<p class="wp-block-paragraph">A man in Southern California who the authorities say led a shamanistic community in Riverside County was arraigned last week on charges that he sexually assaulted two female victims, including at least one who was under 14.</p>



<p class="wp-block-paragraph">The man, Ricardo I. Flores, also known as Koyote the Blind, faces eight felony charges, including rape by force and aggravated sexual assault, according to the Riverside County District Attorney’s Office. The authorities said the acts occurred from 2012 to 2023. If convicted, Mr. Flores could face up to life in prison.</p>



<p class="wp-block-paragraph">Mr. Flores, 59, who is being held in jail without bail, was arrested on Aug. 7 as he re-entered the country after a visit to Mexico, according to the Riverside County Sheriff. In&nbsp;<a href="https://archive.ph/o/uPou5/https://www.riversidesheriff.org/CivicAlerts.aspx?AID=5720" rel="noreferrer noopener" target="_blank">a news release</a>, the sheriff’s office said that some of the alleged crimes took place at an address that matched the location of Xicoco Shamanic Arts, an organization led by Mr. Flores in the city of Moreno Valley, about 65 miles east of Los Angeles.</p>



<p class="wp-block-paragraph">The authorities said they believed there could be more victims and encouraged anyone with information to come forward.</p>



<p class="wp-block-paragraph">Mr. Flores was arraigned on Aug. 9 in Riverside Superior Court. His next scheduled court appearance, on Aug. 23, will be a continuation of the arraignment, according to a statement from Riverside Superior Court.</p>



<p class="wp-block-paragraph">A spokesman for the Riverside District Attorney’s Office said in an emailed statement that it did not comment on cases still under investigation or awaiting trial. The Riverside County Public Defenders Office, which is representing Mr. Flores, did not respond to repeated requests for comment.</p>



<p class="wp-block-paragraph">Mr. Flores describes himself in online profiles as an exiled shaman — a person who claims to have access to spirits — originally from El Salvador. He also says he is an accomplished magician and yogi.</p>



<p class="wp-block-paragraph">As Koyote the Blind, Mr. Flores has led a number of organizations and has written books and offered teachings revolving around esoteric spiritual ideas, according to his online biographies. Central to&nbsp;<a href="https://archive.ph/o/uPou5/https://www.amazon.com/stores/author/B00559TKXY/about?ingress=0&amp;visitId=b3f4128a-fcc9-44a5-9dcf-3562c5f0c2d8" rel="noreferrer noopener" target="_blank">his teachings</a>&nbsp;is a “healing system” and “ancient healing energy” called “Aka Dua.”</p>



<p class="wp-block-paragraph">In various venues, Mr. Flores has also referred to teachings related to sex. On podcasts and blogs, he discusses his mastery of “Sexual Alchemy” and “Sex Magick.”</p>



<p class="wp-block-paragraph">A bearded man who often appears in photos and videos in a bowler hat and colored beads, Mr. Flores has mainly resided in recent years on the grounds of Xicoco Shamanic Arts, a registered charitable organization.</p>



<p class="wp-block-paragraph">In addition to appearing in YouTube videos and on podcasts, Mr. Flores has in recent years offered workshops and retreats at Xicoco that can cost participants thousands of dollars. According to social media posts, the activities sometimes involve dances&nbsp;<a href="https://archive.ph/o/uPou5/https://www.facebook.com/reel/212386198137330" rel="noreferrer noopener" target="_blank">around a large tent</a>.</p>



<p class="wp-block-paragraph">Xicoco’s&nbsp;<a href="https://archive.ph/o/uPou5/https://www.xicoco.org/" rel="noreferrer noopener" target="_blank">website</a>&nbsp;says it “hosts Sweat Lodges, Vision Quests, and a Medicine Wheel.”</p>



<p class="wp-block-paragraph">Mr. Flores has promoted esoteric ideas for decades. His talks and books draw on a number of different thinkers and spiritual traditions, including magicians and mystics like Aleister Crowley and&nbsp;<a href="https://archive.ph/o/uPou5/https://www.nytimes.com/1998/06/20/arts/carlos-castaneda-mystical-and-mysterious-writer-dies.html" target="_blank" rel="noreferrer noopener">Carlos Castaneda</a>. He also often invokes Indigenous groups like the Toltecs, a civilization that lived centuries ago in what is now Mexico.</p>

<p class="wp-block-paragraph">California Attorney General Rob Bonta announced the arrest of and felony charges against members of an organized retail theft ring operating throughout California, including Los Angeles, Alameda, Fresno, Kern, Orange, Riverside, Sacramento, San Bernardino, San Mateo, Santa Clara, Ventura counties. <p class="wp-block-paragraph">“The CHP is proud of the partnership and collaboration our Organized Retail Crime Task Force has with our local law enforcement partners, the Department of Justice, and the retail industry in identifying, investigating, and prosecuting organized retail theft rings,” said CHP Commissioner Amanda Ray. “This case exemplifies law enforcement’s collective commitment to enhance public safety throughout the state of California. I applaud the efforts of our investigators who have worked tirelessly on this case which resulted in the arrests and recovery of the stolen merchandise.” </p>



