<p class="wp-block-paragraph">Congressman Raul Ruiz, M.D. (CA-36) announced the introduction of the bipartisan <a href="https://www.va.gov/homeless/">Health Care for Homeless Veterans Act</a> to address rising homelessness among veterans and connect vulnerable veterans with the care they need. Dr. Ruiz’s legislation would expand access to Veterans Affairs’ (VA) homeless outreach services for all veterans, including those who received other than honorable discharges. The bill would also reauthorize current benefits for homeless veterans and newly installed outreach services for five years.</p>



<p class="wp-block-paragraph">“In our region and across the country, we have seen an increase in veterans who, after serving our nation, return to find themselves without a home,” said Dr. Ruiz. “My bill, the Health Care for Homeless Veterans Act, would help address this crisis and allow our most vulnerable veterans to access vital VA health care services. By connecting veterans with these resources, we are one step closer to addressing the underlying challenges that lead to veteran homelessness and empowering our servicemembers in their transition back to civilian life.”</p>



<p class="wp-block-paragraph">Tomorrow, the Health Care for Homeless Veterans Act will receive a hearing in the House Veterans’ Affairs Committee Subcommittee on Economic Opportunity.</p>



<p class="wp-block-paragraph">“Helping homeless veterans get back on their feet begins with addressing their health concerns both physical and mental,” said Bill Young of the Veteran’s Easy Access Program.</p>



<p class="wp-block-paragraph">“<a href="https://nchv.org/">The National Coalition for Homeless Veterans</a> (NCHV) applauds Representative Raul Ruiz, M.D. for introducing the Health Care for Homeless Veterans Act,” said Kathryn Monet, CEO of the National Coalition for Homeless Veterans. “<a href="https://www.va.gov/homeless/hchv.asp">The Health Care for Homeless Veterans</a> (HCHV) program is critical in maintaining the Department of Veterans Affairs&#8217; ability to reach our nation&#8217;s homeless veterans and would be extended through 2027. The legislation would also extend eligibility to veterans with ‘Other Than Honorable’ (OTH) discharge statuses, allowing for more seamless integration with the programs it interacts with that have already incorporated OTH veterans. The HCHV program is the front door to homeless services in many communities and bringing eligibility in line with other Homeless Veteran programs is the right thing to do. NCHV looks forward to working with Representative Ruiz, M.D. to make this bill law as we make greater strides toward a world where no veteran is left homeless.”</p>



<p class="wp-block-paragraph">“The Health Care for Homeless Veterans Act will extend the vital Health Care for Homeless Veterans (HCHV) program until 2027 and expand eligibility for the program’s services to veterans who received discharges that were other than honorable,” said the National Alliance to End Homelessness. “The Alliance appreciates Representative Ruiz’s leadership on this legislation, which will extend and expand HCHV outreach efforts to reduce homelessness among Veterans by engaging them in supportive and rehabilitative services. The Department of Veterans Affairs homelessness programs, including HCHV, have reduced homelessness among veterans by 50% over the last ten years, and they have earned strong bipartisan support.”</p>

<p class="wp-block-paragraph">BACKGROUND</p>



<p class="wp-block-paragraph">Dr. Ruiz’s bill seeks to address homelessness among veterans across the nation, including in California where veteran homelessness is especially pervasive. In fact, <a href="https://www.hud.gov/">the U.S. Department of Housing and Urban Development</a> estimates that roughly 37,000 veterans throughout the country are without shelter. According to CalVets, California is the state with the most unsheltered veterans, with approximately 19,000 homeless veterans.</p>



<p class="wp-block-paragraph">Dr. Ruiz’s district, which includes Riverside County, has also seen a consistent uptick in unsheltered veterans, experiencing a five percent increase from 2019 to 2020.</p>



<p class="wp-block-paragraph">A recent study from Yale University and the VA Connecticut Health Care System found that veterans are more likely to experience homelessness than others due to elevated risk of PTSD, social isolation, unemployment, and substance abuse.</p>



<p class="wp-block-paragraph">Under Dr. Ruiz’s legislation, all veterans would be able to access key VA outreach programs that are aimed at addressing homelessness. Currently, veterans with other than honorable discharges are excluded from outreach efforts.</p>



