WINCHESTER — Valley-Wide Recreation and Park District’s posted Sept. 21, 2026 packet lists a parks special tax of up to $1,697 a year for each single-family unit in proposed Winchester Zone 33, and a water-quality tax of up to $175 for each of those same houses under Annexation No. 14.
The Regular Board of Directors meeting was set for 5:30 p.m. Monday, Sept. 21, 2026, at the Valley-Wide District Office, 901 W. Esplanade Ave., San Jacinto, CA 92582. Staff reports in the packet are the source for the rates and the recommended resolutions below. Landowner election results and final board adoption are not confirmed from posted minutes as of this draft.
Item 14.1, staff Item No. 26-122, is on packet pages 257–300. The title is formation of Winchester Community Facilities District Zone 33 (San Pedro Farms). The ground is generally north of Holland Road, east of Leon Road, west of Eucalyptus Road and south of Ano Crest Drive. Staff counts 396 single-family equivalent dwelling units and 110 multi-family units.
A public hearing was on the agenda. Staff recommended Resolution 1475-26 on formation, Resolution 1476-26 to call an election and Resolution 1477-26 to declare results and a tax lien, and recommended the board introduce Ordinance 2026-3. The staff report names parks and landscaping operation and maintenance as the services. Those resolutions and the ordinance are printed as recommendations. The packet does not record them as adopted.
The special tax report sets fiscal year 2027/28 as the base year. The maximum annual special tax is $1,697 per single-family EDU and $1,018 per multi-family EDU. Anticipated maximum revenue is $784,014.00, which the report breaks into $672,012 from single-family units and $112,002 from multi-family units. The rate and method of apportionment states that on each July 1, commencing July 1, 2028, the maximum rate and the maximum revenue increase by the Tax Escalation Factor (CPI). The report does not print a summed multi-year total.
Item 14.2, staff Item No. 26-123, is on pages 301–327: Annexation No. 14 to Community Facilities District 2020-1, Tax Zone No. 15, for WQMP maintenance. Staff uses the same boundary — Holland Road, Leon Road, Eucalyptus Road, Ano Crest Drive — and the same 396 single-family and 110 multi-family EDUs. Recommended actions on the agenda are Resolution 1478-26, Resolution 1479-26 and introduction of Ordinance 2026-4. The item is an annexation proposal in the packet, not a record that the land was annexed.
For base year 2027/28 the annexation maximum is $175 per single-family EDU and $105 per multi-family EDU. Maximum annual revenue at buildout is about $80,850. The staff report assigns that charge to water-quality and WQMP operation and maintenance.
Packet maximums for fiscal year 2027/28, the base year in both reports:
| Agenda item | Single-family EDU | Multi-family EDU | Max. annual revenue |
|---|---|---|---|
| 14.1 Zone 33, parks and landscaping O&M | $1,697 | $1,018 | $784,014.00 |
