the Capitol’s Lower West Terrace tunnel,&nbsp;<a href="https://apnews.com/article/docs-expose-depth-january-6-capitol-siege-chaos-fd3204574c11e453be8fb4e3c81258c3">where police were beaten and crushed as as they tried to beat back the angry mob of President Donald Trump supporters.</a></p>



<p class="wp-block-paragraph">The 31-year-old has already served a year and a half behind bars since his June 2021 arrest.</p>



<p class="wp-block-paragraph">In a separate case on Tuesday, a judge declared a mistrial after jurors failed to reach an agreement on whether a man described as the Oath Keepers “operations leader” for Jan. 6 was guilty of obstruction. Michael Greene was acquitted of all other felony charges on Monday, but convicted of a misdemeanor offense. Greene is the only defendant in three trials involving more than a dozen members and associates of the far-right extremist group to not be convicted of a felony charge.</p>



<p class="wp-block-paragraph">Sills — who arrived at the Capitol with a gas mask and goggles — threw several pole-like objects at police, stole a police baton from an officer and hit at least two officers with it, according to prosecutors. He also pointed a strobe light at a line of officers in the tunnel.</p>



<p class="wp-block-paragraph">Sills posted videos of his actions and others on social media that day before deleting his account, prosecutors say. In one post — showing officers in riot gear — Sills wrote: “Visited the Capitol today.” In another post depicting rioters flooding into the the tunnel, he wrote: “Took a tour.”</p>



<p class="wp-block-paragraph">U.S. District Judge Trevor McFadden found Sills guilty in August after a stipulated bench trial — an unusual legal proceeding in which defendants do not admit guilt to charges but agree with the government that certain facts are true.</p>



<p class="wp-block-paragraph">Prosecutors had been seeking nine years behind bars, writing in court papers that Sills has “expressed little remorse and contrition.” Prosecutors argued that his social media posts “were those of a man proud of his actions.”</p>



<p class="wp-block-paragraph">Sills’ attorney wrote in court papers that his client didn’t come to Washington on Jan. 6 with any intention to commit violence and had a gas mask and tactical gear only “because he feared a terrorist attack.”</p>



<p class="wp-block-paragraph">“He did not arrive that day planning or expecting to wreak violence. There is no evidence that he injured anyone. He went because his President asked him to. Once there, he stepped into a maelstrom not of his making,” attorney John Kiyonaga wrote. An email seeking comment was sent to Kiyonaga after sentencing.</p>



<p class="wp-block-paragraph">Sills is among&nbsp;<a href="https://apnews.com/article/politics-legal-proceedings-crime-new-york-city-donald-trump-7aae07e782e884167579dc9d4b7a4100">roughly 1,000 people who have been charged with federal crimes</a>&nbsp;in the riot that left dozens of police officers injured. More than 300 people have been charged with assaulting, resisting, or impeding officers, including more than 100 who have been charged with using a deadly or dangerous weapon or causing serious bodily injury.</p>



<p class="wp-block-paragraph">More than half the Jan. 6 defendants have pleaded guilty, including more than 130 who have pleaded guilty to felony crimes. Of the 400 who have been sentenced, more than half have gotten terms of imprisonment ranging from seven days to 10 years, according to an Associated Press tally.</p>



<p class="wp-block-paragraph">In the Oath Keepers case, jurors on Monday&nbsp;<a href="https://apnews.com/article/oath-keepers-capitol-riot-jan-6-trial-conspiracy-437b0d2598829d951a5dbb60908e7a4a">found four defendants guilty of conspiracy and obstruction</a>: Sandra Parker, of Morrow, Ohio, Laura Steele, of Thomasville, North Carolina, William Isaacs, of Kissimmee, Florida, and Connie Meggs, of Dunnellon, Florida.</p>



<p class="wp-block-paragraph">Sandra Parker’s husband, Bennie Parker, was acquitted Monday of obstruction as well as one conspiracy charge, and Greene was acquitted of two conspiracy charges. The judge instructed jurors to keep deliberating after they said they couldn’t reach a verdict on another conspiracy charge for Bennie Parker and the obstruction charge for Greene.</p>



<p class="wp-block-paragraph">On Tuesday, the jury returned a guilty verdict for Bennie Parker on the other conspiracy charge, but deadlocked on the obstruction charge for Greene.</p>