<p class="wp-block-paragraph">The Health Care for Homeless Veterans Act would also reauthorize funding for the following programs:</p>



<p class="wp-block-paragraph">• Outreach efforts to veterans living on the street or facing chronic homelessness to connect them with shelter, medical care, and other services through contracted residential beds in their communities.</p>



<p class="wp-block-paragraph">• Payments to organizations that temporarily house veterans.</p>



<p class="wp-block-paragraph">• Grants that offer help to veterans on the cusp of homelessness, by assisting with their rent, electricity, or deposits.</p>



<p class="wp-block-paragraph">• Make available case management, support service benefits, and help with Section 8 housing.</p>



<p class="wp-block-paragraph">The bill is endorsed by The National Coalition for Homeless Veterans and the National Alliance to End Homelessness.</p>

<p class="wp-block-paragraph"><strong>The hearing comes after last week’s community listening sessions with Dr. Ruiz and Secretary Granholm in Riverside and Imperial Counties</strong></p>

<p class="wp-block-paragraph">Congressman Raul Ruiz, M.D. (CA-36) and U.S. Energy Secretary Jennifer Granholm brought national attention to the clean energy opportunities at the Salton Sea and the need to protect the community’s public health. In a Congressional hearing with <a href="https://www.congress.gov/committee/house-energy-and-commerce/hsif00">the House Energy and Commerce</a> Committee’s Subcommittee on Energy, Dr. Ruiz and Secretary Granholm highlighted local residents’ experiences with the public health and environmental impacts of the Salton Sea, calling for meaningful consultation with the community as the nation seeks to unlock the clean energy potential of the Sea’s lithium deposit.</p>



<p class="wp-block-paragraph">“I was pleased to bring you to North Shore at the Salton Sea so that you could hear directly from the local residents – especially moms – about the environmental and public health crisis at the Sea and our clean energy opportunities in the region,” Dr. Ruiz said in the hearing. “We also visited many community leaders at Calipatria High School to discuss how lithium could be transformative for the region, but only if it was done right…That means doing it with transformative community development benefits in infrastructure, health care, education, and workforce development so that the people working in these lithium extraction facilities are the local community members who need and deserve these jobs. We need to make sure that the companies do not simply come in, extract the wealth from the community, and leave.”</p>



<p class="wp-block-paragraph">Last week, the Congressman and Secretary visited the North Shore Yacht Club in Riverside County and Calipatria High School in Imperial County where they held community listening sessions with local residents. In the hearing, Secretary Granholm noted that the community’s input from these sessions would be incorporated into future plans at the Department of Energy.</p>

<p class="wp-block-paragraph">On April 29th, Congressman Raul Ruiz, M.D. (CA-36) announced a $320,000 federal grant from <a href="https://www.ntia.doc.gov/">the Department of Commerce’s National Telecommunications and Information Administration</a> (NTIA) for the Cabazon Band of Mission Indians to provide local Native American families access to quality internet access. The federal grant is part of the Tribal Broadband Connectivity Program and will help to connect 17 unserved households with qualifying broadband service. Dr. Ruiz, who voted to pass the funding in the Bipartisan Infrastructures Law, worked with the Cabazon Band of Mission Indians to secure this much-needed funding.</p>



<p class="wp-block-paragraph">“The pandemic showed us why it is so important to have internet for education, health care, and commerce,” said Dr. Ruiz. “Not having internet puts families at a disadvantage, which leads to education, health, and economic disparities for underserved communities. This federal funding is important to me, the Cabazon Band of Mission Indians, and the families, who for the first time, will have access to the internet. I’m glad for them and to have been a part of these efforts.”</p>



<p class="wp-block-paragraph">BACKGROUND</p>



<p class="wp-block-paragraph">The Tribal Broadband Connectivity Program, funded by the Consolidated Appropriations Act of 2021, makes $980 million available for grants to eligible Native American, Alaska Native, and Native Hawaiian entities for broadband deployment, digital inclusion, workforce development, telehealth, and distance learning.</p>