<p class="wp-block-paragraph">&#8220;Organized Retail Crime impacts all retailers from small businesses to national chains. <p class="wp-block-paragraph">As part of the scheme targeted during Monday’s search and arrest operation, the suspects allegedly stole and transported hundreds of thousands of dollars’ worth of goods, held the items, and shipped them internationally. These suspects are charged with conspiracy to commit a felony, organized retail theft, grand theft, possession of stolen property, and a special allegation alleging that the theft totaled more than $100,000. The additional three suspects arrested and charged on Tuesday are charged with possession of stolen merchandise. The suspects were charged in the Los Angeles County Superior Court. </p>



<p class="wp-block-paragraph">California and states across the country have seen a pattern of organized retail crime. According to a 2020 national survey, U.S. retailers lose approximately $700,000 per every $1 billion in sales to organized retail crime. Attorney General Bonta and law enforcement partners throughout the state proactively collaborate to end organized retail crime. In December 2021, Attorney General Bonta announced the sentencing of a group involved in organized retail theft in the Bay Area. In December, Attorney General Bonta brought together retailers and law enforcement to address the challenge of organized retail theft and develop strategies for combating this criminal activity head-on. </p>



<p class="wp-block-paragraph">It is important to note that a criminal complaint contains charges that are only allegations against a person. Every defendant is presumed innocent unless or until proven guilty.</p>

<p class="wp-block-paragraph">Adan Deniz, 43, a contractor from Santa Clarita, was arraigned on April 8th on 21 felony counts of forgery, theft by false pretense, and workers’ compensation insurance fraud after allegedly creating fraudulent certificates to secure jobs and underreporting payroll by over $425,000 to save thousands on insurance premiums.</p>



<p class="wp-block-paragraph">“This contractor created an unfair advantage for himself when he allegedly created fraudulent certificates to secure contracts. This work could have gone to other businesses who follow the rules. Instead he put the clients that trusted him at risk,” said Insurance Commissioner Ricardo Lara. “My Department is committed to investigating insurance fraud to protect Californians and level the playing field for hardworking business owners who are the engine of our continued economic recovery.” </p>



<p class="wp-block-paragraph">The California Department of Insurance began an investigation after a licensed insurance agent reported they had received a copy of a fraudulent certificate of insurance, which had been issued in the agent’s name, and contained a forgery of his signature. </p>



<p class="wp-block-paragraph">The investigation revealed that Deniz created the alleged fraudulent certificate and nine other fraudulent certificates of insurance between May of 2018 and July of 2020. Each of the fraudulent certificates contained false information about insurance coverage, as well as a forged signature from a licensed insurance agent. Deniz submitted the fraudulent certificates to his clients and to government agencies, in order to convince them he had the required insurance coverage. These fraudulent certificates allowed Deniz to unfairly secure several lucrative plumbing jobs and government permits related to those jobs, which he would have otherwise been unable to secure. </p>



<p class="wp-block-paragraph">While investigating the fraudulent certificates, Department investigators also discovered that Deniz underreported his company’s payroll from July of 2016 through July of 2019. A review found he allegedly underreported payroll by $426,750 in order to avoid paying $52,269 in insurance premiums to the State Compensation Insurance Fund. </p>



<p class="wp-block-paragraph">The case is being prosecuted by the Los Angeles County District Attorney’s Office, Healthcare Fraud Division. Deniz is scheduled to return to court on May 25, 2022.</p>

<p class="wp-block-paragraph">On Thursday, March 3, 2022, at 1:00 PM, the Riverside County Anti-Human Trafficking Task Force (RCAHT) with the assistance of the Coachella Valley Violent Crime Gang Task Force (Region 1) served a search warrant at the 78-000 block of Varner Rd, Palm Desert regarding a sex trafficking investigation.</p>



<p class="wp-block-paragraph">During the service of the search warrant, Dwana Dominguez, 40 of Indio, was arrested for pandering, committing a felony while on bail and solicitation of prostitution. Dominguez was transported to the John J Benoit Detention Center in Indio. During this investigation, no victims of sex trafficking were identified. </p>



<p class="wp-block-paragraph">Prostitution is not a “victimless” crime. Those victimized by commercial sexual exploitation frequently have long histories of emotional, physical, and/or sexual abuse or trauma in their backgrounds. The National Center for Missing and Exploited Children estimates 1 in 6 endangered runaways reported are likely victims of sex trafficking. Sex trafficking victims are often subjected not only to severe forms of emotional, physical, and sexual abuse at the hands of their trafficker but are also frequently physically and sexually assaulted by those that solicit them for prostitution. </p>



