Investigators from the Riverside County Sheriff’s Department, Special Investigation’s Bureau, located Lisa Vargas, who was wanted in connection with this homicide investigation. Lisa Vargas has been eluding law enforcement’s efforts in locating and arresting her.

On May 20, 2021, in the afternoon hours, Vargas was located at a residence in the city of Whittier. Investigators found her inside the home with self-inflicted injuries she sustained minutes before finding her. Vargas was arrested and transported to a local hospital for non-life-threatening injuries. Vargas was then booked into custody for homicide.

Investigators from the Riverside County Sheriff’s Department, Force Investigation’s Detail, continued investigating this incident. Investigators learned there was a second person who assisted Fabian Herrera at the time of this incident. 53-years-old Lisa Vargas, who is not a licensed bail agent, has been identified as helping Herrera.

Lisa Vargas is wanted by investigators for her involvement in this incident. There is a warrant for her arrest, and anyone with information regarding her whereabouts is encouraged to contact law enforcement.

Details:

On April 23, 2021, at approximately 1:47 AM, the Palm Springs Police Department received a call for service to assist bail agents attempting to arrest a suspected fugitive. Officers responded to the 100 block of East Via Escuela in Palm Springs and met with bail agents who were inside the location attempting to arrest the fugitive.

During the incident, a bail agent discharged his firearm, striking the fugitive. Despite life-saving measures performed by the officers and medical personnel, the suspect ultimately died at the scene. Officers from the Palm Springs Police Department did not discharge any firearms. The decedent was identified as 33-year-old David Spann.

Fabian Herrera

It was learned the bail agent, 36-year-old Fabian Herrera, was not properly licensed and, due to his criminal history, was prohibited from possessing firearms. Although Spann was wanted by a bail agency, there was no warrant for his arrest by law enforcement. As a result of this investigation, Fabian Herrera was arrested and booked for murder.

Due to Palm Springs Police Officers being present during the shooting, investigator’s from the Riverside County Sheriff’s Department Force Investigations Detail were called to assist in the investigation.

The Riverside County Sheriff’s Department Force Investigations Detail is comprised of sheriff’s and district attorney investigators and will lead this investigation.