<p class="wp-block-paragraph">Greene, of Indianapolis, Indiana, said he wasn’t a dues-paying member of the Oath Keepers but worked essentially as a contractor, providing security services.&nbsp;<a href="https://apnews.com/article/capitol-siege-conspiracy-government-and-politics-302b986f102f4aca3955967c4f623861">He took the witness stand during the seditious conspiracy trial of Oath Keepers leader Stewart Rhodes</a>&nbsp;and told jurors that Rhodes asked him to come to Washington to help with security operations for events around the Capitol before the riot. Greene didn’t go inside the Capitol and told jurors he never heard anyone discussing plans to do so.</p>



<p class="wp-block-paragraph">Greene’s attorney, William Shipley, said Tuesday that “the government’s case was a farce,” adding that “it made no sense and the jury saw it for what it was.”</p>

<p class="wp-block-paragraph">House Speaker Nancy Pelosi said Monday the brutal attack on her husband will impact her decision on whether to remain in Congress after the midterm election, as she called on Republicans to stop the misinformation that is fueling political violence and urged Americans to “vote to defend our democracy.” In a wide-ranging CNN interview, the Democratic leader did not disclose her future plans if the party loses the House majority, as many believe Pelosi and others will step down. </p>



<p class="wp-block-paragraph">Known for her stiff resolve, Pelosi’s voice cracked with emotion and she acknowledged she was “close to tears” as she described the trauma of the attack on her 82-year-old husband and the sadness she felt for the country. “I’m sad because of my husband, but I’m also sad for our country,” Pelosi said. “I just want people to vote and we will respect the outcome of the election, and I would hope that the other side would do that as well,” she said. Pelosi was speaking for the first time publicly on the eve of elections as the Democrats are struggling against a surge of Republican enthusiasm to keep control of Congress at a time of rising threats of violence against lawmakers and concerns over the U.S. election. </p>



<p class="wp-block-paragraph">Asked whether she had made a decision on whether or not to remain in Congress, Pelosi who rarely publicly discussed her future would only disclose that the attack on her husband had impacted her thinking. “I have to say my decision will be affected about what happened in the last week or two,” Pelosi said on CNN. Top Republican leaders including allies of Donald Trump and even new Twitter-owner Elon Musk have mocked and downplayed the attack, despite the gravity of the assault on her husband. “There has to be some message to the Republicans to stop to stop the disinformation,” she said. “We want the country to heal.” </p>



<p class="wp-block-paragraph">Pelosi’s husband, Paul, was bludgeoned 11 days before the election by an intruder authorities said broke into the family’s San Francisco and was looking for the speaker before striking him in the head with a hammer at least once. The intruder told police he wanted to talk to Speaker Pelosi and would “break her kneecaps” as a lesson to other Democrats. Paul Pelosi suffered a fractured skull and other injuries in what authorities said was an intentional political attack. “For me this is the hard part because Paul was not the target, and he’s the one paying the price,” Pelosi said. Pelosi said the hammer hit her husband in two places, but did not pierce his brain. Pelosi said his recovery was “on a good path” but she acknowledged “it’s a long haul.” </p>



<p class="wp-block-paragraph">Long a target of Republican attacks, Pelosi said the assault on her husband of nearly 60 years, with its echoes of the Jan. 6, 2021 insurrection at the Capitol, was fueled by misinformation “that has no place in our democracy.” Pelosi said she was sleeping at her apartment in Washington, having just returned from San Francisco, when there was a “bang, bang, bang, bang, bang,” on her door. It was about 5 a.m. on the morning of Oct. 28. “I was very scared,” Pelosi told CNN in an interview. “I’m thinking my children, my grandchildren. I never thought it would be Paul.” “We didn’t even know where he was or what his condition was,” Pelosi said, in excerpts of the interview. “We just knew there was an assault on him in our home.” </p>



<p class="wp-block-paragraph">David DePape, 42, is being held without bail in San Francisco after entering a not guilty plea to attempted murder and other charges in San Francisco. He also faces federal charges of attempted kidnapping of an elected official. The fringe activist who followed conspiracy theories broke into the Pelosi home, woke up Paul Pelosi and demanded to talk to “Nancy,” authorities said. When Paul Pelosi told the intruder his wife was out of town, DePape said he would wait. After Paul Pelosi called 911, officers arrived to see the two men struggling over a hammer before DePape struck Paul Pelosi at least once in the head with the hammer. </p>



