Monday, Sept. 21

Item 14.1 is the public hearing to form Winchester Community Facilities District Zone 33 (San Pedro Farms). Staff describes 396 single-family and 110 multifamily equivalent dwelling units north of Holland Road, east of Leon Road, west of Eucalyptus Road, and south of Ano Crest Drive. The Rate and Method numbers in that staff report put the maximum annual special tax at $1,697 per single-family EDU and $1,018 per multifamily EDU. Estimated maximum collection is about $784,014 in base year fiscal 2027-28, for parks and landscaping operations and maintenance. Staff asks the board to hold the hearing, adopt formation and election resolutions, canvass a landowner election, and introduce Ordinance No. 2026-3 authorizing the levy.
Item 14.2 covers CFD 2020-1 Annexation No. 14 (Tax Zone No. 15) on the same tract. Staff lists maxima of $175 per single-family EDU and $105 per multifamily EDU, estimated about $80,850 in base year fiscal 2027-28, for stormwater / WQMP operations and maintenance.

Item 3.26 (LegiFile 30913) asks the board to adopt Resolution No. 2026-151, a Notice of Intention for the conditional general vacation of portions of Leon Road in the Winchester area, and to set a public hearing for Oct. 20, 2026, at 9:30 a.m. The Form 11 says the Tract Map 36467 applicant requested the vacation to satisfy map-recordation conditions. A portion of Leon Road would be mapped over and realigned. The vacation would not take effect until the final map records and realigned Leon Road is finished with a Notice of Completion. Cost is listed as applicant fees 100 percent, with no General Fund obligation. The same agenda includes a Housing Authority item on Section 8 project-based voucher contract forms for Palm Villas at State I Apartments in Hemet (LegiFile 31275, District 5, $0).

Consent Item 17.A is second reading and adoption of Ordinance No. 2081, the Stephens’ Kangaroo Rat Habitat Conservation Plan mitigation fee update. Staff Report #26-326 says the ordinance was introduced Sept. 8 after a public hearing. Fees in the staff materials stay $250 for a qualifying individual single-family residence, move agriculture to a flat $500 per gross acre, and raise all other development from $500 to $900 per gross acre. This calendar does not report a Sept. 22 adoption vote.

Item 4.1 is a public hearing on Annexation A (two parcels, 43.68 acres), Lot Line Adjustment 22-01, and Tentative Tract Map 34271 (P22-004). Staff recommends PC Resolution No. 26-03. That resolution would ask the City Council to adopt a mitigated negative declaration, authorize the annexation subject to LAFCO, approve the lot-line adjustment, and approve TTM 34271 — 151 single-family lots on 41.74 acres, plus seven lettered lots for roads, a basin, parks, and landscaping.
Item 4.2 is Annexation B (P22-084): 94 parcels on 143.62 acres in the citys sphere of influence. Staff recommends PC Resolution No. 26-04, citing a CEQA Guidelines Section 15183 exemption and authorizing the annexation recommendation to the council.
