PERRIS, CA — A comprehensive audit of the Val Verde Unified School District in Perris that was prompted by actions connected to an overseas education program uncovered “serious compliance concerns,” according to findings published Wednesday.

“Our responsibility is to safeguard the integrity of public education and ensure that taxpayer resources are used lawfully and transparently,” Riverside County Superintendent of Schools Edwin Gomez said. “This audit identified serious concerns that merit further review by the appropriate authorities. We will continue to act with integrity, follow the law and ensure that the interests of students and the public remain at the center of every decision.”

The school district was made aware of the findings Wednesday but did not immediately respond to requests for comment.

According to the county Office of Education, the audit, which was authorized under provisions of the state Education Code, followed revelations of a “concerning relationship” between VVUSD and Pegasus California School in Qingdao, China.

The Office of Education retained the Los Angeles law firm founded by former U.S. District Judge Stephen G. Larson to scrutinize the district’s operations. Larson’s staff also previously handled a substantial audit of the county’s Department of Child Protective Services.

Officials said the VVUSD probe began after evidence surfaced that high school diplomas had been approved by the district for non-resident students at the Chinese school. There were also indications of potential malfeasance and conflicts of interest, according to the Office of Education.

Larson’s findings resulted in a narrative spanning more than 1,000 pages, which the Office of Education condensed to a single-page executive summary.

“The audit identified serious compliance concerns,” the summary stated, affirming evidence pointing to the likely issuance of diplomas to “students who did not meet applicable legal or residency requirements.”

“There was evidence raising concerns regarding internal controls, fiscal oversight and the potential for unlawful financial practices associated with the district’s international program,” according to the summary. “These findings are based on documented evidence reviewed during the audit and are subject to further review and determination by the appropriate authorities.”

The Office of Education said that, along with the VVUSD governing board, the Office of the State Controller, administrators for the California Superintendent of Public Instruction and the Riverside County District Attorney’s Office had been informed of the findings.

“The Office of Education … remains committed to ensuring appropriate corrective actions are taken where warranted,” according to the agency.

RIVERSIDE, CA — A young man accused of fatally stabbing a 63-year-old Perris resident in a premeditated attack was charged Thursday with first- degree murder and other offenses.

Luis Ernesto Rosas, 19, of Moreno Valley, was arrested Monday following a two-week investigation by the Riverside County Sheriff’s Department into the slaying of Ronald Gargano.

Along with murder, Rosas was charged with a special circumstance allegation of lying in wait and a sentence-enhancing allegation of using a deadly weapon in the commission of a felony.

The defendant, who is being held without bail at the Robert Presley Jail, was slated to make his initial court appearance Thursday afternoon at the Riverside Hall of Justice.

According to sheriff’s Sgt. Mike Kelleher, on the morning of Jan. 18, Gargano was in the area of Foothill Avenue and Nuevo Road, just east of Perris, when he was assaulted by a then-unknown person for reasons not disclosed.

The victim was stabbed and left for dead.

Kelleher said witnesses discovered Gargano’s remains not long afterward, and when patrol deputies confirmed the nature of the man’s death, the case was turned over to the Central Homicide Unit, whose detectives ultimately uncovered evidence pointing to Rosas as the alleged assailant.

A possible motive was not disclosed.

The defendant was tracked down and taken into custody without incident on Dracaea Avenue in Moreno Valley.

He has no documented prior felony convictions in Riverside County.

RIVERSIDE COUNTY, CA — A man was shot and killed in Perris Monday by a Riverside County sheriff’s deputy.

The shooting took place just after 8 a.m. at a residence in the 3300 block of Albillo Loop as deputies were conducting a probation compliance check.

Several people were in the home’s backyard. One of the men provided false identifying information to deputies and tried to walk away, refusing commands to stop, according to the sheriff’s office.

Deputies used a taser on the man, but it was “ineffective,” the sheriff’s office reported.

The man continued to walk away and pulled out a handgun, prompting a deputy to fire on him, the sheriff’s office reported.

It’s not clear how many rounds hit the man.