<p class="wp-block-paragraph">DePape later told police he wanted to kidnap the speaker and threatened to injure her “to show other members of Congress there were consequences to actions.” The authorities’ stark narrative laid out in court filings in the case comes in contrast to the jokes and innuendo that conservatives and some Republican officials have spread about the Pelosis in the aftermath of the attack. </p>



<p class="wp-block-paragraph">Pelosi has said little since the attack on her husband, cutting short her campaign appearances but spoke in a virtual call to grassroots activists late last week after Paul Pelosi was released from the hospital. “People say to me, ‘What can I do to make you feel better?’ I say: ‘Vote!’” Pelosi told those on the call. Her voice cracked at times as she said of her husband’s recovery, “It’s going to be a long haul.”</p>

<p class="wp-block-paragraph">KYIV, Ukraine (AP) — Russian forces Wednesday launched a rocket attack on a Ukrainian train station on the embattled country’s Independence Day, killing 22 people, President Volodymyr Zelenskyy said after warning for days that Moscow might attempt “something particularly cruel” this week.</p>



<p class="wp-block-paragraph">The lethal attack took place in Chaplyne, a town of about 3,500 people in the central Dnipropetrovsk region, Ukrainian news agencies quoted Zelenskyy as telling the U.N. Security Council via video. The president’s office also reported that an 11-year-old child was killed by rocket fire earlier in the day in the settlement.</p>



<p class="wp-block-paragraph">“Chaplyne is our pain today,” Zelenskyy said in his nightly video address to the nation.</p>



<p class="wp-block-paragraph">At one point, Zelenskyy put the number of wounded at about 50. The deputy head of Zelenskyy’s office later said 22 people were wounded in the attack, which hit five passenger rail cars.</p>



<p class="wp-block-paragraph">Ukraine had been bracing for especially heavy attacks around the national holiday that commemorates Ukraine’s declaration of independence from the Soviet Union in 1991. Wednesday also marked the six-month point in the war.</p>



<p class="wp-block-paragraph">Days ahead of Independence Day, Kyiv authorities banned large gatherings in the capital through Thursday for fear of missile strikes.</p>



<p class="wp-block-paragraph">Residents of Kyiv, which has been largely spared in recent months, woke up Wednesday to air raid sirens, but no immediate strikes followed. As the day wore on, Russian bombardments were reported in the country’s east, west and center, with the most serious attack apparently at the train station.</p>



<p class="wp-block-paragraph">Outgoing British Prime Minister Boris Johnson marked the holiday with a visit to Kyiv — his third since the war broke out — and other&nbsp;<a href="https://apnews.com/article/russia-ukraine-boris-johnson-crimea-government-and-politics-88b84ca48ef131f2c629ce1fcbf67948">European leaders used the occasion to pledge unwavering support</a>&nbsp;for Ukraine, locked in a battle that was widely expected to be a lightning conquest by Moscow but has turned into a grinding war of attrition. U.S. President Joe Biden&nbsp;<a href="https://apnews.com/article/russia-ukraine-nato-government-and-politics-a3036fcc3d289be7f4b84ab28953d33e">announced a new military aid</a>&nbsp;package of nearly $3 billion to help Ukrainian forces fight for years to come.</p>



<p class="wp-block-paragraph">Over the weekend, Zelenskyy cautioned that Russia “may try to do something particularly nasty, something particularly cruel” this week. He repeated the warnings ahead of the train station attack, saying, “Russian provocations and brutal strikes are a possibility.”</p>



<p class="wp-block-paragraph">Nevertheless, a festive atmosphere prevailed during the day at Kyiv’s Maidan square as thousands of residents posed for pictures next to burned-out Russian tanks put on display. Folk singers set up, and many revelers — ignoring the sirens — were out and about in traditionally embroidered dresses and shirts.</p>



<p class="wp-block-paragraph">Others were fearful.</p>



<p class="wp-block-paragraph">“I can’t sleep at night because of what I see and hear about what is being done in Ukraine,” said a retiree who gave only her first name, Tetyana, her voice shaking with emotion. “This is not a war. It is the destruction of the Ukrainian people.”</p>



<p class="wp-block-paragraph">In a holiday message to the country, Zelenskyy exulted over Ukraine’s success in fending off Moscow’s forces since the invasion, saying: “On Feb. 24, we were told: You have no chance. On Aug. 24, we say: Happy Independence Day, Ukraine!”</p>



