Investigators have identified and arrested three suspects in connection with the homicide investigation of Robert Bettencourt, that occurred on 03/06/23, in Winchester. Three suspects were taken into custody without incident at or near their residences and are identified as Kevin R. Hirsch, 46-year-old, resident of Menifee, Clifford Franken, 54-year-old resident of Hemet, and Matthew Fromer, 50-year-old resident of Menifee.
The Moreno Valley Special Enforcement Team (SET) identified the suspect as Juan Chavarria, 29-year-old resident of Jurupa Valley. On May 5, 2023, Moreno Valley SET located Chavarria in the city of Jurupa Valley and arrested him without incident.
On April 20, 2023, at approximately 2:00 PM, Southwest Station deputies responded to the 31000 block of Manford Drive, in the unincorporated area of Winchester. Deputies learned an adult male contacted a female juvenile while she was alone riding her bike.
On Wednesday, May 3, 2023, Riverside County Sheriff’s Investigators assigned to the Federal Bureau of Investigations Inland Violent Crime Suppression Task Force (FBI/IVCSTF) located a fugitive, Larry Lightning, a 43-year-old resident of Perris, visiting a house in Moreno Valley.
