Investigators have identified and arrested three suspects in connection with the homicide investigation of Robert Bettencourt, that occurred on 03/06/23, in Winchester. Three suspects were taken into custody without incident at or near their residences and are identified as Kevin R. Hirsch, 46-year-old, resident of Menifee, Clifford Franken, 54-year-old resident of Hemet, and Matthew Fromer, 50-year-old resident of Menifee.
Assault with a Deadly Weapon
The Moreno Valley Special Enforcement Team (SET) identified the suspect as Juan Chavarria, 29-year-old resident of Jurupa Valley. On May 5, 2023, Moreno Valley SET located Chavarria in the city of Jurupa Valley and arrested him without incident.
Annoying or Molesting a Child
On Friday, April 28, 2023, at about 9:57 a.m., a Lake Elsinore Sheriff’s Station School Resource Officer was dispatched to a campus located on the 500 block of Chaney Street in Lake Elsinore after a 17-year-old student disclosed a teacher was harassing her.