<p class="wp-block-paragraph">The Riverside County Anti-Human Trafficking Task Force seeks to disrupt and dismantle sex trafficking rings operating within Riverside County and will aggressively identify, pursue, and apprehend those who seek to exploit those who are most vulnerable. Through proactive enforcement operations, RCAHT works to reduce future demand for sex trafficking by identifying and arresting sex buyers. </p>

<p class="wp-block-paragraph">The eastern Riverside County Anti-Human Trafficking Task Force was formed in March 2020 to address crimes involving the exploitation of victims via force, fraud, or coercion in the eastern half of the Coachella Valley. These cases often involve the commercial sex trafficking of children, as well as incidents of forced labor, indentured servitude, debt bondage, or slavery. The RCAHT Task Force is a multidisciplinary task force that combines the investigative resources of both local and federal law enforcement. The RCAHT Task Force also provides victim services and education/outreach through partnerships with the non-profit groups Operation Safe House, Rebirth Homes, and Million Kids. The law enforcement component of RCAHT is currently composed of the Riverside County Sheriff’s Department, the Riverside County District Attorney’s Office Bureau of Investigations, Homeland Security Investigations, the State Department’s Diplomatic Security Service, the Federal Bureau of Investigation, the Riverside County Probation Department, along with part-time participation of the Hemet Police Department, Riverside Police Department, and Desert Hot Springs Police Department.</p>

<p class="wp-block-paragraph">On Tuesday, April 20, 2021, members of the Riverside County Anti-Human Trafficking Task Force (RCAHT) conducted an undercover operation for soliciting sex of a minor online and through social media platforms. During the operation, RCAHT members posed as a 13-year-old female.</p>



<p class="wp-block-paragraph">Marino Lopez, 30 of Palm Desert, initiated an online conversation with the goal of soliciting a sexual encounter with a 13-year-old minor. Through the conversation, Lopez arranged to meet the online decoy with the intent to engage in lewd sex acts with the minor. RCAHT with the assistance of <a href="https://www.cityofpalmdesert.org/departments/police-department/police-organization/special-enforcement-team">the Palm Desert Special Enforcement Team</a> (SET) arrested Lopez when he arrived at the 72-900 block of Highway 111, Palm Desert for attempting to meet who he believed to be a 13-year-old minor to engage in lewd sex acts, committing a felony while on court release, possession of a controlled substance, possession of paraphernalia and possession of a dirk or dagger. Lopez was transported to the John J. Benoit Detention Center in Indio.</p>

<p class="wp-block-paragraph">The eastern Riverside County Anti-Human Trafficking Task Force was formed in March 2020 to address crimes involving the exploitation of victims via force, fraud, or coercion in the eastern half of the Coachella Valley. These cases often involve the commercial sex trafficking of children, as well as incidents of forced labor, indentured servitude, debt bondage, or slavery. The RCAHT Task Force is a multidisciplinary task force that combines the investigative resources of both local and federal law enforcement. <a href="https://www.riversidesheriff.org/QuickLinks.aspx?CID=48">The RCAHT Task Force </a>also provides victim services and education/outreach through partnerships with the non-profit groups Operation Safe House, Rebirth Homes, and Million Kids. The law enforcement component of RCAHT is currently composed of the Riverside County Sheriff’s Department, <a href="https://rivcoda.org/">the Riverside County District Attorney’s Office Bureau of Investigations</a>, Homeland Security Investigations, the State Department’s Diplomatic Security Service, the Federal Bureau of Investigation, the Riverside County Probation Department, along with part-time participation of the Hemet Police Department, Riverside Police Department, and Desert Hot Springs Police Department.</p>

<p class="wp-block-paragraph">On Saturday, February 13, 2021, at 2:53 P.M., members of the Riverside County Regional Gang Task Force Region 6 conducted a traffic stop in the 1300 block of Wilson Avenue, in the city of Perris. Deputies contacted Gary House, a 28-year-old resident of Perris. House advised he was on parole and refused to comply with a parole search. House fled from deputies in his vehicle and a vehicle pursuit ensued.</p>



<p class="wp-block-paragraph">During the vehicle pursuit, House swerved in an out of traffic, nearly causing several traffic collisions. House fled from deputies at a high rate of speed with wanton disregard for public safety. House’s vehicle collided with a fire hydrant in the 500 block of Granite View Drive, in the city of Perris. House fled from the vehicle and was subsequently apprehended.</p>



<p class="wp-block-paragraph">House was taken into custody and charged with Felony Reckless Evading and Parole Violation. House was booked into the <a href="https://www.riversidesheriff.org/678/Robert-Presley-Detention-Center">Robert Presley Detention Center.</a></p>