<p class="wp-block-paragraph">Britain’s Johnson urged Western allies to stand by Ukraine through the winter.</p>



<p class="wp-block-paragraph">“This is not the time to put forward flimsy negotiating proposals,” he said. “You can’t negotiate with a bear when it’s eating your leg or with a street robber when he has you pinned to the floor.”</p>



<p class="wp-block-paragraph">A car bombing outside Moscow that killed the 29-year-old daughter of right-wing Russian political theorist Alexander Dugin on Saturday also heightened fears that Russia might intensify attacks on Ukraine this week. Russian officials have blamed Ukraine for the death of Darya Dugina, a pro-Kremlin TV commentator. Ukraine has denied any involvement.</p>



<p class="wp-block-paragraph"><a href="https://apnews.com/article/russia-ukraine-travel-moscow-66deab85b95602c29ad0b3a10ef5eca6">Russian President Vladimir Putin’s forces have</a>&nbsp;encountered unexpectedly stiff Ukrainian resistance in their invasion and abandoned their effort to storm the capital in the spring. The fighting has turned into a slog that has reduced neighborhoods to rubble and sent shock waves through the world economy.</p>



<p class="wp-block-paragraph">Russian Defense Minister Sergei Shoigu, speaking Wednesday at a meeting of his counterparts from a security organization dominated by Russia and China, claimed the slow pace of Moscow’s military action was due to what he said was an effort to spare civilians.</p>



<p class="wp-block-paragraph">Russian forces have repeatedly targeted civilian areas in cities, including hospitals and a Mariupol theater where hundreds of people were taking shelter.</p>



<p class="wp-block-paragraph">But Shoigu said Russia is carrying out strikes with precision weapons against Ukrainian military targets, and “everything is done to avoid civilian casualties.”</p>



<p class="wp-block-paragraph">“Undoubtedly, it slows down the pace of the offensive, but we do it deliberately,” he said.</p>



<p class="wp-block-paragraph">On the battlefield, Russian forces struck several towns and villages in Donetsk province in the east over 24 hours, killing one person, authorities said. A building materials superstore in the city of Donetsk was hit by a shell and erupted in flames, the mayor said. There were no immediate reports of any injuries.</p>



<p class="wp-block-paragraph">In the Dnipropetrovsk region, the Russians again shelled the cities of Nikopol and Marhanets, damaging several buildings and wounding people, authorities said. Russian troops also shelled the city of Zaporizhzhia, but no casualties were reported.</p>



<p class="wp-block-paragraph">In addition, Russian rockets struck unspecified targets in the Khmelnytskyi region, about 300 kilometers (180 miles) west of Kyiv, the regional governor said. Attacks there have been infrequent.</p>

<p class="wp-block-paragraph">An exterior door at Robb Elementary School did not lock when it was closed by a teacher shortly before a gunman used it to get inside and&nbsp;<a class="" href="https://apnews.com/article/uvalde-school-shooting-politics-texas-us-news-shootings-f4db991b846223f3a4b76376e5789b00">kill 19 students and two teachers</a>, leaving investigators searching to determine why, state police said Tuesday.</p>



<p class="wp-block-paragraph">State police initially said a teacher had propped the door open shortly before&nbsp;<a class="" href="https://apnews.com/article/biden-to-address-nation-over-uvalde-school-shooting-c2c414829a7397cb6e3de82636de2ba9">Salvador Ramos, 18, entered the school in Uvalde, Texas, on May 24.</a></p>



<p class="wp-block-paragraph">They have now determined that the teacher, who has not been identified, propped the door open with a rock, but then removed the rock and closed the door when she realized there was a shooter on campus, said Travis Considine, chief communications officer for the Texas Department of Public Safety. But, Considine said, the door did not lock.</p>



<p class="wp-block-paragraph">“We did verify she closed the door. The door did not lock. We know that much and now investigators are looking into why it did not lock,” Considine said.</p>



<p class="wp-block-paragraph">Investigators confirmed the detail through additional video footage reviewed since last Friday’s news conference when authorities first said that the door had been left propped open. Authorities did not state at that time what had been used to prop open the door.</p>



<p class="wp-block-paragraph">Considine said the teacher initially propped the door open but ran back inside to get her phone and call 911 when Ramos crashed his truck on campus.</p>