<p class="wp-block-paragraph">In addition, the Bipartisan Infrastructure Law provided an additional $2 billion in funding for this program. And the NTIA is preparing to launch a series of new grants to build broadband infrastructure across the country, create more low-cost broadband service options, and address our communities&#8217; digital equity and inclusion needs.</p>



<p class="wp-block-paragraph">This funding continues Dr. Ruiz’s long-standing commitment to expanding access to reliable, high-speed Internet for Native American families:</p>



<p class="wp-block-paragraph">Introduced the Tribal Internet Expansion Act, which adds Indian Country to the priority areas list for the Federal Communications Commission’s Universal Service Fun;</p>



<p class="wp-block-paragraph">Also cosponsored the LIFT America Act, which provides $80 billion to build high-speed broadband internet, including $500 million for Tribal broadband through NTIA;</p>



<p class="wp-block-paragraph">And voted in favor of the Bipartisan Infrastructure Act, which provided $65 billion for broadband deployment, including $2 billion for Tribal broadband grants through the Tribal Broadband Connectivity Program.</p>

<p class="wp-block-paragraph">Congressman Raul Ruiz, M.D. (CA-36) is urging retail pharmacies to join the fight for health equity in COVID-19 vaccinations. In a letter to the <a href="https://cvshealth.com/">CVS Health</a> CEO Larry Merlo, Dr. Ruiz called on the retail pharmacy to prioritize high-risk, underserved communities in its vaccine administration plans. Citing disproportionately low inoculation rates in underserved communities and among people of color, Dr. Ruiz also urged the company to disseminate important vaccine information and help patients overcome vaccine hesitancy.</p>



<p class="wp-block-paragraph">“We have a moral responsibility to make sure that we do not leave people behind simply because they lack resources or live in certain zip codes,” Dr. Ruiz wrote. “As you expand the number of CVS vaccination sites in Southern California in the coming weeks, I urge you to prioritize high-risk, underserved communities like those in California’s 36th district. Not doing so will lead to further disparities and prolong the pandemic.”</p>



<p class="wp-block-paragraph">Dr. Ruiz’s letter continues his advocacy for equitable vaccine distribution. Last week, Dr. Ruiz traveled to farmworker communities in the Eastern Coachella Valley to raise awareness about the importance of getting vaccinated against COVID-19.</p>

<p class="wp-block-paragraph">On December 3, 2020, Congressman Raul Ruiz, M.D. (CA-36) introduced legislation to ensure timely Medicare coverage of groundbreaking early cancer detection tests for our nation’s seniors. The bipartisan legislation recognizes emerging advances in our nation’s fight against cancer by creating a Medicare coverage pathway for new innovative tests that detect multiple types of cancer before symptoms develop. Dr. Ruiz introduced the Multi-Cancer Early Detection Screening Coverage Act alongside Reps. Terri Sewell (AL-07), Jodey Arrington (TX-19), and Richard Hudson (NC-08).</p>



<p class="wp-block-paragraph">“Detecting cancer early improves health outcomes and saves lives,” said Dr. Ruiz (CA-36). “With innovative medical technologies, we can catch more cancers earlier than ever, but patients must be able to access these screenings. That’s why it’s very important for Medicare policy to keep pace with the development of multi-cancer screenings. I am glad to join my colleagues in introducing the <a href="https://www.preventcancer.org/2020/12/prevent-cancer-foundation-supports-the-multi-cancer-early-detection-screening-coverage-act/">Multi-Cancer Early Detection Screening Coverage Act</a> of 2020 to modernize Medicare coverage so older Americans can access these screenings and improve their health outcomes.”</p>



<p class="wp-block-paragraph">The Multi-Cancer Early Detection Screening Coverage Act has the support of the <a href="https://www.nmqf.org/">National Minority Quality Forum</a> (NMQF) and the American Cancer Society Cancer Action Network (ACS CAN).</p>



<p class="wp-block-paragraph">“This year has exposed the inequities in our nation’s healthcare system, but we have known for some time that cancer has an outsized impact on communities of color,” said Gary A. Puckrein, PhD, President and CEO of NMQF. “We must be ready to take full advantage of new technologies that give us the chance to not only close the gap in cancer outcomes among racial and ethnic groups, but also reduce patient risk for everyone. New multi-cancer early detection tests hold that promise and this legislation is essential to helping us achieve it.”</p>