Deputies rendered medical aid until paramedics arrived, according to the sheriff’s office. The man was transported to a local hospital where he died. His identity was not released and it’s not clear whether he was on probation.

According to sheriff’s office policy, the unnamed deputy involved in the shooting will be placed on paid administrative leave. A member of the Riverside County District Attorney’s Office will lead an investigation into the fatal shooting.

No deputies were injured during the incident.

PERRIS, CA — A Lake Elsinore man died Thursday night on state Route 74 after an SUV pulled in front him, triggering a crash, according to a preliminary report from the California Highway Patrol.

At approximately 9:17 p.m., the 44-year-old motorcyclist was riding westbound on SR-74 on a Honda CBF nearing Betty Road in unincorporated Perris. He was traveling at an undetermined speed and did not have a signal or stop sign.

A 52-year-old Hesperia woman behind the wheel of a Toyota Highlander was on Betty Road nearing SR-74. She had a stop sign at the T intersection and complied, but apparently did not see the motorcyclist and pulled in front of him, the CHP reported.

The man could not stop his bike in time and crashed into the SUV. He was ejected and died at the scene. He was wearing a helmet, according to the CHP.

The man’s identity is pending notification of next of kin.

The woman and her 53-year-old male passenger were not injured, the CHP reported.

Alcohol and/or drugs are not suspected to be crash factors, and there were no arrests, but charges “may be pending” as the investigation progresses, CHP Officer Mike Lassig said.

Anyone who witnessed the incident is asked to call the CHP, Temecula Area office at 951-466-4300.

A man servicing a box truck on the shoulder of Interstate 215 in Perris was struck and killed Tuesday when a motorist allowed his pickup to drift onto the edge of the freeway and hit him, authorities said.

The fatality occurred at about 10:15 a.m. on northbound I-215, just north of Nuevo Road, according to the California Highway Patrol.

Officer Javier Navarro said the victim, whose identity was not immediately released, stopped the International box truck on the right shoulder to refill the radiator, with the help of a companion riding with him.

Navarro said the victim was attempting to secure the hood latch on the driver’s side after topping off the radiator when the driver of a Toyota Tacoma approached at an undetermined speed in the slow lane.

“For an unknown reason, the Toyota drifted onto the shoulder, colliding into the International and the male pedestrian,” the CHP spokesman said. “The man succumbed to injuries he sustained in the crash.”

Riverside County Fire Department crews reached the location within a few minutes and pronounced the victim dead at the scene.

The other man was not injured, nor was the pickup driver, who immediately stopped, according to Navarro.

“Alcohol is not believed to be a factor in this collision,” he said.

The driver was questioned but not arrested.

The No. 3 lane on northbound I-215 was shut down until about noon while a preliminary investigation was conducted.

The investigation is ongoing, and anyone with information was asked to contact the CHP Riverside office at 951-637-8000.

An alarmingly large load of drugs generally used as a tranquilizing agent for elephants and other large animals was seized from a home in Perris, and a couple now faces multiple drug charges in the case.

Andres Jesus Morales, 30, and Alyssa Christine Ponce, 27, are both being held without bail Monday after being charged with possession for sales of fentanyl, cocaine, and heroin. Both pleaded not guilty at their arraignment on Thursday, and are scheduled to make their next appearance in court on Nov. 9.

The couple was arrested during an investigation into drug trafficking of fentanyl, cocaine, and heroin in Riverside County. The 21 kilos of carfentanil, 20 kilos of cocaine, and a kilo of heroin were seized during searches at two Perris homes, on Glimmer Way and another on Limousin Street, according to the Riverside County District Attorney’s Office.

The synthetic drug carfentanil is considered to be 100 times more potent than fentanyl, and 10,000 times more so than morphine – and if mixed in with other drugs, the 21 kilos that were seized last month could be enough to potentially kill more than 50 million people, prosecutors said.

Carfentanil comes in several forms, including powder, blotter paper, tablets, patch, and spray. The Department of Justice warns that it can be absorbed through the skin or accidentally inhaled, and is a threat to first responders and law enforcement who may come into contact with it.

