Stalking, Annoy & Molest a Child, and Indecent Exposure Arrest

On October 11, 2022, deputies from the Moreno Valley Station investigated allegations of a subject who exposed himself to an underage female and repeatedly asked her to enter his car at Perris Boulevard and John F Kennedy Drive in Moreno Valley. The juvenile refused the suspect’s advances, was unharmed, fled the location, and contacted the sheriff’s department.

During this investigation, it was learned that a separate incident with similar circumstances was reported approximately one month prior at John F Kennedy Drive and Kitching Street in Moreno Valley involving a different victim. Sheriff’s Investigators were able to link the two incidents together and identify the suspect as Armando Richard Garcia, a 32-year-old resident of Moreno Valley. Garcia was ultimately arrested on October 12, 2022, and booked into the Robert Presley Detention Center for Stalking, Annoying and Molesting a Child, as well as Indecent Exposure.

The vehicle used in both reported incidents is a White Dodge Journey, with a large red sticker on the rear window. The Riverside County Sheriff’s Department believes there may be additional victims that have yet to come forward, and any potential victim is encouraged to contact Deputy Gregory Horta of the Moreno Valley Sheriff’s Station at 951-486-6700.