<p class="wp-block-paragraph">“We know early detection of cancer saves lives. By creating a pathway for Medicare to cover new, innovative, <a href="https://www.fda.gov/">FDA</a>-approved screening tests, this legislation would help provide more individuals with access to additional tools they and their providers can utilize to detect cancer at an earlier, more treatable stage,” said Lisa Lacasse, president of the ACS CAN.</p>

<p class="wp-block-paragraph">Background</p>



<p class="wp-block-paragraph">The Multi-Cancer Early Detection Screening Coverage Act responds to advances in science and Medicare coverage by creating a new Medicare coverage pathway for multi-cancer screening. The legislation would:</p>



<p class="wp-block-paragraph">• Create the authority for CMS to cover blood-based multi-cancer early detection tests and future test methods (like urine or hair tests) once approved by the Food and Drug Administration (FDA).</p>



<p class="wp-block-paragraph">• Maintain CMS’ authority to use an evidence-based process to determine coverage parameters for these new tests.</p>



<p class="wp-block-paragraph">• State that these new tools will complement – not replace – existing screenings and coverage and cost-sharing will not be impacted.</p>



<p class="wp-block-paragraph">Under current law, Medicare coverage of preventive services is limited to circumstances in which Congress has explicitly authorized coverage or the U.S. Preventive Services Task Force recommends the service with a grade of A or B. In the absence of this legislation, it could take several years after the FDA approval before Medicare beneficiaries could receive coverage for such tests.</p>



<p class="wp-block-paragraph">This bill would greatly reduce any such access delays for seniors while allowing CMS to use its evidence-based process to determine coverage. Accordingly, these new multi-cancer screening tools will complement existing screenings and dramatically improve our nation’s cancer early detection capabilities.</p>

<p class="wp-block-paragraph">“My heart is broken over the death of my friend John Lewis, a great civil rights warrior who endured ridicule and harsh physical beatings in his faith filled nonviolent fight alongside MLK Jr. against white supremacy, white nationalism, racism and for equality and human dignity. As great of a man he was, he was always humble, gentle, steadfast in his faith and resolve for freedom from oppression. He always asked how my daughters were doing and even visited them during their birthday parties held in my DC office. </p>



<p class="wp-block-paragraph">He will forever be an example of decency, courage, faith in God, a social justice and civil rights warrior and honor for me, my family, and our nation. The last words I heard him speak recently, even while he was in agony and near death were inspirational words of faith filled encouragement to fight for justice. Monica and I deeply mourn his death with tears and pray that God comforts his family in their moment of grief. He will undoubtedly be greeted in heaven by our Creator with the words “job well done my humble servant”, which is an honor greater than life itself.”</p>

<h3 class="wp-block-heading">Joins 109 Members of Congress in urging the President to extend benefits before looming expiration</h3>



<p class="wp-block-paragraph">Congressman Raul Ruiz, M.D. (CA-36) is calling on President Donald Trump to extend the expanded unemployment benefits made available under H.R. 748, the Coronavirus Aid, Relief, and Economic Security (<a href="https://home.treasury.gov/policy-issues/cares">CARES</a>) Act. In a letter to President Trump, Dr. Ruiz and 109 other members of the House of Representatives urged an extension of these expanded benefits, which are set to expire at the end of the month.</p>



<p class="wp-block-paragraph">“It is essential that we extend federal pandemic unemployment compensation before it ends at the end of July,” Dr. Ruiz and the other members wrote in the letter. “Cutting off enhanced unemployment benefits while the economy is still in crisis would ignore the millions of Americans who are still suffering. We hope that you will support this measure in the weeks ahead.”</p>



<p class="wp-block-paragraph">In March, Dr. Ruiz voted for the CARES Act, which is now law and provided an additional $600 in weekly federal unemployment benefits for those who lost their job due to the coronavirus pandemic.</p>



<p class="wp-block-paragraph">In May, Dr. Ruiz voted for H.R. 6800, the Heroes Act, which would extend the supplemental unemployment benefits through January 31, 2021. Despite the fact that the number of U.S. workers applying for unemployment benefits is continuing to climb, the Senate has so far failed to act.</p>