(Terrorist Attack Survivor)

A message about Self-Help & Self-Sabotage

November 13, 2015 is a night many won’t ever forget. For most it was just another day spent with our families, but for hundreds of people in Paris: their lives changed forever. At approximately 9:40pm three armed IsIs terrorists walked into the Bataclan nightclub in Paris. These men were on a mission to kill. During the Eagles of Death Metal set they opened fire on the audience. In this attack over 90 people were murdered and many more were injured.

The Western Center Academy welcomed Ferry Zandvliet, a survivor of the attack that night at the Bataclan theater. Zandvliet was there with three of his friends. They traveled from Sweden to Paris just to watch this band perform. Mr.Zandvliet shared his experiences with Mrs. DeLuna’s class. He started out by setting the scene and trying to help the students understand the setting/vibe in the building that night. Ferry has a really unique way of relating with the students and grabbing their attention.

“All I heard was long banging noises, and I saw people hitting the floor all around me, so that’s what I did. Before I knew it, I was on that floor. Seconds before I was with my friends having a drink, having a dance, and then I was in a War Zone,” Zandvliet said in reference to hearing shots fired. “At that moment I was 100% sure I was going to die.” He really had the kids’ attention.

Ferry Zandvliet says he owes his life to the security guards in the building that night: they opened the emergency exits and called everyone to crawl out of them. “I just knew what to do, stay low and crawl out.”

Ferry Zandvliet has a powerful story about this horrific event, and how it’s actually given him a better/happier life than he ever dreamed of having before. Now he sees the world through different eyes and chooses not to worry about little things. His new life motto is “Never Be Angry Again.” and every day he tries to stand by that.

Ferry Zandvliet with the father of one of the nightclub shooters

(Terrorist Attack Survivor)

The event didn’t come without a struggle though; Ferry Zandvliet dealt with a serious case of PTSD, but now considers himself basically healed. “You have to talk about it, find someone… Anyone to talk to and surround yourself with uplifting people, not people that are a drag to be around…but people who make you feel like a better person.” We will call that Ferry’s PTSD Remedy. He gave the class the floor and allowed them to ask him questions, “any question you want. Nothing is off limits.” He encouraged the students to be as real as possible with him.

One student asked, “how long did it take you to get better?” Zandvliet responded, “you can always get better, everyday. But a good year, until I was very comfortable.”

Another asked, “How did it feel to see people die right in front of you?” It took him a couple seconds to answer this one. “It doesn’t hit you at that moment. There are so many other things going on, but it did hit me after some time and it’s really hard to explain.”

The final question posed to Ferry was, “You have seen other terrorist attacks in your life like: 911, Columbine, and many others that happen before this event. How did you feel when you saw those on TV? And how would your life be different today if you only watched the terrorist attack at the Bataclan on TV?” Ferry Zandvliet had a great response to this question, “I just watched those events and thought,” Man, that’s crazy, but never did it occur to me that it would happen to me. To answer your second question. It’s impossible to tell, because it’s “make believe.” I do think I am better now though, I like who I am now more than who I was then.”

In regards to what Ferry Zandvliet hopes that kids took away from his speech, “I hope that the kids learn not to victimize themselves. We all have setbacks in life, don’t ever let them define you. They don’t have to survive a terrorist attack to learn this lesson.”

Some of the kids shared their thoughts about Ferry Zandvliet on social media:

C. Loomis- “ Your presentation was great, thanks for sharing it with us.”

H. Holt- “You left a very inspiring story for us to learn to be grateful and be positive.”

B. Brown- “Really interesting and gave myself inspiration to have a different mindset.”

Kayla- “it was really cool, I love how you found so many positive things to take out of this situation.”

Ferry Zandvliet was adamant in telling the kids that PTSD can come in many forms and from a lot of traumatic events. “People mostly associate it with soldiers, but that isn’t always the case.” He wanted the kids to know that if they struggle with PTSD from a traumatic event, they need to find someone to talk about it with and not just bottle it up.