<p class="wp-block-paragraph">“She came back out while on her phone, she heard someone yell, ‘He has a gun!’, she saw him jump the fence and that he had a gun, so she ran back inside,” removing the rock when she did, Considine said.</p>



<p class="wp-block-paragraph">San Antonio attorney Don Flanary told the San Antonio Express-News that the Robb Elementary School employee, whom he’s not naming, closed the door shut after realizing that a gunman was on the loose. She had initially propped it open to carry food from a car to a classroom, the attorney said.</p>



<p class="wp-block-paragraph">“She kicked the rock away when she went back in. She remembers pulling the door closed while telling 911 that he was shooting,” Flanary told the newspaper.</p>



<p class="wp-block-paragraph">“She thought the door would lock because that door is always supposed to be locked,” Flanary said.</p>



<p class="wp-block-paragraph">Flanary did not immediately return telephone messages left at his office from The Associated Press.</p>



<p class="wp-block-paragraph">Investigators are also still trying to interview Uvalde Consolidated Independent School District Police Chief Pete Arredondo, who state police have said was the commander of the school shooting scene while it happened.</p>



<p class="wp-block-paragraph">Steven McCraw, the head of the Texas Department of Public Safety, has said Arredondo treated the active scene as a hostage situation and as if children were no longer at risk, while 19 police officers waited in the school hallway outside the classroom where Ramos was.</p>



<p class="wp-block-paragraph">McCraw called that the “wrong decision,” saying the focus of the investigation has shifted to Arredondo and the police response.</p>



<p class="wp-block-paragraph">Other officers in the Uvalde city and schools police departments continue to sit for interviews and provide statements, but Arredondo has not responded to DPS requests for two days, Considine said.</p>

<h2 class="wp-block-heading">A negligent owner is as dangerous as their unleashed animal </h2>



<p class="has-text-align-right wp-block-paragraph">(<em>A negligent owner is as dangerous</em>)</p>



<p class="wp-block-paragraph">One minute you’re walking down a quiet street walking your dog in peace. The next minute, there’s terror and blood everywhere: such is the case when you’re attacked by an unleashed animal. In my case it was a full-grown German Shepherd, which attacked us on January 18 at approximately 6:30pm<br></p>



<p class="wp-block-paragraph">To add insult to injury, the animal (and it’s owner), whose home is located on Acacia Street here in Hemet (behind my mobile home park, Fairview Mobile Home Park) in the Valle Vista Section, has been cited not once, but twice before. &nbsp;The home is rented and is situated in an area popularly known as &#8220;Washburn Groves,&#8221; or also, &#8220;Washburn Woods.&#8221;<br></p>

<p class="wp-block-paragraph">After the sheriff’s office (who responded incredibly quickly) came out, took pictures of my bloody hands and my dog’s mangled back, and fully documented the attack, Riverside County Animal Control called me. Sheriff&#8217;s Officer Chavez advised me that, under California law, dogs are considered &#8220;property&#8221; and that his office mainly aids in an &#8220;information gathering process.</p>



<p class="wp-block-paragraph">Officer Buenrostro of Animal Control was informative advised me how to pursue records on the animal and its owner if I should want to take matters further. &nbsp;Buenrostro also advised me that the dog in question has been quarantined for a minimum of five days. &nbsp;Further, the dog is now on what Animal Control calls a &#8220;Trolley System,&#8221; which is in effect into perpetuity. &nbsp;If the owner allows the dog to roam around off-leash, even once, Animal Control will immediately come out and take the dog.&nbsp;</p>

<p class="wp-block-paragraph">Incredibly, just last week, a neighbor informed me that the dog had attacked yet another Fairview Mobile Home Park resident just a month ago!</p>



<p class="wp-block-paragraph">In my case, the owner has allowed this dog to attack a minimum of a half-dozen people in our mobile park alone, so I, and the HSJ Chronicle will stay on top of this story until the authorities have fully exhausted all legal avenues against both the dog and it’s owner. &nbsp;<br></p>



<p class="wp-block-paragraph">If you have any run-ins with the dog, a tan and white German Shepherd, or with other unleashed animals, the HSJ Chronicle would like to hear from you.  Animal Control advises that you should never try to approach an unleashed animal on your own and that if you are approached or attacked by an unleashed animal, you should immediately call Riverside Animal Control at 951 358-7387.</p>