<p class="wp-block-paragraph">Dear Mr. President,</p>



<p class="wp-block-paragraph">We write to express our strong support of extending the critical Federal Pandemic Unemployment Compensation (<a href="https://www.uc.pa.gov/COVID-19/CARES-Act/Pages/FPUC-FAQs.aspx">FPUC</a>) supplement to unemployment benefits. These benefits are critical to continuing to support hardworking American families impacted by coronavirus.</p>



<p class="wp-block-paragraph">Throughout the pandemic so far, over 130,000 Americans have lost their lives and over 14 million Americans are still out of work, even as we begin to safely reopen our economy. For 16 weeks in a row, the number of U.S. workers applying for unemployment benefits for the first time has been over one million. According the <a href="https://www.bls.gov/">U.S. Bureau of Labor Statistics</a>, the country’s unemployment rate stands at 11.1 percent— far above 3.6 percent in January 2020, before the coronavirus spread within the U.S. To put this into perspective, over 5 million Americans who had jobs when you took office are unemployed today.</p>



<p class="wp-block-paragraph">The coronavirus pandemic—and the subsequent health and economic crisis it created—is far from over. While the CARES Act extended unemployment insurance by providing an additional $600 weekly federal unemployment benefit for those who lost their job due to the coronavirus pandemic, the expanded benefit currently expires at the end of July. The nonpartisan <a href="https://www.cbo.gov/">Congressional Budget Office</a> (CBO) expects the unemployment rate to remain around 10 percent through the end of 2021. Thus, Americans will continue to need extended unemployment benefits to weather the pandemic.</p>



<p class="wp-block-paragraph">During a recent House Budget Committee hearing on the economic impacts of the coronavirus, former CBO Director Doug Elmendorf said, “I think the worst thing you could do is let these benefits expire at the end of next month.” While the U.S. House of Representatives has acted with the passage of The Heroes Act to extend unemployment insurance through January 31, 2021, the U.S. Senate has so far failed to act.</p>



<p class="wp-block-paragraph">First and foremost, extended unemployment insurance benefits have helped American workers. Millions of workers who lost their job or were furloughed due to the global public health crisis, because of FPUC, were able to continue paying rent, putting food on the table and covering health care expenses. <a href="https://www.jec.senate.gov/public/">The Joint Economic Committee</a> (JEC) found that during the pandemic, unemployed workers receiving unemployment benefits were more likely to be able to afford unexpected emergency expenses and groceries, compared to those not receiving benefits.</p>



<p class="wp-block-paragraph">FPUC also helps businesses and stimulates the overall economy. The JEC estimated that extended unemployment benefits supported as many as 2.8 million jobs and reduced the unemployment by as much as 1.8 percent. The CBO estimated that extending FPUC through January 31, 2021, would result in greater consumer spending, helping to directly support businesses as they continue to reopen. Thus, extending unemployment benefits is critical to stimulating the economy during this economic crisis.</p>



<p class="wp-block-paragraph">Some Republicans have made allegations that unemployment benefits disincentivize work. Working Americans are not choosing unemployment benefits over returning to work. Rather, they are choosing to keep themselves and their families safe. In a June Gallup poll, nearly half of workers reported they were afraid to return to work, for fear of being exposed to COVID-19. Additionally, the June jobs report debunks the Republican myth that unemployment benefits disincentivize work. Since April, employment has risen sharply in many industries Republicans claim compete with extended unemployment insurance benefits, such as the restaurant, construction and retail industries. This demonstrates that Americans choose to return to work when businesses reopen and jobs become available again. Furthermore, a recent study from the Federal Reserve Bank of Chicago found that those collecting unemployment insurance benefits work harder on their job search and receive better job offers than those who are not collecting benefits. The truth is that our economy is still is crisis, with permanent job losses continuing to increase and employment numbers nowhere near pre-coronavirus levels.</p>



