The San Jacinto Planning Commission adjourned at 6:37 p.m. Tuesday with two annexation recommendations sitting in front of the City Council. Neither vote redrew the city limit.
The regular meeting opened at 6 p.m. Sept. 22 at the Community Center, 625 S. Pico Ave. Chair Patricia Scott presided with Commissioners Michelle Peterson and Taurus Jones. Commissioners Awad and Gagnepain were absent.
Both public-hearing motions carried 3-0. Commissioner Jones moved each item; Commissioner Peterson seconded. Ayes: Jones, Peterson, Scott. Nays: none. Abstain: none.
Assistant Planner Matthew Kramer presented Annexation A / P22-004. Chair Scott opened the public hearing at 6:15 p.m. and closed it at 6:29 p.m. The applicant was present and agreed with the conditions.
The packet staff report puts the site south of Ramona Expressway between Alessandro Avenue and Vernon Avenue, in the city’s sphere of influence and still unincorporated — two parcels on 43.68 acres.
The Sept. 17 agenda recommended that the commission adopt Planning Commission Resolution No. 26-03, recommending a package of steps to the City Council. Tuesday’s AgendaLink minutes narrative does not name Resolution 26-03.
What the commission did pass, 3-0, was a motion to: determine the project will not have a significant effect on the environment with mitigation and adopt a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program under CEQA; authorize annexation of the two parcels on 43.68 acres into San Jacinto, subject to Riverside Local Agency Formation Commission review and approval; approve a lot line adjustment between the two parcels, subject to LAFCO approval of the annexation and final adoption; and approve Tentative Tract Map 34271, subdividing 41.74 acres into 151 residential lots for 151 single-family detached residences plus seven lettered lots for onsite roadways, a detention basin, parks and landscape, subject to recommended conditions and to LAFCO approval and final adoption.
The tract map covers 41.74 acres. The annexation described in the motion is 43.68 acres on two parcels. City Council still has to act, and the annexation, lot line adjustment and tract map are each written as subject to LAFCO where the motion says so.
Kramer then presented Annexation B / P22-084. Applicant Steve Rawlings was present and agreed with the conditions of approval. Scott opened and closed that hearing at 6:29 p.m. There were no public comments.
The Sept. 17 agenda recommended Planning Commission Resolution No. 26-04 recommending action to the City Council. The minutes narrative does not name 26-04.
Jones moved, Peterson seconded, and Scott, Peterson and Jones voted aye. The 3-0 motion was to determine the project is exempt from CEQA under Guidelines section 15183 as consistent with General Plan policies for which an environmental impact report was certified, and to authorize annexation of 94 parcels on 143.62 acres within the city’s sphere of influence.
The packet locates that ground generally south of Bergin Street, north of Artesia Street, east of San Jacinto Avenue and west of Alessandro Avenue.
Alessandro Avenue shows up in both staff reports — P22-004 on the unincorporated ground south of Ramona between Alessandro and Vernon, P22-084 on the larger sphere piece between Bergin and Artesia. Only P22-004 carries a tract map and a mitigated negative declaration in the motion. P22-084 is the section 15183 file: 94 parcels, no map in the motion text.
None of that finishes an annexation. Council and, where the motions require it, Riverside LAFCO still have to act.