<p class="wp-block-paragraph">While the nation as a whole is suffering, certain populations are being hit harder than others. The unemployment rate for people of color remains higher than the national rate. The unemployment rates for the African American, Hispanic or Latino and Asian populations, respectively, are 15.4, 14.5 and 13.8 percent. Furthermore, the CBO issued a report illustrating the harmful effects ending FPUC will have, particularly on communities of color. Our nation is currently reckoning with deep-rooted racial injustices. These injustices are the reason communities of color disproportionately feel the health and economic effects of this pandemic and must be addressed.</p>



<p class="wp-block-paragraph">Therefore, it is essential that we extend FPUC before it ends at the end of July. Cutting off enhanced unemployment benefits while the economy is still in crisis would ignore the millions of Americans who are still suffering. We hope that you will support this measure in the weeks ahead.</p>

Vanessa Guillén. In a letter to Acting Inspector General O’Donnell, Dr. Ruiz and 86 other members of Congress urged a prompt and thorough review of the disappearance of Spc. Vanessa Guillén.</p>



<p class="wp-block-paragraph">“We are deeply disturbed by recent developments in the case of Specialist (Spc) Vanessa Guillen’s disappearance,” Ruiz and other members of Congress wrote in the letter. “We are hopeful that a full and independent investigation by the <a href="https://www.dodig.mil/">DoD</a> Inspector General’s Office will begin to provide the Guillén family with the answers and justice they need.”</p>



<p class="wp-block-paragraph">Before her disappearance, Spc. Guillén confided in her family that she felt unsafe in Fort Hood due to experiences with sexual harassment, which she did not report out of fear for her personal safety.</p>

<p class="wp-block-paragraph">Dear Acting Inspector General O’Donnell:</p>



<p class="wp-block-paragraph">We are deeply disturbed by recent developments in the case of Specialist (SPC) Vanessa Guillen’s disappearance. We strongly support Rep. Jackie Speier and Senator Kirsten Gillibrand’s call for the <a href="https://dod.defense.gov/">Department of Defense</a> (DoD) Inspector General’s Office to conduct a full and independent investigation into SPC Guillen’s disappearance.</p>



<p class="wp-block-paragraph">Before her disappearance, SPC Guillen confided in her family that she felt unsafe in Fort Hood due to experiences with sexual harassment, which she did not report out of fear for her personal safety. The U.S. military has a responsibility to ensure the safety and well-being of the young women and men that take an oath to defend our country. In SPC Guillen’s case, she was tragically failed by the Army.</p>



<p class="wp-block-paragraph">In response to this case, current and former Latina servicemembers have demonstrated incredible bravery in sharing their experiences with sexual harassment and assault in the military.</p>



<p class="wp-block-paragraph">Their stories reinforce a troubling reality revealed in the Defense Department’s fiscal year 2019 report on sexual assault in the military, which reported a 3% increase in the number of sexual assault cases compared to 2018.[1] This epidemic of sexual violence disproportionately impacts women of color, who are also less likely to report their sexual harassment or assault out of fear of retaliation. This is deeply concerning given that the ranks of the United States military have become more diverse over time. Latinos are the fastest growing population in the military, accounting for up to 16% of all active-duty military.</p>



<p class="wp-block-paragraph">Yet, we are hopeful that a full and independent investigation by the DoD Inspector General’s Office will begin to provide the Guillen family with the answers and justice they seek.</p>

<p class="wp-block-paragraph">Congressman Raul Ruiz, M.D. (CA-36) secured federal funding from the Bureau of Reclamation to modernize water infrastructure and improve access to clean water for Banning residents. The award benefits the City of Banning’s Pressure Zone Separation and Water Loss Reduction Project, which will help save more than 100 acre-feet of water per year and decrease water losses by 47 percent.</p>



<p class="wp-block-paragraph">“This is another great outcome for our district,” said Dr. Ruiz. “I am glad to have helped Banning receive the <a href="https://www.usbr.gov/watersmart/swep/">WaterSMART Small-Scale</a> Water Efficiency Projects grant to help improve water conservation, update critical infrastructure, and ensure the sustainability of our resources. This funding will save water and save residents money.”</p>



<p class="wp-block-paragraph">“Improving water efficiency and modernizing existing water infrastructure is a major priority for the City of Banning,” said Mayor Daniela Andrade. “The City of Banning is pleased to have been selected by the Bureau of Reclamation for the WaterSMART Small-Scale Water Efficiency Grant. This grant will allow this critical project to move forward during times of economic uncertainty. We look forward to this project’s completion and the benefits it will provide to maintaining our natural resources and better serving our ratepayers.”</p>



<p class="wp-block-paragraph">Rep. Ruiz’s Congressional District, CA-36, received a total of $150,000 in this round of WaterSmart grant funding. <a href="https://dwa.org/">The Desert Water Agency</a> also received a federal WaterSMART Small-Scale Water Efficiency Projects grant of $75,000 for their Grass Removal Incentive Program Reclamation to address aquifer overdraft and increase the resilience of water supply.</p>

<p class="wp-block-paragraph">Background:</p>



<p class="wp-block-paragraph">After Congressman Ruiz advocated for the funding in a February 2020 letter to Bureau of Reclamation Commissioner Brenda Burman, the Bureau selected the City’s project for the WaterSMART Small-Scale Water Efficiency Project grant. The $75,000 award will cover nearly 40 percent of the project’s total cost.</p>



<p class="wp-block-paragraph">The Pressure Zone Separation and Water Loss Reduction Project is supported by the City’s 2018 Integrated Master Plan. The project will install much-needed upgrades to the City’s water management infrastructure, improving water conservation to ensure a clean and sustainable water supply.</p>

<p class="has-text-align-right wp-block-paragraph">(<em>Dr. Ruiz Helps Secure $1.5 Million) </em></p>



<p class="wp-block-paragraph">On Tuesday February 25th, Congressman Raul Ruiz, M.D. (CA-36) and the Beaumont-Cherry Valley Water District (BCVWD) announced a $1.5 million Bureau of Reclamation grant award that will go toward water conservation efforts. The announcement comes after Dr. Ruiz advocated for the BCVWD’s application for a WaterSMART Water and Energy Efficiency grant in a letter to Bureau of Reclamation Commissioner Brenda Burman in September. The project will help increase water conservation and reduce water costs for residents in Beaumont, Cherry Valley, and parts of Calimesa.</p>



<p class="wp-block-paragraph">“Having clean drinking water in our drought-prone area is important for our communities’ health, which is why I am thrilled to have helped secure $1.5 million for water conservation efforts for the residents of Beaumont and Cherry Valley,” Dr. Ruiz said. “Inefficient meter reading systems leave residents vulnerable to undetectable water leaks, which can waste scarce drinking water and increase residents’ water bills. This grant will improve the area’s water resource management, which saves water and saves money.”</p>



<p class="wp-block-paragraph">“Beaumont-Cherry Valley Water District is honored to be chosen as a recipient for a WaterSMART Water and Energy Efficiency Grant,” said General Manager Dan Jaggers. “Our entire community will benefit from metering upgrades, bringing the District increased efficiency and our customers real-time leak detection capability while saving water, electricity and reducing overall water cost to customers within our service area.”</p>



<p class="wp-block-paragraph"><strong><em>Background:</em></strong></p>



<p class="wp-block-paragraph">Current tracking of water usage is done through monthly manual meter readings, which leaves residents vulnerable to undetected water leaks that result in unnecessary waste of scarce potable water resources.</p>



<p class="wp-block-paragraph">Advanced Metering Infrastructure (AMI) provides real-time radio transmitted data of water usage, which leads to reduced water waste through active monitoring leak detection and customer education about water usage.</p>



<p class="wp-block-paragraph">BCVWD’s AMI project would work hand-in-hand with local, state, and federal water conservation efforts and seeks to address California’s long-standing water shortages.</p>



<p class="wp-block-paragraph">The Bureau of Reclamation selects projects around the country to receive the WaterSMART Water and Energy Efficiency Grants to help projects use water more efficiently and effectively across the Western United States.</p>



<p class="wp-block-paragraph">The types of projects receiving funding include canal lining; advanced water metering; flow measurement and real-time monitoring of water deliveries; and pressurized irrigation systems.</p>



<p class="wp-block-paragraph">Through WaterSMART, the Bureau of Reclamation works cooperatively with states, tribes and local entities as they plan for and implement actions to increase water supply reliability by modernizing existing infrastructure.
